Proof Consultancy Services.

1.0 Objective:
Objective of the proof consultancy services is to act on behalf of the
Department (Kalpasar) to systematically review the Design, Drawings,
Costing, Specifications for the bid documents prepared, possibility of
posing the project for Public Private Partnership(PPP mode) or any
other mode of private funding, provisions in bid documents for PPP
mode funding, with aims to ensure the safe structural design of the
dam and appurtenant works. Recommendations to be sound from the
point of view of safety, economy, functional parameters, aesthetics etc
and supported by robust engineering design for Gulf of Khambhat Dam.

The proof consultant is required to ensure compliances of IS, IRC,


codes of practice or any other standard international codes of practice
where relevant provisions are found lacking in IS and IRC codes.

2.0 Scope of Work:


The proof consultant is required to undertake detailed scrutiny of all
designs, drawings, reports, cost estimates, bid documents for PPP
mode of funding for Kalpasar Department. The scope of work shall
necessarily include but not limited to,

a. Review / critical appraisal of proof checking as per the best


engineering practices
b. Submit comments/suggestions for improvement of the outcome to
the Department, generally within two (2) weeks after receipt of
design/drawings/estimate/documents/draft and final reports
prepared by the PPP agency
c. Recommendations and Certification of the submissions so as to
facilitate the Government in final acceptance
d. Proof consultant shall conduct scrutiny and review of all the studies
related to Gulf of Khambhat Development Project with particular
emphasis on
(i) Alternative designs (Structural analysis and foundation
system) and cost effectiveness with updated technology
considerations and with guidelines of IS, IRC and other
International standards where applicable.
(ii) Demand forecasting
(iii) Designing shall include

1. Investigation data such as Bathymetry,


Geotechnical, Hydrology, water availability,
Topographic survey, Sea water levels and tide
levels, variations in tide levels in post dam scenario,
wind impact, seismic study, Construction materials,
alignment and design of irrigation canals, location
and capacity of pumping stations, command area
demarcation, etc
2. Design components of the dam including spillway
and sluices, approach channel etc
3. Drawings for dam components
4. Construction Methodology as proposed by the PPP
agency
5. Cost estimates prepared by PPP agency
6. Evaluation of benefits of the Gulf of Khambhat
Development Project and revenue generation
7. Economical and financial analysis

(iv) Cost (Investment and operation and maintenance): cost


estimate will be based on BOQ and estimated unit rates
(v) Scheduling including construction schedule

e. Proof consultant shall undertake appraisal of all submission of PPP


agency and communicate their views along with recommendations
for improvement to the Government

f. Proof consultant shall perform proof checking of all design


calculations and drawings including survey drawings for validation,
general arrangement drawings and detail drawings including design
submitted if any. Proof consultant may also have to perform
independent analysis and design calculations of structures and
components of structures.
g. Proof consultant shall have to interact with Government or his
designated entity, or any other authority for collecting additional
information for checking the design basis, design philosophy and
parameters, checking of detailed design/drawings/guidelines related
to them. Proof consultant shall ensure that design and drawings are
in conformity with IS, IRC, MOSRT&H and/or other international
guidelines/specifications applicable and propose for adoption in the
study.

h. The proof consultant shall prepare bid documents for design,


drawings, bills, finance for the proposed billing through operation
and transfer mode RFP , competitive bidding in line with the
guidelines of external financing institution in consultation with the
Government.
