PART 3: TRAINING LEVEL REQUIREMENT JUSTIFICATION – COOKING COURSE

2. Proposed Outcome

2.1 Industrial Placement


At the end of this training program, participants will be assisted by training provider to place
themselves in the industry. Among the initiatives are the training provider will work with
several organizations in the industry to channel participants through this partnership.
Participant profile will be shared to cooperative organizations in a particular field Participants
will be invited for an interview with the organization selected.

If this initiative does not show positive results for the participants, training provider will
provide guidance on how to start their own business accordingly by initially imbibing the basic
component from the training.

2.2 Certification
At the end of this training program, participants will be acknowledged and given a certificate
of participation. This certificate can help them find a job and act as an added value for those
who want to get involve into a specific area of the industry.

This recognition is also a motivation, stepping-stone for participants to improve their


confidence through the knowledge gained from this training programme.

2.3 Individual Income Generation Guide


Among the approaches applied within this program to the participants is that they would have
sufficient knowledge and basic knowledge in generating income. Therefore, values like
entrepreneurship is also a core aspect added in this training programme.

Some of the components need to be emphasized besides the basic components of the training
such as the utilization of social media and basic financial management. These are some of the
key components of ensuring that participants are able to be competitive and improve their
productivity and guidance to market their own product.

3. Basis for Consideration

a) This program focus on efforts to develop entrepreneurship skills. In line with the globalization
and post-outbreak of the Covid-19, the program is also designed to produce competitive,
creative, innovative B40 and have the ability to involve in businesses as they must be creative
in generating individual income.
b) The Government of Malaysia has launched the program to increase the employability of the
unemployed through training programs for acquire skills and enhance existing skills.
The rationale behind this program is considering the talents of potential youth in developing
themselves, but unfortunately the talent is wasted or not utilised. These potential skills can
be strengthened towards individual and national development. Lack of competency,
entrepreneurial skills, career advancement and seclusion of society and unstable economic
flows have deprived people from their normal lives and productivity.

c) Many were affected by the impact of Covid-19 outbreak, especially those who lost their jobs.
Based on Department of Statistics Malaysia, 46.6% of people lose their jobs. From the services
sector, 15% lose their jobs immediately after the outbreak. This prove that the government is
taking the right step to help improve employment opportunities for the people especially for
B40 groups in Malaysia. By this effort and training provided by us, job opportunities for the
B40 group will be more secure either as an entrepreneur or working in a company under
particular industry.

d) By 2019, Citizens of Malaysia comprises 90 percent of the total Bumiputera (69.4%), Chinese
(25.6%), India (4.2%) and Others (0.8%). People working mainly in the services sector (57.6%)
followed by the agriculture sector (23.9%) and manufacturing (10.8%). Most of them are self-
employed people, as they run micro or small businesses. Therefore, the percentage of self-
employed in the service sector can be further boosted by programs provided by us and
cultivating talent to be more innovative and highly skilled.

5. Impact on the economic due to Covid-19 and post-MCO


Despite of the Covid-19 pandemic, individuals have to learn more than ever to keep up with
these rapid global changes. In the skills sector, the challenges for each institution have to
remain operational, maintain communications between instructor and students and to
continuously provide services to the community. Any significant training provided by any
entities are essential for the beneficial of selected target segment including the B40 group.
The purpose is not other than to help them venturing into businesses and equip themselves
with entrepreneurship skills. Thus, with significant government support as a result of the
Covid-19 crisis, providing a training basis is the only path that can help to increase the
participation among the group of B40 to involve in businesses that were in line with
government initiative to improve human capital productivity.
6. List of government and private grants available
For a start up entrepreneur, there are several ways to get financial aid for their business in
order for them to have some money to fund or scale up their businesses. One of the grants
for SME Malaysia as per below:

1) PROSPER Usahawan Muda (PUMA)


PUMA is a scheme that provides for young Bumiputera to jump-start their businesses
while they have to attend several training programs. This scheme program helps
entrepreneurs to develop their entrepreneurship skills and assist them to choose their
ways of approaching the business market.

PUMA will provide the funds up to RM100,000 for Bumiputera who want to start up their
businesses. The funds will be running for 10 years (maximum) and it is compliance with
shariah concept.

2) Skim Kredit Pengeluaran Makanan (SKPM)


The SKPM funds loans are one of the schemes to help entrepreneur who want to develop
more in the Food Business industry. With this scheme, SMEs obtained loan up to 100%
according to their total project cost, which exceeded RM500,000.

3) Soft Loan for SMEs (SLSME)


The SLSME is a scheme loan for start-up enterprises and existing companies including to
support fixed assets and working capital financial.

4) Special Business Financing Scheme for Women -DanaNITA


Increases women’s participation in entrepreneurship activities, empowers existing
women entrepreneurs and increases household income. This scheme loan is under MARA
business financing for entrepreneurship.

5) Business Enhancing Financing Facility Scheme (SPAK)


The scheme was introduced by MARA as additional incentives to help Bumiputera
entrepreneurs affected by the Covid-19 pandemic. The scheme is under the concept of
‘Qardhul Hasan’ or interest-free loan without any profit rate applicable.
