The total departures from Greece for the quarter June-July-August 2020 reached 2,735 people (5.4% increase compared to the
corresponding period of 2019). The arrival flows for the last quarter of 2020 were 2,076 people, recording a decrease of 89%
compared to 2019. Thus, for the first time, more departures were recorded compared to arrivals. Transfers during summer
increased by 534% compared to the corresponding period of 2019. Pending asylum decisions (first and second degree)
decreased by 3.1% in August compared to July. Today, a total of 95,284 decisions are pending, compared to 138,653 in
December 2019, i.e. a decrease of 31.3%.

Ι. Arrival flows
An increase in the arrival flows to Greece observed for the month of August (+ 88%) compared to July.
Comparing the last quarter of 2020 (June-August) with the corresponding period of 2019, total arrivals decreased by
89%.
Transports from the islands to the mainland in August 2020 amounted to 3,028. From the beginning of the year the
total transports reached 25,222. It is pointed out that for the whole of 2019 the transports had reached 21,504. That
is, only in the first eight months of 2020, the number of transports made from the islands to the mainland, exceeded
the total of all transports made last year within 12 months. Also, in August 2020 compared to August 2019 transports
increased by 238%.
It is pointed out that the increase of transports from the islands to the mainland for June-August 2020 to the
corresponding period of 2019 was 534%.

On 31/8/2020 there were 23,869 residents in island RICs, compared to 26,132 on 31/7/2020. The difference between
the end of August and the end of July 2020 was -9%. The difference between 1/1/2020 and 31/8/2020 amounted to
-38%.

The decrease of all residents on the islands continued for August 2020 (-7% compared to July). Specifically, the total
reduction from 1/1/2020 to 31/08/2020 was -34.35%.

For the first time the balance of departures-flows is positive, i.e. more people left the country than came in the quarter
June-July-August 2020. In the period June-August 2020, the departures from Greece to third countries outside the EU,
as well as to European Union member states are the following:
• 1.125 forced deportations and returns of third country nationals, based on agreements of the European
Union and bilateral agreements of our country.
• Returns under the EU - Turkey Joint Declaration have not been made since March due to Covid-19. It should be
noted that despite the lifting of the measures for the pandemic, from 01/06 the requests of missions-returns
of the Greek authorities have not been answered.
• 450 voluntary departures through IOM.
• 195 voluntary departures of immigrants from our country to their countries of origin.
• Under the Dublin Regulation, 493 transfers have taken place to Member States of the European Union.
In total, for the quarter June-July-August, 2,735 people left the country (659 more than those arrived during the same
period). It is pointed out that for the corresponding period of 2019, the departures were 2,596 and the flows 18,519.
For the last quarter of 2020 there was an increase of 5.4% in departures and a decrease of 89% in flows. Since the
beginning of the year, 5,750 people have left the country.

The Government’s goal is the equal and fair distribution (1%) of asylum seekers in all the Regions of the country, with
the exception of the first reception points. There was a general decrease in most regions. It is pointed out that the
decrease throughout the country compared to 31/12/2019 (total 92,838) was 10,400 people in total (decrease of
11.2%). The distribution on 31/8/2020 follows.
VI. Asylum Decisions and Pending Decisions of 1st & 2nd Degree
Pending asylum decisions (first and second degree) decreased by 3.1% in August compared to July. Today, 95,284
decisions are pending compared to 98,356 in July. Total pending decisions in August 2020, in relation to December
2019, have decreased by -31.3%. It is noted that for the quarter June - July - August 2020, first degree asylum decisions
increased by 109% compared to the corresponding period of 2019.

According to the statistics of the National Center for Social Solidarity (EKKA), the number of unaccompanied minors
had increased by 42% during one year (December 2018 - December 2019). The highest number of unaccompanied
children was recorded in the first fortnight of February 2020, when it reached 5,424 children. From the second
fortnight until today, there has been a significant reduction in the number of unaccompanied children in the country.
General Conclusions:
• Reduction of the number of unaccompanied children living in the RIC of the islands, at a rate of 54% in the
period February-August 2020
• Zeroing of the number of Unaccompanied Minors who lived outside the RIC in Moria (it is noted that on
30/11/2019 there were only in the RIC of Moria more than 1.200 Unaccompanied minors, most of whom lived
outside the RIC).
The number of unaccompanied minors in the Reception and Identification Centers decreased by 960 children (54%)
during the six months February - August 2020. These unaccompanied children were placed in accommodation
structures or transferred to other EU Member States as part of the Voluntary Resettlement Program or the completion
of the family reunification process. The Special Secretariat for the Protection of Unaccompanied Minors makes every
effort to secure additional places in long-term accommodation structures. This effort is evident from the fact that the
places provided by the long-term accommodation structures increase by 30% during the reference period (November
2019 - August 2020).
Helios is a Greek integration program for beneficiaries of international protection, funded by the European Union. The
purpose of the program is to promote the independent living of the beneficiaries which is implemented:
The Ministry of Immigration and Asylum monitors the implementation of the Program, which is implemented by the
International Organization for Migration.
From 16-07-2019 until 28-08-2020, 14,761 people have registered in the program, while 4,445 recognized refugees
receive financial assistance for renting a house. In August, another 820 new leases were added to the housing
component of the "Helios" program. At the same time, 1,719 beneficiaries of international protection have enrolled
in the integration courses and 1,570 people are attending counseling seminars on work-oriented issues.
