INTRODUCTION

When Vietnam officially became a member of the WTO, the new opportunities and
positions of the country put on the seaport enterprises a great responsibility. They
have to face increasingly fierce international competition. As we know,
transportation plays an important role in addressing the problem of exchange and
exchange of goods between different countries and economic zones. The transport
sector is a special economic sector formed during the development of a commodity-
economy economy operating on a large scale.

With the efforts and efforts of businesses, the shipping industry in Vietnam has
made significant progress. Our country has a long coastline, many bays, so sea
transport plays a key role in the national transportation network. The transportation
industry is a complex process, consisting of many components such as transport,
loading, unloading, repairs, arranging vessels and wharves. Water transport on other
means of transportation determines most of the capacity of the marine economy.
The volume of goods transported especially the import and export of goods. In that
the organization of loading and unloading goods for means of transport is an
important task undertaken by the Port.

Therefore, the port plays an indispensable role in being a hub for transportation,
which is the intersection of transport routes in different ways. At the same time it
can be the beginning or end of the route. Not only that, the port is also a place to
connect domestic transportation system with the system of international contacts.
As such, the port includes a set of equipment for handling and loading along with
the works of wharves, yards, warehouses, transport services, loading and unloading
from ship to shore and vice versa to ensure safety for people, goods and means to
achieve the highest efficiency. According to the actual statistics, the length of the
ship's loading and unloading work and port entry procedures accounted for a large
proportion of the total time of the ship's business. If well organized the loading and
unloading at the port will increase the ability to transport to the fleet. This promotes
high business efficiency for the national economy. Therefore, it can be said that the
good organization of the loading and unloading at the port has great significance for
the transportation industry in particular and for the national economy in general.

In the achievements of the seaport system, the contribution of traditional ports such
as Hai Phong Port, Da Nang Port, Quy Nhon Port and ports in Ho Chi Minh City.
Hai Phong port was built in 1876 and was basically completed in 1904. Hai Phong
port includes 4 areas:. Located in the cargo transport system by sea, Vien Cang Port
occupies an important position in the northern port cluster. The Way has been
developing its role, confirming the direction of development on a large scale in the
coming years. One of the most striving goals of the Port is to continuously improve
the quality of loading, unloading, organization and management, which is in line
with reality, bringing high economic efficiency.

At the same time, Vim Materials aims to improve the management of loading and
unloading, investment in modern machinery and equipment, meeting the
requirements of the market economy in the coming years by granting business
autonomy For each unit, organizations pay workers in the form of compact package.
This is an advanced management model, suitable for the type of production of the
port today.

Along with domestic ports, Viendang Port has been gradually upgrading more
techniques, bulk cargo handling processes, electronic balance management,
application of information technology in fuel management, operating production,
improving the process of delivery, storage, ... to catch up the development trend of
the economy today and in the future.

1.3 History Of Ha Long Aquaculture Co., Ltd - Ha Long Fishing Port


Ha Long Fisheries One Member Limited Company - Ha Long Fish Port was
separated from its parent company, Ha Long Fisheries Corporation and Ha Long
Fishing Port. The company has many lines of business, but the main sector is
loading and unloading cargo at the port and ship agency and shipping brokerage,
freight forwarding, towage support ship, cargo transport by road and other service
sectors. Ha Long fishing port has many advantages for the company to promote the
cargo loading and forwarding.

Ha Long port is located in the delta triangle of Hong river but it is convenient both
for river way, railway, road and airway. The tidal range here is about 3-4 m high in
the tide period. The port has an advantageous geographic location, a port for
investment of many equipments for handling.
Ha Long fishing port is one of the ports of fast release ships in ports in Hai Phong
rear room port. In addition to the main cargo handling industry, the port also
develops and trades in many service sectors, and exploits aquatic products, sand,
gravel, non-ferrous metals, marine aquaculture and aquatic seed production. ,
trading in many other household goods ... .New has been separated from the parent

1.4 Organizational Structure

1. Director
The highest authority in the company, running all activities of the company, is

2. Deputy Director

1.5 Information About Ha Long Fishing Port

Geographical Condition:

Halong Fishery Port located in Cam river in the triangle Hong delta. it’s
convenient in waterway, railway, road inland and airway. Distance from
Halong Fish Portto estuary is about 10km. Co-ordinate 20051’N, 106041’E.
From Haiphong to Hanoi, it’s possible to go in Cam river, Duong river and Kinh
thay river or to go in Dao river, Lach Tray river, Van Uc river, Thai Binh river
and Luoc river to Hong river.
From Haiphong to Mong Cai, it’s possible to go in Bach Dang river, Cai Trap
channel, Lach Huyen river pass the Halong Bay.
Regarding inland transportation: The road 05 is the1st level high way linking
Haiphong to Hanoi. The road 10 is linking Haiphong to Thai Binh and Nam
Dinh and this road possible to go along highway no. 1A to Southern provinces.
Railway routes linking to national railway. Haiphong station and Hanoi station
linking by fa road paralleling with highway no. 05 .
Airway system is convenient. Nowaday, there are Catbi airport and Kien An
military airport in Haiphong. Both of above mention airport are gradualy.
Above geographical convenient condition for exchanging, transporting the
cargo and passenger to different region of country.

Climate and weather.

Halong Fishery Port is under mosoon. This wind always appears from October
to April of after year and it blows in periods of 5-7 days. Average speed is
about 10m/s.
In storm seasons, it may be affected from storms informed archipelago
Phillipine blowing in West and Northwest. Storm causes big rain and affect to
port operations.
From May to October always appears Southeast wind.
From June to August always shower and lasting for many days.
Five level wind force or less, port can operations normally.The wind from 5
level to7 level, port can operations but it has obstacles and productivity
remarkably.
If 7 level wind force up, port has to ceases operations.

The weather is affected about 9% of port’s working time annually.

Hydrography condition.

1. Water level

Water level at the Cam estuary is homogeneous daytime tide system which in
a month. There are about 25 days when it appear one time eble tide and one
time fflood tide. Tide amplitude is big type about 3 to 4 m at flood tide period
here.
2. Port access channel

Access channel linking Halong Fishery Port with deep sea Tonkin Gulf, it’s
length about 32 km and pass the Cam station, Bach Dang river to Nam Trieu
estuary with average weadth of 100m
3. Draft at the pier

In proccess of upgrading and reclaimation the pier in project of Fisheries


Ministry, a new pier has been built, dredged to reach minus 9 metter.

4. Berth length:

Inland pier has a length of 400m, weadth 13m. Berth length is structed with
concrete. Distance from edge of pier to edge of channel is 60m. The water front
depth is 9 minus.
5. Warehouses:

The total area of warehouse is 36.012 m2 for storing container, steel,


equipment and different bulk cargoes. and others Warehouse has been built in
hig standard, divided into specialized sections in accordance with cargo
maintenance, handling and transport requirements.

Vsl’s agent should give an application coming to Habour Master in


advance at least before 2days of vsl arrival in order to issue entry permit .

Mostly used by vsl gear – Bulk cargo can be disch by vsl gear though
port’s hoppers and conveyor to receiver’s truck .
 Working time : 24/24 hours incl night / Sundays / holidays

2. BUSINESS ACTIVITIES

2.1 Description Of Business Activities


2.1.1 General View

With a flexible operating mechanism and direct guidance from the Transportation
Department, the Departments - Logistic Teams have managed well the port
operation. However, with such relatively thin personnel, the shortcomings can not
be avoided. There are some cases that are not timely and close to reality in the
management and operation of port operations, In particular, they have not
monitored and closely monitored the work of the workers' groups as well as the
management and repair of equipment for the loading and unloading of goods.
As the number of executive board members is limited in number, so in addition to
managing the port's work, there is no time to do other tasks such as marketing,
customer care.

2.1.2 Kinds Of Business Activities


Professional skill and capacity of unloading workers Depending on the nature of the
goods, different groups of items are loaded in different ways. Therefore, the port
division of goods by groups of goods to facilitate the deployment of loading and
unloading plan and the arrangement of workers and create favorable conditions for
the business of the port as charging charges. unloading, freight charges and
warehousing charges.
In fact, the capacity of loading and unloading goods in group 3 is very low, not
meeting the requirements of customers due to the limited number of workers and
the limited skills and professionalism leading to unsatisfactory productivity. The
quality of work is not as good as the loading of goods does not ensure the loading
factor, loading capacity is not high.
These causes have resulted in lower cargo handling capacity and longer discharge
time. This is the element that customers are interested in. Because when signing a

charter party. If the loading and unloading time exceeds the allowed time limit, the
shipowner shall be liable to a fine for the shipment.
Motorized port maintenance and repair team under the command of the command

With the current number of mechanized workers, only 19 people can temporarily
meet the operation of the equipment. If mechanical equipment is damaged, it can
not be repaired immediately because of lack of human resources as well as the team
has no specific regulations on repair work should be damaged when the equipment
has to wait. Wait for the leader to review and propose not active in this. It is this
factor that interrupts work, extends time. This is also a factor in making the ship's
capacity unreachable.

2.2 Business Results

Company's achievements Generally, in the past five years, the company has
achieved very positive results. This is reflected in the quantity of goods delivered
through the port, the volume of cargo loading and unloading at the port, etc. The
increase in cargo throughput, higher quality of service reflects improved labor
quality. The company is increasingly serving the traditional customers as well as
increasingly attracting new customers, proving that management efficiency and
production capacity of the company is improving significantly. The policy of the
Company's leaders is relatively appropriate. The company always focuses on
training and developing human resources to ensure a human resources with high
professional qualifications and good quality for the sustainable development of the
Company.
The Company is always interested in labor safety and hygiene, contributing to the
goal of a prosperous people, a strong country, a just and democratic society. In the
past with its progress, the company has contributed to the development of seaport
service - a key infrastructure of the national economy.

2.3 Orientation And Future Plans

The development direction of Ha Long fishing port in the next period is to upgrade,
invest in depth, promote full capacity and efficiency of the port. Carry out annual
dredging to increase depth. To invest in new equipment, complete the handover and
put into use the 45-ton crane at the factory. Warehouse modernization. Improve the
level of staff, employees qualified professional skills with good business in the
field. Renovate the mechanism of business production and management to fully
integrate into the market mechanism. Promote competition, enhance
competitiveness in the industry, diversify investment modes port.

3. EVALUATIONS

3.1 Advantages/ Strong Points


Ha Long Fish Port is among international ports under the deverlopment planning of
Vietnam ports system.
The company knew how to take advantage of seas as traffic routes of exchanging
between regions, areas and countries. So far transport by sea has seen a robust
development and become the modern transport sector in the international shipping
system. It assumes nearly 80% of total goods traded in international markets.
With its ideal location and large investment i modern infrastructure and handling
equipment, Ha Long Fish Port by far has become one of the most important ports of
Haiphong City that can receive 20,000 DWT vessels and meet requirements on
international shipping and forwarding.
With the motto of operating the company brings many benefits to customers such as
(simplifying documents, trading and customs procedures, and other legal
procedures).
During the past time. The company received support from ship owners, goods
owners and agencies including: Vinh Phuoc company, Thang Long cement, Cam
Pha cement, Vicem, Vinatrans, Vosa, Germadept, Vimartrans, Dragon Internation
Trade, Inlaco Saigon, Asia Viet Maritime, Saigon East Asia, Marina Stock,
Northern Frieght, Song Nguyen...
With our skilled staff and officials who are well schooled, prefessional sevice
manner and our renovation and modernisation of technical infrastructure, Ha Long
Fish Port has increasingly satisfied our customers demand in forwarding goods and
reducing time of ship discharge.

3.2 Disadvatages/ Weak Points


3.2.1 Limitations of the Company
The port system is designed not suitable for loading container unloading, super-
sized, super-weight. Port facilities have not been properly invested, most of the
equipment is old and incomplete to serve the port operation. The quantity and
condition of the port's equipment only temporarily meet the current demand. If there
are heavy goods such as containers and heavy equipment, the port has no equipment
for handling cargo.

Marketing and customer care policies is a very important issue for the long-term
survival and development of Halong Bay. This is a regular and strategic work that
has not been paid due attention and specific assignment. Port workers are paid on a
contractual basis. If the recruitment of too many workers leads to low wages.
Port operation is a potential sector with high economic efficiency. As a result, more
and more state-owned and private-owned businesses are entering the competition.

3.2.2 Causes of Restrictions

Ha Long fishing port is not large so the port system is limited. The equipment for
loading and unloading at the new investment has not been renovated for loading and
unloading of contairner goods, super-high-speed goods are faster and more
effective. Management work is not tight, the allocation of human resources is not
reasonable.
Through exploring the port operators of Halong Bay we can see that the port has not
exploited its full potential.
The number of cargoes through the port in a year is relatively large, but the actual
number of working hours as well as the number of actual port operations has not
been effective at both the forward and backward routes. Ha Long fishing port has a
large warehouse area but the number of caves in storage is still small.
In order to promote the activities at the port of the company, it is necessary to
develop the shipping agency service industry. Ports need to have better preservation
measures to better store cargo and port operations at the port efficiently. In addition,
the company needs to take measures to improve, dredge the canal to ensure that
large vessels can enter the port, and invest in equipment to increase production and
production.

- Strengthen the training and recruitment of staff to develop the staff for the
port, training, improve professional qualifications for staff, create conditions

development orientation of the port and the Corporation in the coming time.
- Keeping the people working effectively and contributing a lot to the
operation of the port.
- Improve the professional level and capacity of the staff directly handling

With the scale of operation of the port in the coming time, when the infrastructure
has been completed and the ICD services are deployed, the operation of the port
