This study examines the implementation of public health service management functions for achieving universal child immunization targets in Kendari City, Indonesia. The author analyzes planning, organizing, implementing, and monitoring of immunization programs at the Public Health Center of Puuwatu, which had seen declining immunization rates. Through qualitative interviews with 4 key informants, the study finds that immunization planning was not fully effective, organizing was better implemented, implementation was not optimized, and monitoring of programs needed improvement. The author recommends improving implementation, coordination with the local health office, and support from operational vehicles.

ABSTRACT
The achievement of Universal child Immunization (UCI) basically being the
description of the infant’s target coverage in which 80% of the babies received complete immunization during a time period. Public Health Center of Puuwatu is one of Public Health Services occupied in Kendari city which had UCI coverage of sub district decreased. This study aimed to understand the description of implementation of public health service management function to the achievement of UCI in working area of Public health Center of Puuwatu Kendari City in 2013. The kind of the study was qualitative with phenomenology approach. The informants of the study divided into key informants and the other common informants namely 4 people. The result of the study indicated that planning of immunization program especially in Public health center of Puuwatu had not done well yet while the organizing of the program done well already. The actuating of immunization program done by Public health Center of Puuwatu in part had not optimally actuated yet, also the controlling of the running immunization program which done by the Public health Center of Puuwatu in part had not optimally done yet. It’s suggested to the head of Public Health Center of Puuwatu to give direction or suggestion to the immunization officer due to the actuating of immunization also to make coordination with the Health Office of Kendari City due to operational vehicle to support the actuating of immunization activity.
