Justice generally means the recognition, application and enforcement of laws and with

that concept, courts exist and play an important role in the society by serving justice over
disputes brought before them. Courts exist in order to provide equal protection over every
person’s constitutional right regardless of background and to ensure the due process of law. The
Philippine Judiciary System has been established in order to render fairness, equality, orderliness
and easiness when resolving legal controversies.
One of the problems we are facing nowadays is the free access to courts, particularly the
indigent citizens, for they have difficulties in obtaining adequate legal advice and representation.
As a result, the Supreme Court issued circulars and orders to address this problem, giving the
poor the opportunity to assert their rights without their economic status or lack of financial
capability hindering them to be heard or even just approach any branch or instrumentality of the
government under the justice system.
