BRIEF ACCOUNT ON THE CREATION OF A RESERVIST UNIT IN NGCP
❑ This legal instrument paved the way for the preparation of the Table of Distribution and
Allowance (TDA) of the proposed NGCP military formation, which served as the basis among
others of the favorable endorsement of CSAFP to SND of the affiliation of NGCP as a reservist
unit.
On June 4, 2013
❑ His Excellency, President Benigno S Aquino approved the affiliation of NGCP as a reservist unit
officially designated as the 1st AFP (NGCP) Affiliated Power Division, Reserve.
❑ Following this development, GHQ, AFP placed the newly created unit under the administration
and supervision of AFPRESCOM.

The affiliation of NGCP as AFP Reserve Unit was approved by the President of the Republic on June 4, 2013
MISSION:
❑ To develop reservists in the NGCP work force during normal situation and empower them with capacities to effectively function as
Citizen Soldiers in the event of National Emergency.
❑ To ensure the continuous operation of the nationwide transmission facilities during Emergency situation in order to assist the AFP
in the execution of national defense plans and objectives.
VISION:

❑ To transform the AFP (NGCP) Affiliated Power Division into a professional reservist unit that is highly capable of performing its
mandate of safeguarding the continuous and efficient operation of the nationwide network of transmission facilities so that power
- a vital commodity is brought to places where it is needed.
FUNCTIONS:
❑ Operate, maintain, improve and expand the transmission facilities nationwide comprising mainly of Substations and High Voltage
Direct Current Converters, land-based Transmission Lines segments, Submarine Power Lines and its Cable Terminal Stations,
and other related infrastructures, and
❑ Transform high voltage electricity from Power Plants to lower voltage electricity before passing or delivering it to the different
Distribution Utilities which in turn convert the electricity to even lower voltage for industries and homes.
CAPABILITIES:
❑ Construction of Steel Towers & related TL structures ❑ Airborne thermal scanning of TL thru own aviation assets
❑ Power sharing/interconnection between 2 major Islands ❑ Emergency Power restoration in times of calamities
❑ Transmission line upgrading, expansion & rehabilitation ❑ Real time monitoring of situation under all circumstances
❑ Honing the skills of linemen thru own Lineman Academy ❑ Sea-air-land transport of personnel, materials & equipment

HUMANITARIAN ASSISTANCE & DISASTER RESPONSE READINESS
❑ The HADR role of NGCP demands operational readiness of its facilities and workforce
❑ NGCP personnel (reservists and non-reservists) are always ready 24/7 for humanitarian assistance and
disaster response anywhere in the 3 Grids in support of its mandate in RA 9511
Critical to NGCP Disaster Response are its 3-layered Command Centers
