1.0 PURPOSE
2.0 OBJECTIVE
2.1 The B40 Capacity Building Programme (B40CaB) is aimed at assisting the
general society and workers in the B40 households with specific skills and
knowledge to up-skill themselves through certification, secure
employment, and gain entrepreneurship skills. The objectives of B40CaB
are:
ii. Equip trainees with specific skills that would enable them to
work with employers upon completion of training; and
3.1 The target group for the B40CaB is Malaysians from B40 household
income group, who are looking to upgrade their skills and knowledge
through training programmes which enable them to earn better income
through (3) three interventions as follows:

3.2 The B40 group are defined as the class of Malaysian citizen who earns
a household income less than RM3,860*. The household income is
referring to overall income that is being earned by household
members sharing a particular household or place at residence. *The
definition will be updated in line with National definition (if any).
3.3 The applicants must be from B40 household income group and also a
recipient of Bantuan Sara Hidup (BSH) or any other government
assistance such as MySalam, PeKa B40, eKasih and others. In the
event that, the participant is not the recipient of the above mentioned
assistance, then either their parents or guardian must be the recipient in
order to participate in this scheme.
4.1 The courses offered under the B40CAB scheme are pre-approved
courses through Request of Proposal (RFP) which the applicants are
allowed to choose only one course according to their preferences and
needs.
4.2 The information on training courses that have been approved can be
viewed in the HRDF portal at www.hrdf.com.my (Schemes– B40CAB).
4.3 Applicants are allowed to select the training course from the list and
submit their application to the appointed training providers according to
the terms and conditions set by HRDF.
5.1 Under the B40CAB scheme, training can be conducted either in a full-
time or part-time basis at the declared venue as mentioned in the session
plan. Training for full-time and part-time courses must be conducted
separately and combination of classes is strictly prohibited.

5.2 Appointed Training Provider are advised to plan the training session
accordingly to avoid disruption of company’s productivity for the up-skilling
component training. As such, class for in-service employees are
advised to be conducted on weekends or after office hours
meanwhile class for self-employment and employment are advised to
be conducted on full time basis.
5.4 Appointed Training Provider need to arrange for the exam (if any) and
ensure trainees obtain the certificate upon completion of the
training. Legal action will be taken if the appointed Training Provider fails
to comply with this requirement.
6.1 All Malaysians who fall under the B40 category are eligible to
participate in B40CAB scheme.
6.3 Each applicant is only allowed to attend one course under the B40CAB
scheme in order to widen the opportunities for more people to be
benefitted under this scheme.
6.4 Trainees must complete their tasks, assignments, projects and exam (if
any) as required and actively participate in all practical exercises,
presentations and role play as directed by the trainers.
6.5 The entitlement/ benefits of trainees who enrol in this scheme are based
on the components as shown below:

iii. Upskilling
A copy of MyID card (Identity Card); and
Recipient confirmation slip of Bantuan Sara Hidup (BSH) or any
other government assistance specifically designed for B40
Household income group; and
Payslip or Confirmation letter from employer of HRDF registered
companies
7.2 Applicants are requested to fill up the form and sign the declaration
part and submit together with the supporting documents to the
appointed training providers. Appointed training providers are only
allowed to receive a complete form from the applicants. Appointed
training providers are requested to verify the details in the application form
to avoid any misleading or untruth information of applicants.
8.1 Only the appointed training providers under the B40CAB scheme whom
have signed the B40 CAB Services Agreement are allowed to conduct the
training within the stipulated timeline given.
8.5 Training providers must ensure all the trainees obtain their certification
upon completion of the training. (if any)

8.6 Training providers who have been appointed to conduct the self-
employment component training must ensure the starter kit is provided to
all trainees upon completion of the training. Training providers must
ensure the value and quality of the starter kit as per mentioned the initial
proposal submitted to HRDF.
8.7 Appointed Training Provider needs to ensure that the applicants have
fulfilled the pre-requisite of the training course determined by the
certification body (if any) before registering under B40CAB scheme
8.8 Training providers who have been appointed to conduct the Employment
component training must ensure the success rate of employment as
provided herein and the placement can be in any of the HRDF or Non-
HRDF companies.
8.9 Training providers who have been appointed under the Employment and
self-employment component training will be given RM 500 for each
participant as retention and recruitment allowances. The allowance will be
used by training providers efficiently to recruit the B40 category people for
training and monitor them closely during and upon completion of training
based on the component chosen.
9.1 Training providers are required to key in the trainees’ information into
HRDF’s online system at least 1 week (7 working days) before
commencement of the training. Training providers are advised to submit
the applications earlier to ensure approval is given before commencement
of the training.
9.3 Training providers must ensure all information is keyed into the
system accurately; particularly the trainee’s details such as name, MyID
number and all other requested details in the application form.

9.5 Training providers are required to key in the training schedule in the
system based on the training date. The training schedule submitted to
HRDF needs to take into account all public holidays and any additional
holidays. The training schedule must be in line with total training days /
hours approved by HRDF. Changes in the training schedule must be
notified to HRDF at least 3 days before the training commences.
9.9 Request for a change of training date to a future date must be made 3
days before the training commences. Training providers are not allowed
to change the training date of approved training application to an earlier
date.
9.10 Approval of training grant application will be given within 48 working hours
upon receiving a complete application from training providers. Once the
training grant application has been approved, a notification email will be
sent to appointed training providers. The details of the amount

approved for course fees as well as other allowable cost (if any) will
be detailed out in the notification email.
9.11 Trainees are not required to pay the course fee or other fees to
training providers since the amount will be paid directly to the training
providers by HRDF.
10.0 INSPECTION
10.1 HRDF will conduct a verification visit to the training venue to check on the
compliance and attendance of trainees. During the visit by HRDF’s
officers, appointed training/trainers must give their fullest cooperation.
10.3 If the trainees are not present in the classroom during the
inspection by HRDF Inspectorate Officer, the attendance form of the
trainee will be marked in as absent. The attendance form that has
been marked by inspectorate officer must be attached together with the
claim form during the claim submission. Failure to provide the original
attendance and claim form will cause the claim to be queried.
10.4 Training Providers must ensure the staff is capable to assist HRDF
officers in-charge during the verification visit and always be available at
the training venue.
10.5 Stern actions will be taken upon the appointed training providers who
breach any terms or conditions stated here in.

11.1.1 Claims for Course Fee, allowances for trainees, recruitment &
retention fees starter kit (if any) are to be submitted by the
appointed training provider within three (3) months upon
completion of the training courses using the Claim Form
PSMB/ B40CAB /2/19. Payment will be made directly to the
appointed training provider based on the amount that was approved
during the grant approval.

11.1.3 Payment of course fee followed the success rate as stated in the
Services Agreement. For below the success rate achievements,
payment will be made based on per pax.

11.1.4 Training providers are only allowed to submit the course fee claim
upon completion of training and after trainees’ successful self-
employment/employment. No claims will be made in between
the training and upon completion of training period without
evidence of self-employment/employment by the trainees.
11.1.5 Training providers who have been appointed under the Self-
Employment component training are required to submit the
evidence of trainees start their own business after completion
of the training. The required evidences are:
11.1.8 Training providers are also allowed to claim RM500 per pax for
recruitment and retention fees. The claim can be submitted upon
completion of the training and HRDF will pay based on trainees’
attendance to the training.
11.2 Up-skilling
11.2.1 Claims for Course Fee under Up-skilling component training are to
be submitted by the appointed training provider within three (3)
months upon completion of the training courses using the
Claim Form PSMB/ B40CAB /2/19. Payment will be made directly
to the appointed training provider based on the amount that was
approved during the grant approval.

Course fee per class: RM250,000 (RM10,000 per pax)
Declared success rate: 90%

11.4 Appointed training providers must ensure that training is conducted as per
training schedule and the trainee’s attendance must be recorded for each
training day. Appointed training providers are not allowed to submit
scanned or photocopied attendance and summary of evaluation
assessment.
11.5 If the trainees are not present in the classroom during the inspection by
HRDF Inspectorate Officer, the attendance form will be marked in as
absent. The attendance form that has been marked by an inspectorate
officer must be attached together with the claim form during the claim
submission. Failure to provide the original attendance and claim form
will cause the claim to be queried/ rejected.

11.7 The course fee should include the cost of notes, manuals, reference
books and professional examination fees (if any). Appointed training
providers are prohibited to charge any additional fee to the trainees.
11.8 Payment of course fee will be made within 14 working days from the
date HRDF receives the complete claim form from the appointed training
providers.
11.9 If there is any false or misleading declaration on the course fees by the
appointed training providers, HRDF reserves its rights to demand
repayment either wholly or partially and/or take necessary
enforcement action.
11.10 HRDF will not be held liable for any breach or failure by any party
(employer or training provider) that caused damages to either party.
II. The training provider/trainer must ensure that all approved trainees
under this scheme receive and complete the HRDF Output
Assessment Form on the final day of course. The completed forms
with signature are to be collected and summarised using the HRDF
Output Summary Template by the training provider/trainer.

II. Issued to trainees at least six (6) months (max 5 years) after the
course ended, it measures whether trainees have successfully
achieved the desired objectives of this scheme through identified
leading indicators / learning objectives.
III. HRDF will send the assessment link via email/dedicated platform to
all participating trainees. Trainees are strongly encouraged to
complete the Outcome assessment within the stipulated time.
13.1 Employers and appointed training providers are strictly advised to adhere
to the terms and conditions stipulated in this guideline. Legal action will
be taken if any of the parties involved fail to comply with these
requirements.
14.0 AMENDMENTS
14.1 HRDF may change or amend these terms and conditions from time to
time. Appointed Training Providers and trainees will be notified on any
changes made to strengthen the implementation of B40CAB scheme.
