1. Introduction
The Energy Billing Centre (EBC) of Transmission Corporation of Telangana Limited is responsible for
managing energy accounts of power transactions of import and export with respect to intra-state generating
and drawee entities. In order to streamline many of the processes related to preparation of G-T (Generation to
Transmission), T-D (Transmission to Distribution) and other relevant energy statements as per requirement of
TSTransco, EBC has developed a web-based Energy Accounting system.

For preparation of monthly energy statements, one of the inputs is meter readings of interface points. In the
current practice, manual readings are collected and sent to EBC over email on a monthly basis. EBC compiles
this data received from all O&M offices, validates all the data/ readings manually and then prepare the energy
abstracts and loss accounts.

In the new online system, Login IDs and passwords have been created and shared with respective O&M users
for entering readings online from O&M offices and data will be stored in centralized database developed at EBC
for further processing, reporting and generating useful analytics. All the data entered by respective O&M users
will be stored in a safe environment and back up of historical data will also be retained for the purpose of
reporting. The new system has adequate checks in data entry screens to help O&M users to validate boundary
point wise (T-D & G-T) readings of meters before sending information to EBC.

The propose of this user manual is to provide step-by-step guidance to the O&M officials/ data entry users on
the functionalities of new online energy accounting system. This manual would serve as a reference guide for
the end users in understanding the processes of data updation and reporting which are explained through step
by step by procedure along with relevant screenshots.

2. Data Updation by O&M Users

2.1. Opening Web-portal


 The Energy Accounting System is a web based / on-line application which can be accessed using following
links:
Main Link Internal SAP Network 172.31.10.40:8080/

Alternate Link Web Link www.ebc.tssldc.in

 The above links can be opened using any standard web browser like Internet Explorer/ Google Chrome etc.
The web link for accessing web portal is www.ebc.tssldc.in. On clicking this web-link, the Home page of the
application opens up as shown below:

 The login accounts (user id and passwords) are provided by System


Administrator to respective O&M wings. Sharing user id and password
with other users is not advisable as the data entered and viewed by
respective O&M division will be restricted to their division only.

 On clicking “Accounting” link, the user will be taken to Login screen where
user id and password shall be entered. Enter user name and password and
click on Sign In. Upon successful login, the user will be taken to Module
Home Page of respective division as shown below.

2.2. Home page of O&M User
 The home page of O&M user has requisite options and menu links to help end users in navigating or
accessing different features and screens provided in the new system. The name of logged in user will
appear in top right corner of header section. On clicking the link, user can see options for sign-out and
change password.

 It is advisable that after completion of all the


activities in system, the user sign-outs from the
application.

 The user can change the password assigned to


him/her by the System Administrator. The
process of changing password is separately
explained in this document.

 The key activities expected from O&M users in


the new system are categorized in menu links as
shown below:

2.3. Manual Readings Entry
The O&M user will have provision to make entries of monthly readings of all interface points including G-T and
T-D points and sub-station wise auxiliary consumption. The objective is to record all the data/ readings of all
the boundary metering points (feeders / transformers) in the online system which is now manually maintained
at sub-station level.
Apart from entering manual readings, O&M user will have provision to check and validate readings with data of
previous period such as last month and last 3 months and last one year average to compare and ensure that
correct data is sent to EBC for further processing.

Manual Entry of G-T Points


All the O&M Divisions having generating stations( TSGENCO,EHT, CPP ,IPP) in their area of jurisdiction need
to access this screen and submit monthly readings .
Menu link: User Login- Manual- Readings Entry- Interface data entry (G-T)

 Please click on the above link

 Select Month & Year

 Select generating sub-station and click on Add/Edit tab and the name of generating sub-station point
will automatically appear in the list box for the O&M Division along with all the available meters.
Note: The system will have provision to capture and store data of four (4) types of meters including
main meter, check meter, stand-by meter and panel meter. The O&M user will have to provide
readings of all type of meters as per installation/ set-up of meters at a particular boundary
point

 If meter type is selected as “All” then all meters associated with Feeder/ Transformer will appear in the
window.

 If particular meter type is selected only the selected meter will appear for data entry.

 The O&M user will only need to fill-up final readings. The initial readings will be pre-populated from
previous month’s final readings. In case previous month’s data is not available due to installation of
new meter or first time entry, option for filling-up initial readings will be made available.

 In case of computed consumption for any particular boundary metering point, the same shall be
entered in kwH in Corrected Energy Column with specific remarks.

 Final energy in MU will be displayed to the users which would be the sum of calculated energy and
corrected energy.

 Please enter remarks pertaining to that particular point, if any, in the remarks tab.

 Click on “Save” button to send data to EBC Server. A conformation message shall be displayed upon
successful saving of readings in the online system.

 The O&M user can anytime visit this screen and see previously filled-up data as it is.

Manual Entry of T-D Points


Menu link: User Login- Manual- Readings Entry- Interface data entry (T-D)
All the O&M divisions who are responsible for managing monthly readings of T-D interface points of
transmission substations which belong to their area of jurisdiction will need to access this screen and submit
monthly readings.

 Please option the above link

 Select Month & Year

 Select generating sub-station and meter type- the name of transmission sub-station will automatically
appear in the list box for the O&M division.
Note: The system will have provision to capture and store data of four (4) types of meters including
main meter, check meter, stand by meter and panel meter. The O&M user will have to provide readings
of all type of meters as per installation/ set-up of meters at a particular point. In case of non-availability
of any particular type of meter at site, the same may be left blank.

 If meter type is selected as “All” then all meters associated with Feeder/ Transformer will appear in the
window.

 Click on Add/Edit data- this action will show list of all metering points/ feeders as per the details
maintained by EBC system administration for the purpose of accounting.

 The O&M user will only need to fill-up final readings in KwH. The initial readings shall be pre-
populated from previous month’s final readings. In case previous month’s data is not available due to
installation of new meter or first time entry, option for filling-up initial readings shall be open.

 In case of not having 100 % correct data or missing readings for some dates, please enter corrected
energy that shall be added to the calculated energy from the meter readings.

 Final energy which would be summation of calculated energy and corrected energy will be displayed to
the users.

 Please enter remarks, if any.

 Click on “Save” button to send data to EBC office. A conformation message shall be displayed upon

 The O&M user can anytime visit this screen and see previously filled-up data as it is.

Manual Entry of Sub-station Auxiliary Consumption


Menu link: User Login- Manual- Readings Entry- Station Auxiliary consumption
All the O&M divisions need to provide details of auxiliary consumption pertaining to sub-stations in their area
of jurisdiction.

 Please click the above link

 Select Month & Year

 Click on Add/Edit- this action will show list of all auxiliary points

 The O&M user will only need to fill-up final readings in KwH. The initial readings shall be pre-
populated from previous month’s final readings. In case previous month’s data is not available due to
installation of new meter or first time entry, option for filling-up initial readings shall be open.

 In case of not having 100 % correct data or missing readings for some dates, please enter corrected
energy that shall be added to the calculated energy from the meter readings.

 Final energy which would be summation of calculated energy and corrected energy will be displayed to
the users.

 Please enter remarks, if any.

Validate Monthly Readings
Menu link: User Login- Manual- Validate
Even though O&M user is expected to fill-up readings with proper checks and care, the chances of data entry
error may come up. In order to make sure that whatever data is being filled-up and sent to EBC for further
processing is clean and error free, provision for validations of readings based on previous months data is
provided to the O&M user.
In this process of validation, data of selected month is compared with readings of last month, average of last 3
months and average of last 12 months. Difference in % w.r.t. selected month reading is calculated and displayed
to end users so that any abnormality in data or technical error is communicated to concerned officials and
necessary measures can be taken within stipulated timeframe.
Different color codes are used to highlight % difference.

Reports

The data of all G-T (Thermal, CPP, IPPs, and EHTPDs) and all T-D interface points filled-up by the respective
O&M offices is compiled in system for the purpose of reporting at the State level. These reports are prepared by
EBC team after all checks & validations and consideration of all possible scenarios of import/ export in the
state. These reports can be downloaded by O&M user for ready reference.

2.4. Uploading of Meter Files
Apart from sending monthly readings, the O&M user also sends weekly/ monthly raw meter MRI data files
downloaded from the meters installed at interface points. In the current practice, the raw meter data (un-
processed) is sent to EBC over email.
The new system allows O&M user to send this data within system only. This would help O&M user and EBC
user to track of all such uploads and accordingly process the same. In case of any missing data, EBC user
can send feedback to O&M user which can again attended by O&M user for necessary action.

 The user is expected to zip all the raw meters files of a location/ period and upload using above screen.
While uploading the data from field offices, what type of data O&M office is going to send to EBC. The
O&M user can send following data to EBC
o MRI data – raw meter files
o Data other than MRI data – manual readings
o Any other data
 Please select data belongs to : (1) T-D Interface points (2) Generation (2)

 Note: this would help EBC user to track category wise uploads done by respective O&M users.

 Select Time period for which data is available in zipped file.

 Click on “Submit” button to upload data to EBC server. Once uploaded, confirmation message shall be
displayed on screen.

 Once this data is uploaded on EBC server, respective team at EBC downloads this data, coverts into
readable formats for further processing. The status on uploaded file by O&M user will be updated by
EBC user and that will be visible to O&M user.

 The status wise report of all remotely uploaded files shall be visible to O&M user.

3. Change Password
 Click on “Change Password Link under Profile section”.

 The password can be modified once a particular user is


authenticated.

 Enter the new password and retype the new password in


the box against Confirm password and press Save.

 It is recommended that you use a password that you can


easily remember.

 The details will be saved in the system and a


confirmation message will be displayed on the
screen: Password Changed Successfully.

 On click of the Ok button the user will be navigated to


the Home page.
