INTRODUCTION
Public Works Department is one of the

most oldest Government Departments of the
Government of Tamil Nadu having more than
150 years of historic record. This
Department executed most of the prestigious
Building construction projects throughout the
State. The important activity of this
department is creation of public buildings and
monuments.
Public Works Department, Buildings

Organisation functions as the parent
department for all other Engineering
Departments. Public Works Department is
playing very important role in creation of
buildings for various Government
Departments with Technical and Architectural
value and carrying out the maintenance and
renovation of the Government buildings.
1.0. ACTIVITIES
The activities of PWD, Buildings Organisation
starts with meticulous planning, architectural
drawing, economical design and flawless
execution of building projects for Government
Departments by adopting most innovative
methods.
OTHER ACTIVITIES
 To undertake plan scheme works based on the
allocation of funds to the Member of Parliament
and Member of Legislative Assembly towards the
constituency development works.
 In order to conserve Heritage Buildings through

ancient methodology by renovation, restoration
and preserving the Architectural, Archaeological
and Historic Values.
 Maintenance such as regular, Periodical and

essential works for the Secretariat, Raj Bhavan
Buildings at Chennai and Udhagamandalam,
Hon’ble Ministers, Hon’ble Judges and VVIP’S
Bungalows, Inspection Bungalows, Circuit
Houses and all Government Buildings.
 Construction and Maintenance of

Manimandapam, Memorials & Monuments.
 Preparation and valuation of buildings based on

the demand by the Judicial and Vigilance and
Anti-Corruption Departments.

 To undertake internal and external electrical
works and maintenance works in Government
Buildings and Government Campus.
 Revision and fixation of plinth area rates,

standard schedule of rates and plinth area rates
for rental valuation for each year.
 To issue approval to the Quality of the crushed

stone sand, manufactured by the sand
manufacturing units as an alternate to natural
river sand in order to preserve environment.
 Issue of Structural Stability Certificate for various

Public Buildings such as Schools, College
Buildings and Cinema Theatres.
 Issue of Reasonableness of Rent Certificate for

Private Building occupied by the Government
Offices and for Government Buildings.
 To extend Technical guidance / training to the

students from more than hundred Engineering
Colleges for enriching their technical knowledge
and growth.
 To undertake works of erection of stage,

Barricading arrangements, towards lighting and
Sound arrangements, providing helipad and
issue of Stability Certificate. Electrical works
execution for all Government functions & VVIP
Visits.

2.0. ARCHITECTURAL WING
Architectural Wing evolves preliminary drawings,
detailed plans, elevations & cross sections for
construction, considering the utility aspects of the
buildings such as office, educational, medical
and residential purposes etc. as per the standard
norms.
The architect wing is the competent authority for
architectural drawings / plans of the drawings
and walk through if necessary. The architect
wing adds creativity and artistic elements to the
building by understanding the limitations and
potential of the site, financial targets, realizing
different technical difficulties and predicting
future expansion opinions and technical ideas
and focusing on the aesthetic factors, cost
estimation, timescale of the project, barrier free
environment, reduction consumption utilizing
energy and consuming more natural resources
etc the drawing are evolved by the architect. It
also included rendering of floor plan, site plan,
the elevation and isometric views apart from 2D
and 3D views.
3.0. PLANNING AND DESIGN CIRCLE

The foremost essential role of PWD, Planning
and Design wing is preparing nominal /
appropriate structural drawings for Building
execution in compliance to the Indian Standard
Code with trending technology utilizing the
technical knowledge and practical skill acquired
over decades.

3.1. TAMIZHAGA ARASU BUILDING RESEARCH
STATION, CHENNAI
In pursuance of providing priority to prime
construction materials used in Building
construction works, Tamizhaga Arasu Building
Research Station, Chennai is issuing enhanced
technical proficiency, Research & assessment of
construction materials quality of approval for
construction material products.
3.2. BUILDING CENTRE AND CONSERVATION

DIVISION, CHENNAI
In order to preserve and conserve the Heritage
Structures and Archaeological Buildings, the
Building Centre and Conservation Division deals
with Renovation and restoration of the distressed
Heritage Structures without changing the Historic
values and Aesthetic looks by adopting the
ancient construction methodology by involving
the original natural products for adding more
value to Heritage Buildings.
3.3. QUALITY CONTROL DIVISION
Quality Control Division will facilitate the process
of establishing a centralized Quality Control
system in Buildings Organisation.
The Quality Control Wing is necessary to

maintain uniformity in the quality control
measures, systems and procedures, so as to
ensure easy monitoring and control.

Quality Control is the regular inspection system
to ensure that the construction of project meets
the standards specified in the contract. Quality
Control personnel perform the testing and
compare the result to the specification
requirements. Quality Control includes the
following,
 Setting up the standard for construction
 Checking the deviation from standard
 Taking action to correct or minimize the
variation
 Improvement of the standard
In almost all the central and public sector

organizations quality control wing is functioning.
The benefits of Quality Control wing in Buildings
Organisation and Public Works Department
ensures uniform quality, reduced expenditure in
maintenance works, elimination of reworks, etc.
Presently the Quality Control (Building
Organisation) functions with 3 Divisions, 12 Sub
Divisions and 46 Sections.
This wing conducts surprise checks / inspections
at the project sites during various stages of
execution collect samples from the site and
conduct test such as Compressive Strength Test,
Fineness Modulus and Sieve Analysis for Fine
and Coarse Aggregates and for Concrete, test
relates to Bricks etc. and the same has been
reported to the respective offices and also taking
followup action in this regard.

4.2. MAINTENANCE OF GOVERNMENT
BUILDINGS
4.2.1. PWD BUILDINGS
In the Budget Estimate for 2020-2021 under
Public Works Department – Buildings, Demand
No.39, an amount of Rs.93.93 Crore is allotted
towards maintenance and repair works in
Government Bungalows occupied by the Hon’ble
Ministers, Inspection Bungalows, Circuit Houses,
Public Works Department Office Buildings and
Government Staff Quarters.
4.2.2. OTHER DEPARTMENT BUILDINGS
In the Budget Estimate for 2020-2021 under

other Demand Heads, an amount of
Rs.291.70 Crore is allotted towards maintenance
and repair works in the Hon’ble Governor’s
Bungalow, Secretariat Buildings, High Court
Buildings, District and other Subordinate Court
Buildings, Government Bungalows occupied by
the Hon’ble High Court Judges, M.L.A. Offices,
Hospitals, Medical Colleges, Primary Health
Centres, Health Sub Centres, Schools, Revenue
and Disaster Management Department
Buildings, Agriculture Buildings, Registration
Office Buildings and other Government
Buildings. The works are to be taken up on
priority basis.

5.0. SUSTAINABLE DEVELOPMENT GOALS (SDG)
At the United Nations Sustainable Development
Summit on 25th September 2015, the
193 Member States adopted 17 Sustainable
Development Goals (SDGs) otherwise known as
Global Goals build on the Millennium Development
Goals (MDG) with 169 targets.
The buildings constructed by department are in line

with the Sendai Framework for Disaster Risk
Reduction 2015-2030, which looks at inclusion,
resource efficiency, mitigation & adaptation to
climate change and resilience to disasters.
Preservation of Heritage Buildings by renovating
and restoring without damaging Architectural,
Aesthetic, Historic and Archaeological values
address the targets of Goal 9 (Industry, Innovation
& Infrastructure) and Goal 11 (Sustainable Cities
and communities).
9.1. Develop quality, reliable, sustainable and
resilient infrastructure including regional and trans-
border infrastructure to support economic
development and human well-being with a focus on
affordable and equitable access for all.
11.4 Strengthen efforts to protect and safeguard
the world’s cultural and natural heritage.
SDG Unit formed in Public Works Department vide

G.O. (Ms) No. 36, Public Works (I.Spl.)
Department, dated 25.01.2020 is to set up systems
and mechanisms for enabling focus to be brought
for achievement of SDGs.

6.0. RESTORATION AND RENOVATION OF
HERITAGE BUILDINGS
Restoration and Renovation of heritage buildings
is a big challenge for Public Works Department.
The causes of damage and decay, on the basis
of the acquired data based on Historical analysis,
qualitative analysis and quantitative analysis are
identified. Possible defects related to Historic
Buildings may be due to the following reasons:-
 Climatic change
 Air pollution
 Maintenance issues
 Environmental factors
 Temperature fluctuations
After a detailed study on traditional materials,

construction techniques and using skilled
technicians the works are being carried out in
Heritage buildings.
Adopting the above said measures PWD

Buildings Organisation executes the renovation
and restoration of heritage buildings in the most
successful manner which has been well
recognized and appreciated.
7.0. RAIN WATER HARVESTING

Considering the importance of rain water
harvesting, intensive steps are taken by this
department since the year 2002. The various
methods of rain water harvesting are

communicated to the field engineers through
circulars from this office with the initiatives from
this department.
In 50,601 Government Buildings, 62,855

numbers of Rain Water Harvesting Structures
have been provided by PWD.
The Government Buildings are fully equipped

with Rain Water Harvesting Structures. For the
new Buildings constructed from the year 2014
the rain water harvesting structures are included
as a mandatory arrangement in the Estimate
itself.
The existing structures are often checked and

maintained in a regular interval for effective rain
water harvesting.
8.0. M-SAND
Manufactured Sand otherwise known as
Crushed Stone Sand identified as an alternative
to River Sand. M-Sand when produced by
proper machines can be used as a better
substitute to river sand. Since,
M-Sand does not have organic impurities, can be
used directly without any wastage. The superior
shape and gradation of M-Sand ensures high
strength concrete. Hence, the M-Sand is
promoted as an alternative to river sand with the
following objectives:-

 To prevent damage to environment by
rationalizing the use of river sand in a
conserved manner.
 The use of M-Sand as an alternative to

river sand, reduces the increasing
demand of river sand for domestic
consumption as well as the scarcity of
sand.
 To meet out the deficit in demand and

supply situation of sand in the State.
 To encourage the Micro, Small and

Medium Enterprises Sector in setting up
of manufactured sand units across all
districts, to generate employment and
effective utilization of resources.
Proposed steps for promoting M-Sand
For promoting the use of M-Sand, PWD,

Buildings Organisation is issuing Certification
based on the eligibility by making inspection and
ascertaining the standards maintained by the
Industry. Advertisement is also issued in the
interest of public. PWD is also taking all effective
steps to promote usage of M-Sand to ensure
eco-restoration.

9.0. SCHEDULE OF RATES
Every year, the Standard Schedule of Rates are
finalised by the Schedule of Rates Committee
and communicated to all the Government
departments through PWD for adoption in the
estimates for various construction projects and
taking decision on the tenders.
Para 116 of Tamil Nadu Public Works

Department Code stipulates that, ‘the Schedule
of Rates should be prepared on the basis of
rates prevailing in the locality and as it is used for
the important purpose of preparing estimates
and is also used as a guide in setting rates in
contract agreements, necessary analysis of the
rates for each description of work and the
varying conditions, the cost should be given as
far as practicable”.
Upto the Financial Year 2000-2001, the

Schedule of Rates were updated by the
Superintending Engineers of Territorial Circles.
Thereafter, as per the suggestion given by the
High Level Committee, a separate Committee
was created in G.O.(Ms).No. 555, Public Works
(G2) Department, dated 17.11.1999 and also in
subsequent Government Orders for the annual
preparation and revision of Schedule of Rates
comprising its Members, namely (1) Engineer-in-
Chief, Water Resources Department and Chief
Engineer (General), PWD, Chennai-5, (2) Chief
Engineer, Water Resources Department, Design

Research and Construction Support, Chennai-5,
(3) Representative of Finance Department in
Government, Secretariat, Chennai-9,
(4)Engineer-in-Chief (Buildings) and Chief
Engineer (Buildings), Chennai Region, PWD,
Chennai-5 and (5) Director General, Highways
Department, Chennai-25.
The above Committee after detailed study and

analysis regarding revision of Schedule of Rates
in various taking into consideration prevailing
market rates, Wholesale Price Index released by
the Reserve Bank of India / Office of the
Economic Adviser, Ministry of Commerce and
Industry, Government of India and also
Consumer Price Index released by the Labour
Bureau, Government of India and then finalise
the Schedule of Rates for every year.
Schedule of Rates are adopted by other

Engineering Departments, Boards, Greater
Corporations, Corporations, Municipalities etc.,
for adoption in the estimates for arriving at the
department value put to tender for all the
construction works executed by them.
Based on finalisation of Schedule of Rates for

every year, the Plinth Area Rates for the
preparation of Rough Cost Estimates in
Construction Schemes are prepared by the
Public Works Department. The Plinth Area
Rates for preparation of Rental Valuation are

adopted for valuation of rent by PWD and
Collection of Stamp Duty by Registration
Department.
10.0. CREATION OF BARRIER FREE
ENVIRONMENT FOR THE DIFFERENTLY
ABLED PERSONS
For implementation of the Persons with
Disabilities (Equal opportunities, Protection of
Rights and Full Participation) Act, 1995 in
respect of Creation of barrier free environment in
construction and maintenance works in all
categories of buildings and facilities used by the
public for making accessible to and functional for
Differently Abled Persons following the general
guidelines and space standards for barrier free
built environment.
The goal of barrier free design is to provide an

environment that supports the independent
functioning of individual so that they can get to
and participate without assistance, in everyday
activities.
PWD provides the following facilities in existing

building and newly constructed buildings:-
Signage
Signs shall be provided at junction of circulation
routes and key destinations such as doorways at
reception points, toilets, drinking water facility,
etc.

A clear indication of the existence of steps or
ramps on route shall be provided at both ends of
the route.
Accessible Entrance
Accessible identification signage to identify the

accessible entrance should be provided.
Difference in floor finish that is identifiable by

visually impaired persons at the door entrance
and proper tactile tiles shall be provided.
Ramp
Every building should have at least one entrance

accessible to the differently abled persons and
shall be indicated by proper signage.
Ramp shall be finished with anti-skid tiles to

enter the building.
Toilets
Toilets Floor finishing with anti-skid surface

without any level difference.
Light weight PVC door should be provided as a

sliding door.
Provision of vertical and horizontal hand rails.

The toilet bowls should be preferably as a stool
type.
The toilet bowls must have a handrail installed.
Also an indication must be provided on the

outside of the wall to show that the toilet is
occupied.
Lift
Lift shall be provided in every building.
A hand rail shall be fixed adjacent to the control

panel of the lift.
The interior of the car shall be provided with a

audio device telling which floor the car has
reached and whether the door of the car is either
open or close.
Braille / Raised Letters for Visually Impaired

persons.
