The Vigilantes
The Montana Air National Guard 120th Airlift Wing,
based in Great Falls, flew one of its eight C130H
aircraft to Glasgow on Tuesday at 10:45 a.m. and
gave the grand tour inside and out of this big bird,
an extra special treat for all the kids that were on
hand to watch it fly in and land. The C-130 operates
throughout the United States Air Force, serving with
Air Mobility Command, Air Force Special Operations
Command, Air Combat Command, U.S. Air Forces
in Europe, Pacific Air Forces, Air National Guard
and the Air Force Reserve Command, fulfilling a
wide range of operational missions in both peace
and war situations. The aircraft is capable of
operating from rough, dirt strips and is the prime
transport for airdropping troops and equipment into

hostile areas. The 120th Airlift Wing is one of eight
finalists to be considered in receiving new C-130J
aircraft to replace the aging C-130H fleet. The
C-130J is a comprehensive update of the Lockheed
C-130 Hercules, with new Rolls-Royce turboprop
engines (4,700 horse power each), flight deck, and
other systems. Compared to older C-130s, the J
model climbs faster and higher, flies farther at a
higher cruise speed, and takes off and lands in
a shorter distance. The C-130J’s cruise speed is
400 mph (maximum speed is 417 mph) and has a
range of 2,100 miles at maximum normal payload
of 34,000 pounds. Hopefully the 120th Airlift Wing
will one day be flying a C-130J into Glasgow for
yet another grand tour!

Unfortunately, so is Hurricane Laura, expected
to become a “catastrophic” hurricane before striking
Texas and Louisiana.
Satellite images show Laura’s remarkable
intensification into “a formidable hurricane” that can
smash homes and sink entire communities, “and there
are no signs it will stop soon,” the National Hurricane
Center said. At 9:00 this morning, advisory from the
NHC has Laura becoming a Category 4 storm before
making landfall overnight, but conditions were going
downhill by the hour today.
“Some areas, when they wake up Thursday
morning, they’re not going to believe what
happened,” said Stacy Stewart, a senior hurricane
specialist. “We could see storm surge heights more
than 15 feet in some areas,” Stewart said. “What
doesn’t get blown down by the wind could easily get
knocked down by the rising ocean waters pushing
well inland.”
Laura grew nearly 70% in power in just 24 hours
to reach Category 3 status, with maximum sustained
winds around 115 mph this morning. Top winds of
130 mph are now predicted before landfall, pushing
water onto more than 450 miles of coast from Texas
to Mississippi.
“Heed the advice of your local authorities. If
they tell you to go, go! Your life depends on it today,”
said Joel Cline, tropical program coordinator at the
National Weather Service. “It’s a serious day and
you need to listen to them.”
A Category 4 hurricane can cause damage so
catastrophic that power outages may last for months
in places, and wide areas could be uninhabitable for
weeks or even months.

ST. MARIE - FIX IT OR FOLD IT

Nick Chiechi did not out of the sky raise rates! Due
to the additional cost of Dry Prairie $14.25 EDU for all
St. Marie water users, public hearings were held and
a proposed rate increase was discussed. Montana
Rural Water provided their formula arriving at the
needed rate increase to cover the $7,000 monthly
water source bill from Dry Prairie. Alice Hawkins who
was working on NVCW/S District budgets at that time
arrived at about the same dollar amount fee increase.
With our main AC (asbestos concrete) water lines
joints breaking and tree root damage, the NVCW/S
District Board of Directors decided to pursue State
and Federal Grants. 3 Engineering companies were
interviewed in public meetings. Follow up interviews
were conducted by Directors DeFelice and Chiechi and
Great West Engineering out of Billings was selected
based on their success rate and good reputation.
They did their field and records survey and produced
a PER or engineering review. The District recently
received a Grant check to pay for these services.
Approximately 10 government agencies oversee the
Grant applications and give approvals.
Great West Engineering/Grant Writers calculated
a proposed basic rate increase to St. Marie water
customers of approximately $6 to cover the costs of
Grant expenses. Again, Nick Chiechi did not pull that
proposed rate increase out of a hat! Public hearings
were held and the public was informed. Resolutions
were subsequently drafted to address the same.
Some folks have limited understanding and lack
reason so they continually "Gossip" and attack the
President and Board of Directors on the NVCW/S
Board. "I heard it through the grapevine" that some
folks will circulate a petition to impeach the President
of the Board...who is merely the spokesman and
signer of contracts according to Montana Law. All
Board decisions are discussed and debated and
voted upon in public and run by the W/S Districts
Attorneys. Freedom of speech, do what one wishes,
but I must give a rebuttal.
For the health and safety as well as fire protection
(fire hydrants) of St. Marie... the Board has undertaken
efforts to secure Grants. The Valley County
Commissioners are currently studying a proposal to
sponsor an additional CDBG Grant of $450,000 to
aid in repairing and replacing a 65 year old crumbling
water plant. No financial burden will be placed on
Valley County, NVCW/S District will cover necessary
costs as previously stated.
If the Water didn't flow and the waste didn't go...
St. Marie condo units would be uninhabitable and
worthless. The Boards overall business plan is to create
a stable strong staff and impose cost containment
where possible. Rob Esias and Autumn Aliperto have
been giving constantly their efforts to keep the Water/
Sewer District going and in "Compliance." Essential
spending while non essential spending in all areas
is constantly being scrutinized. The functional and
financial sustainability is paramount.
The current NVCW/S Board is made up of 3
individuals with corporate experience background and
2 attorneys with legal experience. All Board Directors
live in St. Marie and are volunteering their services for
a grand $55 per month for their efforts.
