AFFIDAVIT OF EXPLANATION

I, MERLINA P. LACSON, of legal age, married, Filipino

and resident of Block 14 Lot 18 Pinagsama Village I, Taguig City,
after having been duly sworn to in accordance with law, hereby
depose and state:
1. That I am an employee of the Public Attorney’s Office
since 1982 and I am currently assigned as
Administrative Assistant I at Regional Office IV-A;

2. After the Office of the President declared that the entire

National Capital Region be placed under Modified
Enhanced Community Quarantine effective August 5,
2020, we were directed to report for work on skeletal
workforce starting August 5, 2019 to August 19, 2020;

3. I was scheduled to report for work on August 11 and 18,

2020. On the said dates, I was not able to do because I had
a hard time looking for vehicles in going to Pasig City. At
the time, there were no public utility vehicles available in
our place.

4. I waited for few hours in the hope that I will chance upon
someone who will take me to Pasig City but proved to be
futile. As a consequence thereof, I failed to go to work;

5. However, despite that fact that I failed to go to office on

the abovementioned dates, I was still able to maintain
adequate productivity and accomplish work related tasks
in our home;

6. I apologize for my failure to go to office of the said dates

because I was greatly affected by the government’s
limitation on public utility vehicles during this pandemic;

7. But with new regulation of our good government on the

public utility vehicles which allowed these vehicles to
operate, I undertake to report for duty on the scheduled
dates;
 8. That I am executing this affidavit to attest to the truth and
veracity of the above-stated facts.
