I- RATIONALE OF THE PLAN

School is for learning that holds the strong foundation of molding the school’s children’s future. Its
performance depends largely on the school personnel, the community and the stakeholders as well.
Thus, everybody in the community involve in every activity the school has for they are responsible in
the making of a comprehensive plan from which the school draws its strength and direction to where
it’s leading.

The Strategic Plan is the basic elements of School Based Management it contains prioritized
developmental strategies or this is the blue print in bringing great changes in all aspects of the
educational institution towards attaining its goal of high quality education.

It also serves as the main frame of the tasks to be done towards a certain defined end. This
translate the schools development goals, objectives and policies into an attainable plan, indicating the
manner on how the human, material and financial resources will be put together to use and how to
address critical issues and concerns confronting institution.

Finally, this becomes the main vehicle of the school in bringing the major concern within 3 year
period of time. Thus the member of the SPT or School Planning Team who worked hard together is
very proud in making this Strategic Planning, for without their cooperation this plan will not be
realized.

II- GOALS AND OBJECTIVES


The Binog Elementary School has its goals and objectives.

1. Increased achievement rate in Binog Elementary School to 75%.


2. Improved Physical environment for learning.
3. Improved availability of Instructional materials.
4. Fostered School Friendly Environment.
5. Improved the Performance Indicator

III- ENVIRONMENTAL SCANNING /SWOT ANALYSIS

A. DESCRIPTION INTERNAL ENVIRONMENT (Strengths and Weaknesses)

a.1 Curriculum

The school is embodied with various programs and projects mandated by the Division Office such as
Nutrition Month Celebration, Math & Science Quiz Bee, United Nation, Buwan ng Wika, and other significant
Celebration initiated by the school
Currently, it is still the stage of developing the low performance in academic aspects trying to reach the
planning standards of 75%. Remedial classes in reading and in different subject areas is strictly followed as
well as the RRE for every end of the lesson in its daily operation of classes is applied in order to achieve the
target of high academic performance.

a.2 Personnel

The School is managed by a Head Teacher with 12 teachers having a total enrollment of 483 pupils.
The newly organized SGC School Governance Council is very much supportive to the school. They even
extend financial support of paying pupils Voluntarily Contribution from Grade 1-VI throughout the school
year. The Homeroom and GPTA officers and members helping the school implementation of programs and
projects initiated by them. Since there is non-teaching personnel in the school, Barangay Tanod serves as
watchman and helps safeguard the school children as well s the school facilities and the Gulayan sa Paaralan.

a.3 Special Features

The School consistently wins academic competitions held at the district level as well as Division Level
such as; English Quiz Bee, Science and Math Quiz Bee. Out of two Grade VI pupil contestants during the
Nutrition Quiz Bee Municipal Level, one pupil won second place on the extemporaneous speaking and
garnered a cash prize of two hundred fifty pesos, while our Kindergarten pupil won as first prize on Best of
Reciting Poems and Rhymes in the district level during the KINDERGARTEN FESTIVAL OF TALENT in
the year 2015.

It is the forefront in our school implementing its newly conceive project OZON or (Operation Zeroing
Out of Nonreader) and AR PARDO (Action to Rescue Pupils Pupil’s At Risk of Dropping Out). The School
believes that addressing problems in most special way would main to sustain a Child Friendly School System
Environment.

a.4 Physical Facilities

The school site is more or less one hectare. It has four school buildings with nine classrooms that cater
11 classes. We made to have partitions to make one classroom into two classrooms in order to accommodate
the kindergarten pupils. But still there is a scarcity of classroom in order situates the kindergarten class. The
central part of the site utilize as school vegetables garden where in different root crops and vegetables thrive in
this flat and abundant surface. While the other side along entrance is the school plaza and a school stage where
we use to do the flag raising ceremony daily before classes begins, the center of our scholastic program cultural
activities and at the same time the playground of our school children during recess time and vacant period.

Stakeholders and Baranggay Officials used to held their programs and other benefit dance during
Barangay Fiesta at the Month of May, vacation time of school children.

The school is partially enclosed with a concrete fence. It has a steel gate on the other side while the big
and concrete gate is along the entrance. There are additional concrete pavement and pathways as PTCA project
was added as well as mini concrete fence that serves double purpose as protection or hedges of ornamental
plants and benches where the folks seated comfortably during school affairs. The school has a Buzzer to signal
synchronize time of classes and recess.

a.5 School Performance

Pupil achievement is the basis which one can say that a certain school performing well. For the past
three years, Binog Elementary School has a academic performance below the planning standard which 75%.

National Achievement Test (NAT) Grade VI conducted every year throughout the Educational System
in the Philippines to measure the learning of the Grade VI pupils how far they undergo their lessons per subject
area.

Looking into last year’s MPS and comparing the result to the planning standard of 75% target it has a
gap of 10.58% in English. In Science it has a gap of -6.31% in Mathematics 11.59 while in Filipino is 3.33%
and 2.29% in Makabayan.

It was found out that there were several factors which contribute to academic performance of the pupils
particularly in the National Achievement test (NAT).In adequacy of learning material such as textbooks and
other reference materials. The School Report Card shows the textbook-pupil ratio is below the planning
standard of 1:1.

Other reasons for the school’s achievement rate are the following;

- Unavailability of school facilities, laboratory, equipment especially Science.


- 90% of teachers used varied teaching strategies.
- 85% of teachers use instructional materials in teaching.
- 8 out of 12 teachers utilized time-on-task.
- 90% of teachers use photocopied books or references.
- Unavailability of school facilities and equipment as comfort rooms, Home Economic room, facilities,
industrial arts building and school health and guidance office.

a.6 Planning Standard

Performance indicator are graduation rate which is 85.45%, there is a gap of 14.5% from the planning
standard of 100%. For failure rate and completion, BES is the above planning standard. In the Analysis
Performance Indicators, Binog Elementary School did not meet the planning standard.

This shows that the school must strive more in order to meet the standard. Therefore,
interventions are suggested in this strategic plan for collaborative efforts in order to meet the required
standard.

The following have been found out to be reasons for the gap stated in the performance indicators:
- Unavailability of textbooks
- General PTCA participation is only 85%
- Homeroom PTCA participation is only 81%
- Brigada Eskwela participation is only 88%
- 10% of the enrolled pupils come from nearby sitios and Barangays.
- 3 out of 11 teachers have MA units.

a.6 Instructional Materials

Academic Performance especially in Science could hardly be increase since laboratory classes were
seldom done because of the unavailability of Science laboratory equipment. Some Home Economics skills are
neglected due to in adequacy of facilities such as sewing machine, cooking utensils and other necessary
materials. In sports pupils could not develop fully their potentials skills, although we have few pupils who
were interested to play and often time won during athletic meet. The school sometime borrowed sports
facilities from the community.
The ratio of textbook to pupil in every subject area for every grade level. For English ther 1:2 ratio of
textbook to pupil from grades 1-VI as well as the Science, English, Math, Filipino, and Hekasi they are 50% of
the pupils issued a book during the year. Except for Home Economics and Industrial Arts which has 1:1 ratio
of textbooks.

The school needs supply of other references and additional reading materials.

a.7 Teaching Aids

Teachers provide their improvised teaching aids particularly in teaching science subject. Charts,
flashcards, window cards are provided themselves with other instructional materials like globes and maps for
Sibika HKS and Science.
The school is in need more Teaching and office equipment and other materials which will keep
improve their delivery of lessons.

The table presented the actual teachers which are twelve (12) since there are only 12 classes, one male
teacher serves as relieving teacher so they can deliver good instructions to pupils. It shows also that there are
only 5 teachers who have MA units out 11 teachers. It shows that only 25% who really gained MA units and
75% has none. They must be encouraged to enroll MA Degree so they can update professionally and can
deliver relevant teaching-learning process effectively.

Binog Elementary School has no non-teaching personnel aid as utility aid, first aider/nurse, school
guidance counselor and do some clinical works.

a.9 Physical Facilities

The school has four buildings three is commendable due to broken walls, leaking roofs cracked
floorings and ceilings. Post are infested with termites. Teachers utilize the one classroom into by means of
partitions so the children are congested and no space for them to move freely. Binog Elementary School needs
three new school building for academic as well as for Home Economics classes.

Workshop

Workshop sometimes are done inside the academic classes of EPP subject wherein cooking is
concerned. The school does not have yet H.E. building where laboratory classes are done.

Library

The school has no library. Pupils have to do research works in some schools where there are libraries.
Others do it in private homes where there are mini library in each classroom but only limited books, magazines
and other reading materials were there.

Medical/Dental

There is no Health Clinic where improvised medicine and dental services are done. First aid is done in
classroom where improvised medicine kit is available. School Head had to provide cottons, alcohol, betadine
and other first aid taken from the MOOE.

Medical check-up every visit of the District Nurse area done room to room for there is non-school
nurse or Health Clinic.

Guidance

Classroom serves as guidance centers. There is no assigned guidance counselor. In some cases teachers
used to refer to the Head Teacher whenever there are pupils manifested misbehavior. The Head Teacher offers
advices to the pupil’s and it is done at the Principal’s Office. Proper guidance and appropriate advices were
enhanced to the school children.

Canteen

The school has its mini canteen this year to cater the needs of the children especially during recess.
Pupils sand teachers take their snacks in this small improvised canteen.
B. DESCRIPTION OF EXTERNAL ENVIRONMENT (Opportunities and Threats)

Rewards

The school use to give rewards, recognition and praises to the deserving pupils which serve as
motivation for them especially for those pupils who contribute for uplifting the academic performance of the
school. Be it in district, division, regional and national program.

It also held every end of the school year. This is the time to give due to recognition of pupils who excel
in their classes during their memorable occasion. Such as recognition of Graduation Exercises.

Teachers are also given rewards and recognition for their efforts and talents they have shared to the
development of pupils. This is done during “Division Pasidungog” yearly as well as Teacher’s Day in District
Level.

Parents and deserving stakeholders who give full support in the implementation of the different programs
and projects of the school and the whole system are also given certificates of recognition.

Fiscal

The school gets the fiscal resources through activities which involve the participation of General
PTCA. More often the school raised fund raising campaign which money contests are held. Through this, the
school gets its funds which will be used for some projects and activities done by the school.

Sometimes the Barangay Council gives financial aid taken from their (IRA) Internal Revenue
Allotment for the used for the school. It is in the 2 nd term now that the financial aid to the school will be charge
from the IRA of the Barangay Council of Binog.

Establishing Linkages

The Head Teacher coordinates with different sectors in the community. Through school community
Binog Elementary School, the school establishes linkages with parents, LGU’s, NGO’s and other stakeholders
for its coordination and collaboration to the different sectors/stakeholders for the support they have given to the
school.

VII-PLAN IMPLEMENTATION

A. ORGANIZATION AND MANAGEMENT

School Planning is done primarily by the school head and consultations is conducted with the teachers.
School Improvement Plan (SIP) as required by the Division Office is made by the school head, Teachers,
pupils parent and LGU representative and presented to the staff for enhancement and partly serves as guide for
developmental process.

Organizational structure and staffing is very much dependent on the limited human resources. Delivery
of service is more focused as the instructional aspects since the school lacks non-teaching personnel. Some,
however, are designated to do the task aside from their teaching loads in order to facilitate the need for
ancillary services.

For the Strategic Plan to be functional, an organizational Structure is made for its implementation.

It is important that the implementation of the Strategic Plan is monitored and evaluated so that the
process of development and progress can easily be materialized. The school has set monitoring and evaluation
team within the school to ensure the tracking of progress and to determine the effectiveness of the School
Improvement Plan and achieving its objectives.

B. MONITORING AND EVALUATION

Monitoring and Evaluation help a lot in the implementation of Strategic Plan. It is necessary to evaluate
the programs and projects proposed by the school organization. Besides the monitoring and evaluation team
outside the school, there is also a monitoring and evaluation team outside the school, there is also a monitoring
and evaluation within the school. This team comprises a teacher who will act as chairman, who has the
capacity and capabilities of leading the group or team. He/She may be the senior among the school personnel.
There are two other members who are also a teacher, then one parent representative and one LGU
representative.

To have systematic in recording and filling of school data which are necessary in the monitoring and
evaluation performance, the school head has to prepare important information for display in the EBEIS corner.
The school MOOE is division-based, thus fiscal management is focused on the fund raised by the General
PTCA and depends largely on the Annual provision from Barangay Council shouldering the payment of some
voluntarily contribution of Grade 1-VI pupils. Staff meeting is done as the need arise, where communication
between the school head and the teachers is strengthened, directives from the top management are
disseminated for proper implementation and decision- making is applied on different issues is tested.

Transparency system is implemented through regular conduct of Homeroom and GPTA meeting to
make officials and members fully aware of the school programs and projects.

The Monitoring and Evaluation Team will help monitor and evaluate the implementation
process of the Strategic Plan. They will see to it that from time to time they will revisit the Strategic Plan for its
process. The group will then remind the Strategic Plan.
