PREFACE

The prime purpose in the production of these standardized s p e c i f i c a t i o n s was t o a r r i v e a t a set of standard and
unambiguous docllmenta acceptable t o employer, engineering, and c o n t r a c t o r bodies, and thereby t o save money
through lower c o n t r a c t p r i c e s and t o reduce the number of engineering hours spent in administering c o n t r a c t s by
e s t a b l i s h i n g , f o r a l l classes of c i v i l engineering construction, p r a c t i c a l standards of workmanship and admini-
s t r a t i v e c o n t r o l t h a t would be adequate but not excessive and with which a l l p a r t i e s would. in due course. becow
familiar.

The standardized s p e c i f i c a t i o n s a r e so framed t h a t the responsible engineer, instead of spending time on

researching and framing c l a u s e s t o cover b a s i c , r o u t i n e , standard. and o f t e n quasi-legal matters, can devote h i s
energy and time t o thorough pre-contract i n v e s t i g a t i o n , t o design. and t o the framing of s p e c i f i c a t i o n c l a u s e s
t h a t are of special a p p l i c a t i o n t o the p r o j e c t concerned.
