DISTRICT YOUTH PARLIAMENT
District Youth Parliament is a re-enactment of the procedures followed in the National/State Legislative
Parliament/Assembly. The simulation aims at making participants understand and analyze the concept
and procedures governing the functioning of legislature. The program also aims at creating awareness
and opportunity for brainstorming among the group of participants, regarding day to day functioning of
Legislature, conducting background research on the topic provided for deliberation and to develop the
skill of articulating their opinion in the District Youth Parliament.

BACKGROUND
About the District: Khammam, is a part of Telangana State, the district shares boundaries with
Suryapet, Bhadradri Kothagudem, Mahabubabad Districts and East Godavari District of Andhra
Pradesh. As per 2011 census, the total population of the district is 27,97,370. It accounts for 3.3
percent of the total population of the state. The male population of the district is 13,90,988 and this
forms 49.72% of the district and 3.2 percent of the state male population. Similarly, the female
population of the district is 14,06,382 and this form 50.28% of the district and 3.3 percent of the state
female population. The District has 379 Grampanchayats and 21 Administrative Blocks.

OBJECTIVE
The objectives of conducting District Youth Parliament are;
 Developing an understanding of the concept and practices of ‘Democratic Youth Participation’
thereby enhancing young people’s participation in political and civic life at community and
national levels
 Enabling the participants to learn essential democratic skills, including citizenship and
volunteerism;
 Empowering the participants with the tools required to increase their participation in the public
sphere through Youth Parliaments.
METHODOLOGY
 Date of District Youth Parliament: 20th October, 2020
 Venue of District Youth Parliament: Online (Zoom Video Conferencing Web Platform)
 Identification of participants: 40 Young Participates, with Half of the Participating belonging to
SC, ST and other socially marginalized communities with 40% overall representation of the
women.
 Resources required for training and orientation of the participants regarding basic structure of
Youth Parliament: Centralized IEC material, including e-posters on DYP, Resource person to
guide Youth in online DYP training.
 Identification of local issues affecting the district: In Khammam, Unemployment,
Malnourishment and increasing drop-out rates among children going to school are the key
issues confronting the Youth of the District;
o The Labor Force Participation rate in Khammam is 709, while women account to mere
589 (According to Annual Report of Directorate of Economics and Statistics,
Government of Telangana for 2019). The unequal participation in the labor force with
overall 10% of unemployment rate in the District, Women are provided with less
opportunities to participate in the workforce, thereby, rendering them dependent on
the traditional support.
o According to National Sample Survey Office, Education 71st Round, ‘In Khammam less
than 60% students were there in school till class 10’. Dropping out after class VIII is
highest in Khammam district where nearly half of the students drop out after the
completion of this class and the dropout rate is higher from government institute i.e.
95% drop out in Khammam was from Government institute. There is high proportion of
dropout in Khammam due to domestic activities. Khammam District is home to 27.4%
of the population belonging to Scheduled Tribe and 16.5% belonging to Scheduled
Castes, the children belonging to Scheduled Tribe population engage in the family
occupation as early as 15 years as Education is not considered as reliable trade off
against helping increase family livelihood.
o In Telangana, before the reorganization of districts, the highest number of women with
anemia (71.2%) were reported in Khammam district. According to Demography and
Health Survey – 4 of 2012-2013, “Persons (20 years and above) having anemia in urban
area is 63.7 and rural area is 69.6” in Khammam. Prevalence of anemia among pregnant
women (15-49 aged) is 73.3 in urban areas and 76.7 in rural areas.

WHAT IS THE DESIRED OUTCOME?

Major outcomes expected from organizing District Youth Parliament in Khammam District are;
1. Increased ability of the Participants in understanding and analyzing the functioning of
Legislative institutions, thereby understanding the significance of democracy, the
constitution and responsible citizenship.
2. Understand the role of Public Representatives in conveying local issues and their viewpoints
on the bills proposed, thereby participants are expected to be thoughtful in electing their
representatives and should explain and aid their public representatives on the issues of
concern in the local area.
3. Increase tolerance and be able to accommodate the viewpoints and ideologies those are in
direct contrast or are varying from the viewpoint and beliefs of the participant.
4. Participants are expected to develop the skill of analyzing and conducting background
research on any issue/topic as they research and articulate on the topic that is provided to
them for deliberation in District Youth Parliament.
5. Increased willingness of the participants, especially those belonging to Marginalized Genders
and Communities, to analyze and speak up on the issues confronting them/ of their concern

TIMELINE:

Description of Work Start and End Dates

Provision of Concept note, with reading material on themes to be 06th to 10th Sept., 2020
discussed. Feedback for modifications examined and final concept is
prepared, candidates are requested to reaffirm their presence.
An online brochure is prepared detailing the intent of DYP, objectives, 10th to 17th Sept., 2020
themes to be discussed and roles assigned. The brochure will serve as an
information source on the timings to be followed, rules of engagement,
decorum and explanation of procedures to be followed.
An online quiz is conducted with all participants, to understand their user 17th to 28th Sept., 2020
friendliness with virtual platforms, assess whether they have examined
the brochure of program and is willing to participate to gain the objectives
outlined. Candidates selected in the quiz are nominated for participation
Training on participating in Online District Youth Parliament with all the 12th October, 2020
stakeholders, to better understand, and be prepared on what to expect
and how to take part in the program
The participants are invited to participate in the online DYP. DYP is 20th October., 2020
conducted as per plan laid out in the Brochure circulated to visiting guests
and participants
