In o r d e r t o address t h e r e c u r r i n g i m p l e m e n t a t i o n delays issues encountered specifically i n


the construction o f l i n e d canal sections w i t h t h e conventional (Cast-in-place & p r e - c a s t )
concrete l i n i n g w o r k s f o r the r e h a b i l i t a t i o n , r e s t o r a t i o n and strengthening o f the damaged
canals induced b y calamities (Extreme Flood/Earthquake/Mudflows/Debris avalanche) i n
existing I r r i g a t i o n Systems, these G U I D E L I N E S shall serve as basis i n the planning, design
and application o f A L T E R N A T I V E E N G I N E E R I N G M E A S U R E S such as t h e GCCM/CC f o r
extreme a n d unfavorable w o r k i n g site conditions a n d o t h e r l i m i t a t i o n s a n d restrictions
embodied i n the guidelines.

This M e m o r a n d u m C i r c u l a r shall supplement E x i s t i n g Policies related t o t h e planning,


design and a p p l i c a t i o n o f canal l i n i n g w o r k s (MC No.49 S.1989, MC N o . l 4 S.1990,MC N o . l l

NIA GUIDELINES ON THE PLANNING, DESIGN AND APPLICATION
OF GEOSYNTHETIC CEMEMTITIOUS COMPOSITE MAT/CONCRETE CANVAS (GCCM/CC)
MATERIALS FOR LINING OF EXISTING EARTH CANAL SECTIONS

SECTION-1 SCOPE/APPUCABILITY

1.1. Small Scale (Communal) Irrigation Systems and Existing National Irrigation
Systems (Gravity, Reservoir and Pump) subject for emergency
repair/rehabilitation of Calamity (typhoon/flood/earthquakes, etc.) induced
damages on existing irrigation canal systems,

1.2. New irrigation Projects having existing irrigation canal facilities at Regions
having the Type-ll & IV clinnate conditions, regardless of funding source,
where during the course of project implementations, encounters or
experiencing extreme/ inclement weather and latent site conditions
necessitating or warranting the use or application of Geosynthetic
Cementitious Composite Mat/Concrete Canvas (GCCM/CC) for earth canals
needing lining sections.

1.3. Foreign-funded Rehabilitation of National Irrigation Systems where


GCCM/CC Canal lining is an acceptable alternative for conventionally
designed and applied Cast-in-Situ or Pre-cast/Pre-fabricated concrete lining
schemes when construction duration is an issue.
1.4. Existing Systems whose canal system/networks were heavily affected and
damaged/breached or washed-out by ordinary floods brought by monsoon
and heavy rains and having standing crops that needs irrigation supply for
growth maintenance. Where, Quick Response Measure such as GCCM/CC
application is the most viable option.

SECTION-2 MANDATORY REQUIREMENTS

2.1. The Irrigation System or Project Field Office desiring to apply and-
implement GCCM/CC materials for lining damaged earth canal sections
must be covered under a declared calamity affected area.

2.2. Damaged Irrigation Systems proposed for application of GCCM/CC Must


have standing crops needing irrigation supply for growth maintenance.

2.3. Implementing Office must have adequate manpower pool for labor
intensive installation activities.

2.4. Irrigator's Association (lA's) concerned has no objection on the application
of GCCM/CC in their canal jurisdictions and are willing to secure and
nnaintain the introduced facility measure.
2.5. GCCM/CC Supplier and Manufacturer shall be required to provide/issue a
warranty acceptable to NIA or its delegated authority.

SECTION - 3 DESIGN AND APPLICATION CRITERIA

3 . 1 . Projects/Systems having identified with high or excessive discharge losses


occurring along the canal networks due to damaged/breached/washed-out
canal sections or very high seepage losses established per conditions and
procedures specified under MC 14. S 1990 (inflow -outflow method of
seepage observation).

3.2 Existing Systems shall have canal networks having signs or evidences of
, eroding and scouring sections due to variable high velocity flow (V> 1.50
meter per second or having non-silting canal flow velocity.)

3.3. Installation of GCCM/CC lining materials shall during the implementation of


Rehabilitation/Improvement Works will not hinder normal System
Cropping Operation or Irrigation Operation and will not cause delay in
implementing NIA-Farmers agreed cropping schedule and consequently will
not reduce service area scheduled for irrigation.

3.4. GCCM/CC material thickness and strength shall have adequate


(Shear/Puncture, Compressive, and Tensile) resistance capable of resisting
or sustaining the imposed load by small lightweight (SO.OOkgs) astray
animals and abrasion resistance capable of resisting flow velocity of 2.50
meters/sec.
3.5. GCCM/CC lining anchorage requirement shall have the capacity to
sustain/resist anticipated uplift (Static and dynamic) forces

3.6. For regions or provinces having Type-ll and Type-IV climate condition
where there no distinct dry season (wet and very wet weather condition)
wherein conventional cast-in-place or Pre-cast/Pre-fabricated concrete
lining works, as designed and programmed, could not be completed or
done within the prescribed duration.

3.7. Existing Canal Service (O&M) Roads can allow and accommodate the
prescribed hauling equipment for the delivery of the GCCM/CC materials.

3.8. GCCM/CC lining materials could be alternatively hauled and installed by
either intensive labor or mechanized works.

3.9. The schedule project implementation duration will reduce appreciably and
economic benefits could be gained in shorter period.

3.10. The use of the GCCM/CC shall not contradict/negate government policy
and/or NIA policy on Employment Generation Program and lA-Farmers
beneficiaries' participation in project implementations.

3.11. GCCM/CC material application will ensure and guarantee the structural
adequacy and resiliency to climate variability/change and better
resistance to calamity induced damages and system facility decay.

3.12. Project Cost will be comparable or reduced and economic benefits derived
will be higher than the traditional lining scheme.

SECTION-4 APPLICATION LIMITATIONS

This Guideline shall be specifically applicable to irrigation Canals/Conveyance


Channels having the following conditions:
4.1. Canal Stretches were damaged by calamitous events
4.2. Location of the System is under the Type-ll and Type-IV climate conditions
4.3. Damaged canals shall be serving (50.0 hectares minimum) standing crops
needing immediate irrigation supply maintenance for crop growth.
4.4. Heavy equipment shall not be allowed to use for the extraction of deposited
sediments/siltation along the GCCM/CC material applied canal lining.

SECTION-5 OPTIONAL USE OF GCCM/CC MATERIALS

The Regional/Department/Project Manager/IMG's concerned may have the


option to use the GCCM/CC materials as slope erosion protection or for what-
ever it is deemed applicable aside from what are prescribed in this Guidelines
subject to other limitations prescribed under the prevailing MC for "Delegation
of Authority".
