NIA GUIDELINES ON THE PLANNING, DESIGN AND APPLICATION
OF GEOSYNTHETIC CEMEMTITIOUS COMPOSITE MAT/CONCRETE CANVAS (GCCM/CC)
MATERIALS FOR LINING OF EXISTING EARTH CANAL SECTIONS
SECTION-1 SCOPE/APPUCABILITY
1.1. Small Scale (Communal) Irrigation Systems and Existing National Irrigation
Systems (Gravity, Reservoir and Pump) subject for emergency
repair/rehabilitation of Calamity (typhoon/flood/earthquakes, etc.) induced
damages on existing irrigation canal systems,
1.2. New irrigation Projects having existing irrigation canal facilities at Regions
having the Type-ll & IV clinnate conditions, regardless of funding source,
where during the course of project implementations, encounters or
experiencing extreme/ inclement weather and latent site conditions
necessitating or warranting the use or application of Geosynthetic
Cementitious Composite Mat/Concrete Canvas (GCCM/CC) for earth canals
needing lining sections.
2.1. The Irrigation System or Project Field Office desiring to apply and-
implement GCCM/CC materials for lining damaged earth canal sections
must be covered under a declared calamity affected area.
2.3. Implementing Office must have adequate manpower pool for labor
intensive installation activities.
3.6. For regions or provinces having Type-ll and Type-IV climate condition
where there no distinct dry season (wet and very wet weather condition)
wherein conventional cast-in-place or Pre-cast/Pre-fabricated concrete
lining works, as designed and programmed, could not be completed or
done within the prescribed duration.
3.7. Existing Canal Service (O&M) Roads can allow and accommodate the
prescribed hauling equipment for the delivery of the GCCM/CC materials.

3.8. GCCM/CC lining materials could be alternatively hauled and installed by
either intensive labor or mechanized works.
3.9. The schedule project implementation duration will reduce appreciably and
economic benefits could be gained in shorter period.
3.10. The use of the GCCM/CC shall not contradict/negate government policy
and/or NIA policy on Employment Generation Program and lA-Farmers
beneficiaries' participation in project implementations.
3.11. GCCM/CC material application will ensure and guarantee the structural
adequacy and resiliency to climate variability/change and better
resistance to calamity induced damages and system facility decay.
3.12. Project Cost will be comparable or reduced and economic benefits derived
will be higher than the traditional lining scheme.
