PURPOSE To protect the properties of people by preventing crime and also detecting
the crime by scientific means with quick response and build a crime free society.

SCOPE : Limits of Jeedimetla PS.

REFERENCE : IPC, CR.P.C.

RESPONSIBILITY:

1) Design, monitoring and review of Programme


- Respective SHOs.
2) Training - Respective SHOs.
3) Implementation : - Respective SHOs.

DEFINITION To detect the property offences by conducting systematic investigation.

SOURCES OF OFFENCES UNDER THIS HEAD:

1. When the family members leave house for longer periods.


2. During summer it is tendency to lock house and sleep on terrace.
3. When the family members are fast asleep in the house
4. When the family members leave available keys during temporary absence.
5. When the family members rush to attend funerals of relatives, functions, etc.
6. When the family members are away on hospitalisation of family members.

PROCEDURE:

1. To receive a complaint. In case of receipt of written complaint, improve


the FIR by eliciting material omissions and commissions and obtain
signature of complainant.
2. To understand the nature of crime occurred:
3. To console the complainant instead of posing questions which hurt his
feelings.

Examples: Have you locked the house.


Why you have kept that much cash in the house
While going why you have kept valuables in the house
You mean to say police are here only to take care of your property.
You people are very negligent and reckless and careless.
4. Create confidence in the complainant that his grievance will be redressed.
5. Issue FIR applying appropriate section.
Examples: Do dilute the case by showing less property lost. Grave crime investigation
will definitely have bearing on the case.
6. Draw plan of action and obtain the approval of next supervising officer.

7. Immediately proceed to scene of offence.


8. Advise the inmates not to disturb the scene.
9. Summon the clues team for chance prints and material objects.
10. Minutely observe the scene of offence as it would definitely discloses the
Modus Operandi adopted by the criminals by his acts, commissions and
omissions.

Examples: How the criminal entered and how he retrieved.


What was the MO for entry
a) Is it by breaking open the lock of main door
b) By breaking open the hook
c) By breaking open the latch
d) By wrenching the window bars
e) By ventilator
f) By using false key
g) Making man hole
h) Through roof
i) Breaking window panes.
j) By breaking open rear door
k) By breaking the wooden plank of door.
) What are the implements available at the scene.
k) Whether there are any foot prints, finger prints available.
l) Whether the criminal left any evidence at the scene
i) Leaving cigarette butts.
ii)Using candles while committing offence.
iii) Committing theft of only cash
iv)Committing theft of only gold.
v) Committing theft of only electronic items
vi)Committing theft of foodgrains.
11. Secure two mediators and conduct detailed panchanama of scene and also
draw rough sketch and seize the incriminating articles.
12. Examine the witnesses and record their statements.
13. Then list out the MO criminals under various heads and criminals facing
trial, trace them and check their complicity.
14. Write first case diary incorporating the plan of action and material
omissions and commissions in the FIR.
15. Also set up informants for furnishing any clues.
16. Keep track at the shops of receivers and money lending shops.
17. Exchange intelligence with the neighbouring police stations.
18. Hold regular bordering crime meeting for exchange of intelligence.
19. Trace out the list of convicts released from Jail and check their complicity.
20. Intensify beats in the crime prone areas.
21. Re-organise the beats.
22. Intensify the vehicle checking at lurking points.
23. Improve Defence Squads.
24. Liasion with colony Associations/Resident Associations.
25. Educate by distributing pamphlets various offences occurring and the modus
operandi adopted by criminals cautioning the public not to fall into fray.

26. The efficiency of a Police Officer is proved when an unknown crime is


detected instead of known crime. Thus, investigative skills are proved in
detection of property offence.
27. Contact the neighbourers and fish out any clues about visit of strangers or
regular visit of any body.
28. Sometimes, inmates due to their bad vices can commit offences. This aspect
needs concentration.
29. In rare cases, the complainants in order to avoid repayment of huge debts,
come out with false complaints. As such, police are to be very careful in
dealing such complaints.
30. Be in regular touch with the complainant and repose confidence in him that
you are making every effort to detect the crime and post him with
developments.
31. Trace the released convicts and rehabilitate them so that he can be utilized as
an informant.
32. Counsel the offenders with the help of NGOs.
33. Counsel the juvenile offenders.
34. Use scientific aids in investigation.
35. After tracing the offender cause systematic interrogation.
36. Collect the evidence to link the offender to the crime
37. Recover the stolen property at the instance of the accused.
38. If the receiver is a regular habitual offender, book him u/s 411 IPC.
39. At the instance of offender trace other associates and fix up their involvement
carefully.
40. Follow the guidelines of National Human Rights Commission during arrest.
41. Give an opportunity to the accused to defend his case as a part of
criminal justice system.
42. Collect further evidence to rebut the defence of accused.
43. Produce the accused in the jail.
44. Deposit the case property in the court and request the M.M. to
mark the entries of Court Property Register as evidence and release the
property to the victim.
45. If the offender confessed offences of other areas also immediately flash
messages to them to file PT warrant as in most of the cases PT warrants filed
belatedly by which time the offender released from jail.
46. Collect finger prints of the accused and compare with chance prints available
and collected at the scene. This is very important piece of evidence.
47. Write final case diary weighing the evidence in support of prosecution or
otherwise.
48. File charge sheet in consultation with PP / immediate supervising officer.
49. If the offender is a habitual add Sec.75 IPC.
44. Court Liaison Officer / IO attend the court on the days of examination of
complainant, one eye witness and recovery panch.
