Shooting incident transpired at Purok 3A, Barangay Bulawan, Lapuyan, Zamboanga Del
Sur at about 5:00 PM of May 23, 2019.

The victim was identified as Winnie Poran y Yeo, 56 years old, married, male, farmer,
former CAFGU member and a resident of Purok 3A, Barangay Bulawan, Lapuyan,
Zamboanga del Sur. He was shot to death by the suspect identified as Carolino Capa,
60 years old, married, farmer, former CAFGU member and a resident of Purok 3A,
Barangay Bulawan, Zamboanga del Sur.

The victim sustained lone gunshot wound thru in thru at the left side of his abdomen
and was brought to Margosatubig Regional Hospital for medical treatment but the
attending physician

refused to give a first aid because the victim was already lifeless upon arrival thereat.
Firearm used in the commission of an offense is cal.45 based on the recovered slug at
the crime scene

. After the incident, the suspect escaped towards North direction heading towards
Barangay Sayog, Lapuyan, Zamboanga del sur

. PNP personnel of Lapuyan Municipal Police Station conducted hot pursuit operation
for the possible arrest of the suspect.

Investigation conducted disclosed that the motive is due to their misunderstanding as

the victim and the suspect were both under the influence of intoxicating liquor.

The incident happened along the road in front of the house of the victim’s brother
situated at Purok 3A, Barangay Bulawan, Lapuyan, Zamboanga del Sur

Hacking Incident

Police operatives of Gutalac Municipal Police Station conducted manhunt operation thru
Intel driven operation at Brgy Lux, Gutalac, Zamboanga del Norte inside the Alga Bus
Liner at about 1:50 AM of May 24, 2019.

The operation resulted to the arrest of Paul Vista Inion, 46 yrs. old, married, farmer, high
school level and resident of Barangay Siay, Siocon, Zamboanga del Norte.

He was arrested by virtue of warrant of arrests docketed in Criminal Case numbers L-

00315 and L-003205 for Rape in Relation to R.A 7610
 issued by Judge of RTC Branch 28, Liloy, Zamboanga del Norte on July 11, 2017 with
no bail recommended and L-002325 for Physical Injuries in relation to RA 7610 with the
same issuing court issued on May 28, 20

15 with Php 80, 000.00 bail recommended for his temporary liberty. He is now
detained at Gutalac Municipal Police Station for proper disposition.

Lalaki gitigbassa iyang ugangang lalaki

Hacking incident occurred at Barangay San Vicente, Sirawai, Zamboanga del Norte at
about 6:00 PM of May 23, 2019.

The victim was identified as Saturnino Hidoquio Calunsag, 57 years old, married and a
resident of Barangay San Vicente, Sirawai, Zamboanga del Norte.

He was allegedly hacked by his father In-law identified as Gregorio Permales Villarosa
at Barangay Pisa Puti, Sirawai Zamboanga del Norte. However he was able to evade
the attacked and the assailant failed to hit him

. Sirawai Municipal Police Station and 905th RMFB9 immediately proceeded to the
aforementioned place of incident in order to verify the veracity of the report.

Upon arrival thereat, responding PNP personnel saw in a distance the assailant
(Gregorio Villarosa) holding/carrying his unidentified firearm with unruly behavior

but then and there he noticed the presence of the troops he get inside his house and
ran hurriedly scape at the backdoor of his house and fled towards shrubbery/forested
area of Barangay Bitugan, southeast part of Sirawai Municipality

. Recovered evidence at the area were: one (1) Fragmentation Hand Grenade; one (1)
357 Magnum pistol (Revolver) with serial number 3J1937 and five (5) live ammunition of
357 magnum; one (1) Improvised/ homemade shotgun with steel case magazine and
four (4) live ammunition of 12 gauge shotgun.

Joint hot pursuit operation was now conducted by PNP personnel of Sirawai MPS and
905th RMFB9 to Barangay Bitugan southeast part of Sirawai where said suspect fled
away.

Wanted Person Cuffed

Police operatives of Zamboanga City Police Station 11 conducted operation against

wanted person at D Cariño Drive, Brgy. Camino Nuevo, Zamboanga City

at about 2:15 PM of May 23, 2019. The operation resulted in the arrest of Ramil
Trumata y Pahayahay a.k.a. “Patok”, legal age and a resident of said place.

He was arrested by virtue of warrant of arrest issued and signed by Presiding Judge, of
Regional Trial Court, 9th Judicial Region Branch 16, Zamboanga City

dated April 11, 2019 docketed under Criminal Case No. 41181 and 41183 for Violation
of Sections 5 and 12 of RA 9165 with no bail bond recommended and ₱40,000.00,
respectively; Criminal case no. 41184 for Violation of sec. 28 (e)(1) of RA 10591 with
bail bond recommended of ₱120,000.00; and Criminal case no. 41185 for Violation of
sec. 261 of the Omnibus Code in relation to Resolution No. 10446 dated Nov. 21, 2018
of COMELEC with bail bond recommended of ₱36,000.00.

4 Held in Drug Buy Bust

Operatives of Zamboanga City Police Station 4 conducted drug buy bust operation at
Nuñez Stree, Barangay Zone 3, Zamboanga City at about 10:00 PM of May 23, 2019.
The operation resulted in the arrest of Jose Jay Garcia y Misa, 57 years old, married
College Grad, (Optometrist), of Nuñez Brgy Zone 3 Zamboanga City

, Ron Mark Alagad y Guillen, 31 years old (jobless), male, single, of Villa Sta. Maria
Zamboanga City and Christopher Ibañez y Cupan, 49 years old, male, married,
vulcanizer, of P. Rodriguez St. Brgy. Zone 3, Zamboanga City.

Confiscated from their possession were Two (2) sachets of suspected shabu, Three (3)
sachets of suspected marijuana

with an estimated street value of 1,800 Pesos and One (1) bill of 500 pesos as marked
money. Confiscated items will be brought to Crime Lab Office for examination while
subjects are presently detained at Zamboanga City Police Station 4 for inquest.

Drug Suspect Arrested for Violation of RA 9165

Police operatives of Zamboanga City Police Station 7 conducted buy bust operation at
Purok 4B, Brgy.Sta.Catalina,,Zamboanga City

at about 3:10 AM of May 24, 2019. This resulted in the arrest of Al Mark Aquino
Fulgosa, 32 years old, male, high school graduate, PHIDCO employee a resident of
Purok 4B, Brgy Sta.Catalina, Zamboanga City.

Confiscated from his possession were Four (4) sachets of suspected shabu with an
estimated street value of 10,000 pesos and Two (2) bills of 100 pesos as marked
money. Confiscated items will be brought to Crime Lab Office for examination while
subject is presently detained at said police station for inquest.

Uztads patay sa pagpamusil

Shooting incident transpired at Sitio Malakubing, Barangay Malambuhangin, Siocon,

Zamboanga del Norte at about 4:40 PM of May 23, 2019.

Personnel of Siocon Municipal Police Station together with the Rural Health Unit
representative immediately proceeded at the area of incident purposely to verify the
veracity of said report and conduct investigation.

Upon reaching at the place it was observed that the crime scene was already altered
for the cadaver of the victim was removed on his position by his family.
Initial investigation disclosed that at about 4:30 PM of same date the victim identified as
Ustadz Abdurahman Nating Abubakar, 37 years old, married and a resident of above-
mentioned place

was on his way home driving black XRM single motorcycle together with his wife and
child but upon reaching at Sitio Malakubing, Barangay Malambuhangin, Siocon, an
unidentified suspects shot the victim several times hitting on his left shoulder and right
forehead

that cause his instantaneous death. Suspects hurriedly fled away towards the ravine
and proceeded to the hinterland of the area

. Victim was immediately brought by his family at their residence. Recovered at the
scene was one (1) piece fired cartridge case of an alleged caliber .45 pistol

s. Follow-up investigation is now being conducted for the possible identification of the
suspects as well as Intel Operatives of Siocon Municipal Police Station were also
deployed to monitor the whereabouts of said perpetrators.

Nakilala ang biktima na si Oning Ordeniza, 27 anyos,may asawa, tubong Zamboanga

City at nakatira ngayon sa Barangay Balut, Sultan Mastura Maguindanao.

Ayon kay Sultan Mastura Chief of Police, Major Narieto Mata, kalalabas lamang ng
kanyang bahay ng biktima nang bigla ito pagbabarilin ng mga suspek gamit ang M16
armalite rifles.

Mabilis namang tumakas ang mga namaril nang matunugan nito na nagresponde ang
mga myembro ng Barangay Peacekeeping Action Team (BPAT) at pulisya.

Alitan sa pamilya ang natatanaw ng mga otoridad sa pamamaslang sa biktima at

inihanda na ang pagsasampa ng kaso laban sa mga suspek na positibong kinilala ng
maybahay ng biktima
Honoraria ng mga gurong nagsilbi sa 2019 polls, malapit

nang maipamahagi lahat

Nasa 60 percent na raw ng mga honoraria ng mga gurong nagsilbi

bilang electoral board ang naipamahagi na ng Commission on Elections (Comelec).

Sa press briefing na ipinatawag ni Comelec Spokesman James Jimenez, as of alas-

12:00 kaninang tanghali ay nasa 59.2 percent na ng mga honoraria ang nabayaran ng
komisyon.

Ito ay katumbas ng P1.5 billion mula sa kabuuang pondong P2.6 billion para sa mga
gurong nakibahagi sa halalan.

Naglalaro ang honoraria mula P3,000 hanggang P6,000 depende sa naging posisyong
hinawakan ng mga ito sa kabuan ng halalan 2019.

Nangako ang Comelec na mayroong karagdagang insentibo sa mga gurong

naglingkod sa mga lugar kung saan nagkaroon ng special elections partikular sa Jones,
Isabela at Zamboanga del Sur.

Layunin ng batas na kilalanin ang karapatan ng mga mahihirap at tugunan ang

kanilang mga pangangailangan para maiangat ang kanilang buhay.

Nakasaad sa batas na bubuo ang gobyerno ng National Poverty Reduction Plan

(NPRP) at paigtingin ang koordinasyon ng lahat ng mga ahensya ng gobyerno.
Nakapaloob sa NPRP ang detalyadong plano kung papaano tutugunan ang karapatan
ng mga mahihirap pagdating sa sapat na supply ng pagkain, edukasyon, bahay,
disenteng trabaho at access sa mga pasilidad at serbisyo para sa kalusugan at iba pa.

Bubuo naman ang National Economic Development Authority (NEDA) ng

classification system para mas madaling matukoy ang mga beneficiaries ng mga
proyekto at programa ng gobyerno.

Sa ilalim rin ng batas dapat bigyan ng prayoridad ng mga departmento ang pondong
kinakailangan para sa programa para sa mga mahihirap ng DSWD, DOLE, TESDA,
DEPED, CHED, NHA, DOH at iba pa.

Pirmado ni Pangulong Duterte ang batas noong April 12 at magiging epektibo ito 15
araw matapos ang official publication sa mga pangunahing pahayagan.

Imbestigasyon sa mga iregularidad noong midterm polls, sisimulan

na – NAMFREL
VIGAN CITY – Nakahanda na ang National Movement for Free Elections
(NAMFREL) para simulan ang sarili nilang imbestigasyon hinggil sa mga
iregularidad ng ginanap na midterm elections.

Sa naging panayam ng Bombo Radyo Vigan, sinabi ni NAMFREL Secretary General

Eric Alvia na hinayaan muna nilang matapos ang pagbibilang ng boto at
pagpoproklama ng Commission on Elections (COMELEC) sa mga nanalong senador
at party-list.

Ayon kay Alvia, bubusisiin nilang mabuti kung ano ang nangyari sa mga pumalyang
vote counting machine at sa mga nasirang SD (secure digital) cards pati na ang
mababang kalidad ng marking pen na ginamit sa pagboto.

Titingnan din aniya nila kung paano nangyari ang pitong oras na delay sa
pagsasapubliko ng election results mula sa mga polling precincts hanggang sa
COMELECtransparency server kahit na nagpaliwanag na ang Parish Pastoral Council
for Responsible Voting sa pangyayari base sa kanilang sariling imbestigasyon.

Bukod pa sa mga nabanggit, iimbestigahan din ng NAMFREL kung bakit mayroong

mga botante ang hindinakita sa listahan ng mga official registered voters ang kanilang

‘Bikoy,’ isinugod sa ospital – PNP

Peter Joemel Advincula alyas Bikoy when he suddenly appeared at IBP office in
Ortigas

Nasa stable condition na si Peter Joemel Advincula alyas “Bikoy,” matapos na isugod
kanina sa PNP General Hospital.

Ayon kay PNP chief Gen. Oscar Albayalde, nakaramdam ng hilo si Advincula kaya
mabilis itong dinala sa pagamutan.

Umabot sa 130/90 ang blood pressure nito at lubhang mataas kaysa normal na level
para sa edad ng suspek.

Magugunitang ikinulong si “Bikoy” sa detention facility ng pulisya mula kahapon,

makaraang sumuko ito dahil sa mga kinakaharap na usapin.
Ilan sa mga kaso nito ay estafa, habang isang negosyante ang nagpupursige ng
reklamong cyber libel dahil sa mga lumabas na video na pinamagatang “Ang Totoong
Narco-list.”

Pero giit ni Albayalde, hindi maaaring i-hold sa kanila si Advincula kung

makapagpyansa na ito para sa mga kinakaharap na kaso.
