The network of health facilities and personnel which carries out the task of rendering health care to the
people.
It’s defined as a health system, also sometimes referred to as health care system, it is the organization of
people, institutions, and resources that deliver health care services to meet the health needs of target
populations. ... In some countries, health system planning is distributed among market participants.

The Philippines healthcare system is composed of two (2) components:


Public Sector Which are compose of the following:
 National: D.O.H. (Department Of Health)
o The Department of Health shall be responsible for the following: formulation and
development of national health policies, guidelines, standards and manual of operations
for health services and programs; issuance of rules and regulations, licenses and
accreditations; promulgation of national health standards, goals, priorities and indicators;
development of special health programs and projects and advocacy for legislation on
health policies and programs. The primary function of the Department of Health is the
promotion, protection, preservation or restoration of the health of the people through the
provision and delivery of health services and through the regulation and encouragement of
providers of health goods and services (E.O. No. 119, Sec. 3).
 Local: L.G.U. (Local Government Unit)

o includes health centers or barangay health stations
Private Sector includes the following:

 clinics  medical supplies


 hospitals  equipment
 health insurance  nutrition products
 manufacturing of medicines  research & development
 vaccines

3 Types of Health Care Delivery System

1.Health Maintenance Organizations (HMO) is a group of health care agency that provides health
maintenance and treatment services to voluntary enrolees. A fee is set without regard to the amount or kind
of services provided. Under HMO plans, clients are limited in their ability to select health care providers and
services, but available services are at reduced and predetermined cost to the client. Because health
promotion and illness prevention are highly emphasized in HMOs, nurses in HMOs focus on these aspects
of care.

2.Preferred Provider Organizations (PPO) consists of a group of providers and perhaps a health care
agency (often hospitals) that provide an insurance company or employer with health services at a
discounted rate. The advantage of the PPO is that is provides clients with a choice of health care providers
and services. Providers can belong to one or several PPOs, and the client can choose among the providers
belonging to the PPO. A disadvantage of PPOs is that they tend to be slightly more expensive than HMO
plans.

3.Physician/Hospital Organizations (PHO) are joint ventures between a group of private practice physicians
and a hospital. PHOs combine both resources and personnel to provide managed care alternatives and
medical services. PHOs work with a variety of insurers to provide services. A typical PHO will include
primary care providers and specialists.
