The PECR is a mechanism whereby the
government bids out areas with potential indigenous energy resources for exploration and possible development and production. This provides a more transparent and competitive system of awarding petroleum service and coal operating contracts. BRIEF HISTORY OF THE PECR August 5, 2003 - the scheme of bidding out contracts started with the Petroleum Contracting Round (PCR) undertaken with the technical assistance from Norway. March 11, 2004 - the Geothermal Contracting Round followed. August 31, 2005 - PECR for petroleum, coal and geothermal prospects was launched. One Petroleum Service Contract was awarded. December 22, 2006 - PECR2 was launched. Seven (7) Petroleum Service Contracts and three (3) Coal Operating Contracts were awarded. May 8, 2009 - PECR3 was launched, particularly for coal areas. Sixteen (16) Coal Operating Contracts were awarded. June 30, 2011 - PECR4 was launched Three (3) Petroleum Service Contracts and eleven (11) Coal Operating Contracts were awarded.
