Queen’s Invitational 2010


Men’s and Women’s Ball-Hockey Rules
SECTION I: GENERAL RULES AND REGULATIONS

These rules are a draft only. The final set of rules will be posted on
the website as of April 15th, and will also be available for viewing at
the registration table as well as at the appropriate sport venue.
PERSONAL AND TEAM CONDUCT

1. Participants are required to represent themselves and their respective schools with
respect and dignity.

2. Any team or individual involved in destructive or negative conduct at Post‐Secondary


Games 2010 events or venues, including hotels, will be ejected from the tournament at the
discretion of the Advisory Committee. Spirit Deposits may also be forfeited.

3. For a list of all on court violations leading to suspension or disqualification, please refer
to the Registration Package.

4. The Advisory Committee reserves the right to disqualify any team based on the behavior
of any given team member of that particular team.

CHECK-IN PROCEDURES

1. A representative from each team (coach/captain) is required to check‐in at the score


table prior to each game. Here they must fill out game roster sheets fully and accurately.

2. Each member of the team is required to hand in provided lanyards with their student
card and Spirit Deposit Coupon to officials at the score table prior to the game. An
individual who fails to do so is defined as INELIGIBLE to play in that game. Failure to
comply will result in a FORFEIT and the loss of half the Spirit Deposit ($10).

STARTING TIME OF GAMES

1. All teams are required to be at their games five minutes prior to start time.

2. All games will start on time.

3. A late team will be given a grace period of five (5) minutes past the scheduled start time,
which will be deducted from the total playing time.

4. If a team fails to meet the minimum number of players, as per sport specific rules (below),
after the grace period, the team will be required to default and a win will be awarded to the
opposing team.

5. If both teams are late, both will default and no points will be awarded.

6. Teams defaulting a game for any reason will have half their Spirit Deposit forfeited.
COACHES AND CAPTAINS

1. Each team must have a designated captain.

2. Referee’s decisions are final.

3. Only captains and coaches may address a referee with concerns. The captain/coach is
expected to be courteous and respectful. Any verbal abuse or physical contact with a referee
will result in ejection and will be reviewed by the Advisory Committee.

4. Captains and coaches are expected to know the rules and abide by them. They must also
make sure all team members are aware of the rules and their consequences.

SECTION II: THE GAME

PLAYERS

1. Each team must have a minimum of six (6) players in uniform. Failure to do so shall
result in a defaulted game.

2. If a team has 6 players, but no goalie, a runner can assume the goalies position.

3. It shall be the responsibility of the away team to make alternate sweater arrangements
when there is a conflict between two team colours.

4. Each player must wear matching colours to be eligible to play.

5. If a goaltender is replaced through injury, then a one‐minute warm‐up time will be


allowed for an alternate. In this situation, if no alternate is dressed, 2 minutes will be
allowed to dress a new goaltender.

6. If a goaltender is ejected from the game with no substitute dressed, the team will be
permitted up to three minutes to dress a substitute and will be charged with a time out.
No warm up time will be allowed in this case.

EQUIPMENT

The following equipment is mandatory in all games:

a) Helmets (CSA Approved)


b) Hockey or lacrosse gloves (CSA Approved)
c) Matching colored sweaters/jerseys
d) Running shoes
e) Goaltenders may wear shoes offering more instep and toe protection
The following equipment is optional, but highly recommended:
a) Visors or full cages
b) Elbow pads, which if used, must be worn under the sweater.
c) Hockey or soccer shin guards
d) Mouth guards, internal or external.
e) Knee pads (volleyball or basketball), which may be worn over or under the
sweatpants.
f) Protective cup, which must be worn under the sweatpants.
g) Hard shin pads that run down the leg must be worn under the sweatpants.
h) Shoulder pads are PROHIBITED.
i) Sticks may be made out of wood, aluminum or composite ONLY. There is no stick
curvature rule. Plastic attached blades are NOT PERMITTED.
j) All goaltenders must wear a CSA approved helmet and facial protectors. Goaltenders
will not be permitted to play without the proper equipment.

GAME TIMES

Games will consist of two twenty three minute running time periods for all games. The last
two minutes of second period will be stopped time if the goal difference is within 2.
Automatic icing and floating blue rules will be in effect. All game times will start as
scheduled. If, for any unforeseen circumstances the schedule is delayed, games will start
with 5 minutes of the end of the preceding game.

Round robin games finishing in a tie after regulation time will go into a shootout. Teams will
select three shooters each for the shootout. If tied after 3 shooters an additional shooter
from each team will shoot to break the tie. The winning team of the shootout will receive 2
points; the losing team will receive 1 point.

Playoff games finishing in a tie after regulation will go into a 10 minute sudden death
overtime period. If tied after the overtime period, the game will go into a shootout. Teams
will select three shooters each for the shootout. If tied after 3 shooters an additional shooter
from each team will shoot to break the tie until a team is victorious. Players cannot be
repeated until all players in uniform for that game have shot, at which point the shootout
order will roll over.

DANGEROUS PLAYING CONDITIONS

With respect to dangerous playing conditions, the decision of whether to begin or continue
a game is solely the decision of the referees. The Commissionaire shall reschedule a game
postponed for any reason at the earliest possible time prior to the end of the round robin. If
more than one half remains to be played, then the entire game shall be replayed. If less than
one full period remains to be played, then only the unfinished portion of the game shall be
played.

DEFAULTS

1. If a team fails to appear with a minimum of five players within two minutes past the
scheduled start of the game, they will default the game to the opposition. Defaulted
games will result in a one point deduction from the overall team standings per game
defaulted.

2. The winning team in a defaulted game will be given 2 points and a 1‐0 victory or the
score that stood at the time of default if the non‐defaulting team was ahead at the
time. The goal and the shutout will be counted in the team’s statistics.

3. The team awarded the win for the defaulted game may use the remaining time and
rink facility time for practice purposes. Members of the defaulting team can remain on
the floor only with the permission of the winning team.

4. Defaulted games shall be counted in the duration of a suspension.

STARTING TIME

All games must start on time. A team will be given five (5) minutes grace period past the
scheduled start time, however if a team chooses to use this grace period, they will be
charged with a 2 minute delay of game penalty at the start of a game. A team can start with
five (5) players at the scheduled start time with no penalty being assessed. If the team is still
not ready to start after the five‐minute grace period, then the team will be required to
default the game. The game will be recorded as a 1‐0 loss. A sixth player must be ready to
play by the five minute mark – or a team will forfeit the game.

Team defaults will result in a one (1) point deducted from their overall team standings per
game defaulted.

If both teams fail to start on time and use the five‐minute grace period, then coincidental
minors will be assessed to both teams. If both teams end up defaulting the game, both teams
will incur a 1‐0 loss, and one‐point deductions from their overall team standings.

TOURNAMENT STANDINGS

In round robin play, standings shall be decided on the point system:


1. 2 points for a win or shootout win
2. 1 point for a shootout loss
3. 0 points for a loss

Tie breaking procedures will be used whenever necessary – in Tournament Standings.


These procedures are as follows:
1. points

7. shoot‐out
i) Three shooters from each team. The highest over‐all score from the five
shooters wins
ii) If there is still a tie, the remaining players shoot for a sudden death win

GAME SPECIFIC RULES

ALCOHOL/BANNED SUBSTANCES CONSUMPTION

Alcohol, smoking and/or other banned substances are PROHIBITED and are not to be
consumed or used in the dressing rooms or anywhere in the arena or surrounding areas.
Failure to comply with this rule will result in the expulsion of the player(s) from the
Tournament and possible suspension of the team(s). A referee may eject a player/team if, at
his/her discretion, he/she deems the player/team to be under the influence of alcohol or
illegal substances.

ATTEMPTED INFRACTIONS

A minor/major penalty can be assessed to any player who attempts to up‐end an opponent
and missed (e.g. attempted boarding, slashing, tripping, etc).

BOARDING AND BODY CONTACT

A major penalty shall be assed to any player who intentionally checks an opponent into the
boards. A minor or major penalty will be assessed to a player who intentionally bodychecks
an opponent. Body checking is NOT PERMITTED in this tournament – including but not
limited to “one step” checking.

CHECKING FROM BEHIND

A minor or major penalty shall be assessed to any player who hits or pushes an opponent
from behind or from the side.

Where a player is high‐sticked, cross‐checked, bodychecked, pushed, hit or propelled in any


manner from behind into the boards or goal net, in such a way that the player in unable to
protect or defend himself, a MATCH PENALTY WILL BE ASSESSED.

STICK INFRACTIONS

***Every player is responsible for his or her own stick and the refs will use their
discretion in assessing penalties for stick infractions.

A minor penalty shall be assessed to any player who contacts the ball above the normal
height of the shoulders. Referees are instructed to blow the whistle immediately when the
ball is contacted with a high‐stick and assess the penalty. A goal scored from a high stick
shall not be allowed.

An automatic double‐minor or major penalty will be assessed to a player for all stick
infractions. If a stick infraction leads to drawing blood, a major penalty will be assessed. If
an injury results, a game misconduct will also be assessed, at the ref’s discretion.

BALL IN PLAY

The ball must be kept in motion at all times of play. The referee may issue a two‐minute
minor delay of game penalty for intentional “ragging” or “freezing” of the ball.

COINCIDENTAL PENALTIES

In cases of coincidental penalties, both teams will be allowed to replace the penalized
players. Penalized players serving coincidental penalties may not return to the playing
surface or team bench – until there is a stoppage of play following expiration of their served
time.

LINE CHANGES DURING AN ALTERCATION

Teams are not permitted to make a line change during an altercation until the referees have
gained control of the incident and the referees have clearly indicated that a line change is
permitted. A game misconduct penalty will be assessed to a player(s) who disobeys this rule
once notified by an official.

SUSPENDED PLAYERS

A suspended player or team official must not interfere in any way with the playing of the
game or disrupt any Tournament Official in carrying out their duties. SUSPENDED PLAYERS
MAY NOT OCCUPY SPACE ON THEIR TEAM BENCH DURING THEIR TEAMS’ GAMES.

TIME OUTS

Each team shall be allowed one thirty second time‐outs per game.

FINES, PENALTIES AND SUSPENSIONS

Cumulative Penalties for Individuals:

Any player incurring twenty (20) minutes (accumulated time in records) in penalties during
the tournament – including playoffs ‐ will be assessed an automatic One (1) game
suspension. A further accumulation of twenty (20) minutes will result in an automatic
tournament suspension. The total accumulative time continues into the playoffs.
All suspensions must be served in their entirety, even if it goes into the playoffs.

** It is the responsibility of the team to ensure that a player who incurs a suspension
does not play for the duration of his suspension. Failure to comply with this
regulation shall result in a forfeited game(s) and possible suspension of a team.

Any player who is ejected from the game must leave the surface and bench
immediately. Failure to do so can result in a tournament suspension.

FORFEITS/ILLEGAL PLAYERS

If a team is found playing an illegal player then any game(s) that he appeared in will be
forfeited to the opposition. The team will lose one point from their overall standings per
illegal game played.

In addition, a forfeited game will result if during the course of a game, a team does not a
minimum of 6 players able to continue to play.

GAMESHEETS/PLAYERS ARRIVING LATE

The game sheet template will be provided prior to the tournament. The names of all
suspended players must be printed in full where indicated on the game sheet and the point
in time and duration of their suspensions. Any doubt or questions regarding any penalty or
information listed on the game sheet should be clarified with the timekeeper immediately
following the game.

UNNECESSARY NUISANCE

A minor or misconduct penalty shall be assessed to any player who creates a nuisance of
himself or tries to incite or taunt an opponent (e.g. banging his stick on the floor or boards
when an opponent draws a penalty).

PROFANITY

A minor or misconduct penalty shall be assessed to any player using profane language
towards any player or referee. Players and teams are expected to conduct themselves at all
times in a respectful manner while in the arena or on surrounding arena property. Players
and or teams in violation may face a fine and/or suspension.

REFEREES

The referees are at their sole discretion to assess any penalties, as they deem necessary. The
Tournament Executive will have no say to the penalties administered by the referees during
a game. All referees will fill out an incident report form after an altercation involving fines
and suspensions. This report will be the primary element used in determining the player(s)
final outcome.

DISCIPLINARY ACTION, SUSPENSIONS and APPEALS

All disciplinary action will be conducted based on the PSG 2010: Queen’s Invitational
Executive Board and commissioner based on incident reports. All actions are final and no
appeal process will be allowed upon final decisions.
