TERMS OF REFERENCE

CONSULTANCY SERVICES FOR THE FORMULATION OF SIMPLIFIED FEASIBILITY STUDY AND BASIC DESIGN
FOR THE POTABLE WATER SYSTEM IN THE CITY OF EL SALVADOR

I. INTRODUCTION
The LGU of El Salvador City, Misamis Oriental, the executing agency and as end-user, shall engage local
consultant, hereafter referred to as the Consultant, to provide services for the formulation of a
simplified feasibility study and basic engineering design in accordance with this Terms of Reference.

II. RESPONSIBILITIES OF THE CONSULTANT

The Consultant shall prepare the simplified feasibility study, basic engineering designs, technical
specifications, cost estimates, bill of materials and quantities, construction schedule, and geo-
referencing of actual location, of the proposed project.

III. TARGET AREA


The target area for the Simplified Feasibility Study and Basic Engineering Design includes the intake
structure at Kalungonan, Barangay San Francisco de Asis, El Salvador City, raw water pipeline, water
treatment system and product water reservoir at the most feasible location down to the service area or
from another water source, if found to be more appropriate and practical.

IV. SCOPE OF SERVICES.


The services to be rendered by the Consultant shall include but not limited to the following:

1. Preparation of Simplified Feasibility Study.


The simplified feasibility study for the potable water system in El Salvador City shall be prepared
based on the situation of water resources, reliability and sustainability of supply, as follows;
1.1 Geographical Setting and Physical Characteristics
1.2 Existing Water Supply Conditions
1.3 Existing Sanitation Condition
1.4 Sustainability Mechanisms

The Simplified Feasibility Study shall be completed within Sixty (60) Calendar days from upon
issuance of the Notice to Proceed.

2. Preparation of technical specifications


The technical specifications of the different materials and equipment that will be considered for
procurement shall be prepared and compiled by the Consultant in a report for use in succeeding design
activities.
3. Preparation of detailed cost estimates
The consultant shall prepare bill of materials and quantities, construction schedule, S-Curve and
cash flow.
