Region-wide Training on Pedagogical Retooling in Mathematics, Languages


and Science (PRIMALS)

To: All Schools Division Superintendents


This Region

1. To ensure the continuity of the implementation of the Early Language, Literacy


and Numeracy (ELLN) Program, the Department of Education (DepEd) remains
steadfast in strengthening its reading and literacy program through the
implementation of the Pedagogical Retooling in Mathematics, Languages and Science
(PRIMALS) Program.

2. The purpose of this Program is to develop in Filipino children their


communicative, scientific, and mathematical skills and attitudes which will
contribute to lifelong learning. More specifically, it aims to enhance the reading and
literacy skills of Grade 4 to 6 learners in English and Filipino as well as in other
content areas such as Mathematics and Science by establishing a sustainable and
cost-effective professional development system for teachers

3. In this connection, the Department of Education – Regional Office XII through


the Curriculum and Learning Management Division (CLMD) will be conducting a
region-wide Training on Pedagogical Retooling in Mathematics, Languages and
Science (PRIMALS) on January 28 – February 3, 2018 for Batch 1: Cotabato City,
Kidapawan City, Koronadal City, Sarangani and South Cotabato, and February 4 –
10, 2018 for Batch 2: Gen. Santos City, Cotabato Province, Sultan Kudarat and
Tacurong City at The Farm @ Carpenter Hill, City of Koronadal.

4. The objectives of this training are to:


a. enhance the content knowledge, pedagogical skills and attitudes in in
teaching Grades 4 to 6 Mathematics, Languages (English and Filipino) and
Science;
b. improve ability to assess learners’ reading and literacy skills; and
c. sustain commitment in mentoring/sharing of teaching experiences to
improve instruction and learning outcomes.

5. The Participants to this training are Grades 4 – 6 teachers teaching


Mathematics, Filipino, English or Science and their School Heads (Please refer to
Enclosure 1 for the criteria for selecting participants from the priority schools),
District Supervisors, and Division Supervisors in-charge of Mathematics, Filipino,
English and Science.
6. The schools to be prioritized in this training should come from the batches of
schools trained in the ELLN. Each division should strategize the clustering of schools
as ONLY ONE (either English, Filipino, Mathematics or Science) teacher/mentor will
represent each school. Thus, there is a need for each of the trained teacher/mentor
representing each of the learning areas to rotate to the clustered schools for the
conduct of LAC sessions in their assigned areas. Strictly NO PROXY is allowed for
the school heads. The number of participants from each division is provided below
while the Management Team & Staff, QATAME members and List of Trainers is
provided in Enclosure 2.

7. Each division is requested to submit their list of participants to the Regional


Office through email gilbert.barrera@deped.gov.ph on or before January 19, 2018
following the template provided in Enclosure 2.

8. Participants are advised to observe the following schedules of arrival in and


departure from the venue.

9. To ensure the quality of the training, there will be a Workshop on Training


Preparedness to be participated in by the PRIMALS regional trainers and QATAME
team members on January 24 – 26, 2018 at The Farm @ Carpenter Hill, City of
Koronadal. The purpose of this workshop is to review and enhance the sessions and
presentations and quality assure the delivery of the different sessions. The trainers
are expected to be at the venue on January 24, 2018 at 9:00 AM to enhance the
presentations and prepare for the dry run in the morning of January 25, 2018.

10. Expenses on board and lodging, rental of equipment, training kits, supplies
and materials, and other incidental expenses relative to the conduct of this activity
including the Workshop on Training Preparedness shall be charged against OSEC –
12 – 17 – 7022/PRIMALS Funds while travelling expenses of participants shall be
charged against their local funds subject to the usual accounting and auditing rules
and regulations.

11. The participants, the training management team & staff, QATAME members,
and trainers shall be entitled to Compensatory Time-Off (CTO) in accordance with
CSC and DBM Joint Circular No. 2, s. 2004, “Non-Monetary Remuneration for
Overtime Services Rendered” and DO No. 53, s. 2003, “Updated Guidelines on Grant
of Vacation Service Credits to Teachers”.

Criteria for Selecting Participants from the Priority Schools

1. The school head must attend the training program.


2. A Key Stage 2 teacher/mentor must be selected from among the Grades 4 to
6 teachers of the schools using the criteria below. The Key Stage 2
teacher/mentor must:
2.1 Be a master teacher (or any equivalent)
2.2 Be recommended by the school head, co-teachers and/or district
supervisor as having the potential to facilitate LAC sessions and
support fellow Key Stage 2 teachers.
2.3 Have had experience as a trainer or facilitator
2.4 Have attended previous DepEd training programs related to reading
and literacy such as the K to 12 mass training for Grades 4, 5, or 6 or
the National English Proficiency Program
2.5 Have participated in other courses/seminars/workshops/conferences
related to reading, literacy, and content and pedagogy in English and
Filipino and in Mathematics and Science
2.6 Have served as chairperson or advocate of school and/or community-
based activities related to reading and literacy
2.7 Appreciate and place high value on cultural diversity and
multilingualism
2.8 Be computer literate
2.9 Love teaching young learners
2.10 Have a good command of English and Filipino
