LONDON UNDERGROUND MEASURES

Below presents AllTasks construction methodology in line with the adjoining London Underground Station.

All of AllTasks operatives are to acknowledge the presence of the existing London Underground Station
adjoining the 127 Kensington High Street Site throughout the scaffolding scope of works. All operatives are
to be inducted on the London Undergrounds existing assets prior to commencing works. The protection and
awareness of these existing assets should be held at the fore-front of our works.

In the event of an emergency situation, contact details for the High Street Kensington London Underground
station shall be provided to AllTask & ISG prior to commencing works. Contact details from AllTask & ISG
shall be provided to the London Underground Station also.

Temporary Works

All scaffolding works associated to the 127 Kensington High Street project are to be designed and installed
in accordance to the London Undergrounds S1062 Temporary Works Category 1 Standard. This standard
outlines the requirements from Temporary Works on the London Undergrounds Infrastructures. A copy of
this document can be available upon request.

Meetings
The following meetings with the London Underground and ISG shall be carried out throughout the scaffolding
works (notably for works to the East & South Elevation:

- Daily informal meeting/ catch up with ISG & London Underground (Station Manager) to discuss
current works and progress
- Fortnightly formal meeting with ISG & London Underground (Station Manager) to review current
works and co-ordinate upcoming works / look-a-heads.

Lighting

All temporary lighting installed to the scaffold structure shall not face the London underground tracks as this
has the potential to affect the tube drivers. The use of red and green lighting is not prohibited on site.

2 Standard of Construction
All scaffolding will be erected in accordance with the following Statutory Regulations and Codes of Practice.
BS EN 12811-1 with reference to TG20:13 (Guide to good practice for Scaffolding with Tube and Fitting)
NASC SG4:15 (Preventing Falls in Scaffolding and False work)
The Health and Safety at Work Act 1974
Construction (Design & Management) Regulations 2015
The Work at Height Regulations 2005
All Scaffolds will be erected to bespoke scaffold design.
All scaffold designs will be Cat 3 checked
All scaffolding will be erected in accordance with LUL S1062 Temporary works section 3.9.3

3 Standard of Materials.
All materials will be in accordance with a relevant British Standard or its equivalent i.e. scaffold tube BS EN 39, BS EN
10219-1(S355JOH grade), scaffold boards BS2482 (MG), scaffold fittings BS EN 74, ladders BS1129, BS2037 or BS EN
131.
Materials will be visually inspected prior to use by the operative, defective materials will be segregated to prevent
use.

4 Operative Qualifications
All operatives employed will have been suitably trained for the task at which they are employed to perform. All
Scaffolders will be registered under the CISRS Scaffolders registration schemes to their respective grade. All
Scaffolders will be fully conversant with the guidelines contained within NASC SG4: YOU (User Guide to SG4:15) &
NASC TG20:13

5 Operative P.P.E.
All operatives will be supplied and equipped with personal protective equipment as suits the task prior to any work
commencing. Minimum requirements for all personnel will be coveralls, hardhat, safety footwear, safety glasses and
suitable gloves. Scaffolders will wear and utilise a safety harness at all times. Additional P.P.E. will be issued as
required by the risk assessment, permit to work, and/or specific site policy. Alltask operatives will also have all tools
tethered as per company policy.
All Hand power tools will also be tethered whilst in use.

6 Supervision
The works will be organised by the site supervisor. He will program the works in accordance with the Clients
instructions. They will liaise with the clients’ representative on all matters relating to safety. They will ensure the
Scaffolders erect the scaffold to the required standard and carry out the works in a safe manner.
Scaffolding Supervisor will hold as minimum SSSTS.

7 Prior to Work Commencing


All Alltask employees shall undertake site induction prior to the commencement of work to ensure all site rules and
safety procedures are adequately transferred.
No Alltask employee is to start work until a risk assessment and permit to work is in place for the required works and
all instructions contained therein have been put into action.
All operatives will sign the Method Statement and Risk Assessment to confirm the adequate transfer of this
information.
Operatives to complete a job specific risk assessment at the point of work to assess any risks in that area prior to
starting the job.

8 Permit Requirements
Any permit procedures if applicable are to be followed at all times and to be issued prior to works commencing.
Permits are to be issued to a competent person or permit acceptor as the client’s procedure.
All permits and Pavement licenses will be the responsibility of the client.

9 Material Transportation & Storage


Materials will be delivered on traffic routes, dates and times agreed with the client.

Materials will be delivered utilising one of the following methods, Fixed bed lorry, roll on-roll off HGV with drop body
storage beds or hiab. This will be determined by the location of the works.
All deliveries of materials will be via Wrights Lane.
All materials will be distributed from this location to the areas of work.
All routes will be segregated from the public by barriers supplied by the client.
Marshalls will be supplied by the client to marshal access routes.

10 SG4:15 Procedures
To adhere to the current guidelines set out in SG4:15, the scaffolder’s will utilise one of the following preferred
methods for the erection of the scaffold:
The Scaffolders step: This system uses a proprietary step that is fixed to the guardrail 1mtr above the working
platform. This enables the scaffolder to erect the guardrail protection on the lift above in advance or to remove it
from the lift below when dismantling.

The Double Lanyard System (Protected Traverse): to create the “safe zone” when guardrail protection is not
provided, then this suitable method will be taken to minimise the distance and consequences of a fall. In practical
terms, the Scaffolder MUST be clipped on when exposed to a risk of a fall whilst working outside (or within 1Mtr of
the end) of guardrail protection. In order to traverse along the unprotected platform Scaffolders will connect to the
inside Ledger and introduce an external Guardrail.

11 Erection, Dismantle & Modification Method


Before erection commences, the method statement and risk assessment will be shown to the operatives by
supervision and the relevant hazards and preventive/control measures will be explained.
The operatives will sign the method statement to confirm the adequate transfer and understanding of this
information.

Method of Erection

When the 1st bay is erected an “incomplete” scaffold sign or similar will be displayed on the scaffold.
As the means of access onto the lifts is erected an “incomplete” scaffold sign or similar will be displayed adjacent to
the point of access, 3rd party access will be restricted by physical barriers.
During the erecting of further lifts, operatives will work from a minimum of a four-board wide fully transomed working
platform that is protected by a single guardrail. When working outside of this protected platform i.e. when
establishing the protected platform or moving the protected platform, operatives will work in accordance with current
NASC guidance SG4.10.
Ladder access and ties are to be erected progressively with the scaffold. The Scaffold will be tied at every 4mtrs apart
with either physical, lip, drop in anchor or Raker systems or as per bespoke design.

On Both stated elevations beamed protection decks will be erected as per design to maintain a safe pedestrian access
route.
Thus, allowing façade scaffold above the protection deck to progress to full height whilst allowing access beneath the
gantry.
Protection gantry decks to both elevations will be erected outside of normal working hours to minimise disruption.

The tunnel formed to Grid line 1 (J to N) can be based out and erected to top of LUL party wall without any effect on
LUL, once scaffold is erected to this height LUL regulations will come into force for the erection of the remaining
façade, which will be carried out during agreed engineering hours. The installation of the scaffold tunnel within the
walkway shall be completed out of hours. The scaffold structure from above the tunnel to the underside of LUL party
wall shall be installed during normal day time operating hours. This methodology can be visualised within the
elevation drawing below.

Grid line N from 1 to 4 will be the same stipulations as Grid line 1 above.
Grid line 4 to 10 will have no effect on LUL.

All scaffolds will be sheeted progressively with the erection of the scaffold using fire retardant Monarflex.
All sheeting Track side will need to be inspected during any period of adverse weather.

All scaffolding will be fitted with a monitored alarm system.

Method of Dismantling
Before dismantling commences the method statement and risk assessment will be re-submitted and shown to the
operatives by supervision to identify if any changes that have taken place since erection, and the relevant hazards and
preventive/control measures will be explained.
The operatives will sign the method statement to confirm the adequate transfer and understanding of this
information. All dismantle will be as per erection procedures but in reverse order.

12 Quality and Inspection


On completion of the structure, a competent person will inspect the structure and when satisfied that the scaffold
conforms to the regulations, will complete a ‘Scafftag’ and fix it to the scaffold at its point of access. The scaffold will
be assigned an individual number and a record of inspections will be kept in the scaffold register in the Site Office, of
site file. The Client/ User is responsible for the weekly scaffold inspections.

13 Environmental considerations
At no time will Alltask materials be stored or stacked in a negligent manner.
Alltask materials will not block any designated walkways or emergency routes.
All materials will be suitably secured where there is a strong possibility of high winds in this area. Generally, no waste
is created by our works, however, should any waste be created, it will be returned to Alltask yard for disposal.

14 Emergency Procedures
The client will provide first aid personnel and facilities on site.
Operatives will initially report any incident/accident to their immediate line manager/supervisor.
All accidents and incidents must be recorded and a copy available to the Alltask SH&E manager.
All Emergency procedures are to be instructed in the site induction.

In the event of an emergency a Scaffolder Rescue Procedure will be activated. (See attached addendum).
The client is to provide Alltask with the site emergency rescue procedure and the Scaffolder Rescue Procedure will be
attached.

SCAFFOLD RESCUE PLAN FOR KHS
In the event of an operative falling from a scaffold in which he is left suspended in his harness
within or adjacent to the scaffold structure, Alltask has adopted the following system to carry out
rescue procedures in accordance with NASC guidelines SG19:17.

Execution of Rescue Plan

PLANNING

• Ensure that all members of the scaffold team have received training and instruction on the safe
system of work, including the rescue and emergency arrangements.
(This will be undertaken by formal briefing and toolbox talks. The briefing, which may be by
simulation, must be documented. The toolbox talk should be included in the Master List of
talks.)
• Management to ensure work is properly monitored and supervised.
(Records must be made available to audit the training. This will entail:
• the format of the briefings
• content of the Toolbox talk
• full details of any simulation setup (where applicable)
• all procedural actions taken during the simulation.)

RESCUE PROCEDURE

• The 1st priority MUST be to recover the suspended operative from suspension as quickly as
possible, without endangering, unnecessarily, the safety of the rescuer(s) or the casualty.
(Explain how to safely gain access to the operative see paragraphs below *)
• Inform the Emergency Services and Site Management as soon as practicable to make them
aware there is an emergency situation and to request assistance.
(When only 2 operatives are on the structure – prioritise the actions. Will the contact be made
by mobile phone (which is prohibited on site) or by using the nearest site phone?)
• If conscious, can the suspended operative recover themselves or assist in their own rescue?
(Remember that there is a time limit)
• Can they climb back on to a platform?

• Can they support themselves on part of the structure so that they are not solely supported by
the harness e.g. get a foothold on a tube?

• If conscious, get the suspended operative to take steps to reduce the risk of further injury,
from suspension trauma, until rescued? e.g.

➢ Encourage them to keep all 4 limbs moving to aid blood circulation, by flexing the leg
muscles and moving the arms and legs
➢ Transferring body weight from one side to the other.

• *Colleagues should create or move to a working platform at a position adjacent to the
casualty, clip on to the guardrail, ledger or other suitable anchorage point, and assist the
suspended operative to get onto the working platform.
(Although this will be done quickly … never lose sight of safety)
• If a mobile tower is to be utilised in the recovery, this will be moved directly aside the
suspended operative and then colleagues will position the suspended operative onto the
tower and the lanyard can then we unclipped or cut as appropriate.

• *If unconscious, then the suspended operative must be manoeuvred manually on to the
platform. Note: If the lift is not boarded, then the rescuer(s) should create a temporary
platform a minimum of 4 boards wide, to facilitate the rescue. Where guardrail protection is
not provided the rescuer(s) must be clipped on at all times.
(Rescuers must maintain safe practices for any activity outside the structure)

• *Suspended scaffolds. To retrieve the suspended operative, the colleagues will utilise the
retrievable inertia block and choose one of the following options:
1. If safe to do so they are to lower the suspended operative to a point of safety.
2. Raise the suspended operative through the lift to a safe boarded platform.

• Once the suspended operative is on a safe platform/ Safety boat their fall arrest equipment
can be released or the lanyard cut from the anchor point to which it is attached, only if it is
safe to do so. They should now be treated as a casualty.

• Whether the casualty is unconscious or semi-conscious they are best attended by a competent
first aider who should ensure the emergency services are called immediately. They should then
ensure the airway is open, the patient is breathing and only then place the patient in the
traditional recovery position until the emergency services are in attendance.

• Where possible, the remaining operative(s) should assist the emergency services by providing
safe access to the casualty e.g. positioning a ladder, installing temporary guardrails, securing
the platform boards etc.

• The Emergency Services will then make their way to the casualty to administer treatment and
make an assessment as to their condition before deciding on the next steps to be taken to get
the casualty to ground level, using either the site emergency response team, or the external
Emergency Services.

Where there is potential for suspension trauma the suspension time should be kept to a
minimum by getting the suspended scaffolder back to a position of safety as soon as possible.
Any scaffolder who has been suspended in a harness must be treated as a medical emergency
and seek urgent medical attention, even if they feel o.k.
