From the viewpoint of client, San Jose, Rosario, and Taysan strongly believe that they

did not encounter and will not avail the services of a fixer as a solution to the problem of slow

service by the government. Somewhat similar from Padre Garcia, Ibaan, and San Juan is that

there are few who will resort to fixer as a remedy to the problem. It is a good sign that the public

still has a positive feedback and will try to avoid at all costs when it comes to alternative but

illegal service of a fixer.

It is also observed that the location of offices in registration especially in the

municipalities of Padre Garcia and San Juan is organized, neat and accessible to the public. It is

easy, less hassle for the public to transfer transaction from one office to another. Also, in San

Jose and Taysan would be considered as having a nice, conducive and accessible office but not

like the first mentioned two municipalities.

In Padre Garcia and San Jose the factor least complied with is access to information the

public is not that aware that the Citizen’s Charter is accessed and posted at the main entrance of

the office. Offices in San Jose, Rosario and Taysan would also be considered to lack measures in

order to address the issue of accessibility. The two remaining municipalities Ibaan and Rosario

are also considered in the category but not as high as the remaining four. It will be hard for the

public to process other backdoor requirements required by the BPLO if the office lacks

accessibility measures when it comes to giving information.

The municipality of San Juan finds that the processing time is their least complied factor

same as with the other municipalities specifically Padre Garcia, Rosario, and Taysan. It means

that the processing time is not sufficient to finish all the requirements for application of business

permit. The transactions according to BPLO clients are slow and the time set in the citizen’s

charter is not followed. Truly time is of the essence for most people and should be acted upon to

avoid inconvenience.

Other offices related in securing business permit, particularly in San Jose, Rosario, and

Taysan required by the BPLO to secure pertinent documents would take time to accomplish. The

one that eats time, money and energy would be in other offices. Also, same with other

municipalities namely Padre Garcia, Ibaan, and San Juan that the other offices related affects the

transaction of applying for business permit, but not as the same with the first three.

Documentary requirements needed by the BPLO are necessary, reasonable and affordable

in the municipalities of Rosario and Ibaan according to the clients. However in Padre Garcia the

clients think that they are bombarded with many documents required by the BPLO.

It can be observed that the number of signatories required in the municipality of Ibaan

and Padre Garcia mostly complied with the limit of the law by five only and that these signatures

are truly a requirement, however in the remaining municipalities all of them exceeded in the

number of signatures required by law.

Steps and procedures stated in the Citizen’s Charter particularly in Ibaan and Taysan are

clearly specified and can also be accomplished easily. Rosario and San Juan is not far from the

two municipalities the gap lies only with Padre Garcia and San Jose which according to clients

has defects with their Citizen’s Charter.

Padre Garcia and Ibaan is the least compliant in terms of the responsiveness of the

employees whenever there will be a complaint or the clients need assistance from the employees.

It will be difficult to address issues and may slow down transaction if there will be no complaint

desks to handle the situation. It is beneficial that these assistance desks are there in order for the

clients to have faster transaction with the office.

The municipality of San Juan has the least upgrading of technological resources

according to our clients. The Official Receipts are done manually and indeed it slows down the

transaction unlike in a computerized issuance of receipts in the municipality of Padre Garcia, San

Jose and Ibaan they have the most compliant in terms of technological advancement. Receipts

are done with the help of computers and printed when it is issued.
