School Library Program and Collection Policies

Library Mission

The C. L. Taitano Elementary School (CLTES) Library mission is to provide information to


students, faculty, and staff in a variety of formats, teach the skills to use it, and instill the desire
to read and explore as lifelong learners.

Collection Policy

The function of CLTES Library is primarily to support the learning needs of students and the
teaching requirements of staff. To do so, it must provide information to support all curriculum
areas taught at the school while at the same time helping students and teachers to use ever
changing, complex technological tools to access the information effectively. As well, the library
has an important role in supporting the recreational needs of students and in providing a safe
environment for all students. The library collection will provide:

● Materials that are reliable, authoritative, and selected in terms of their overall content and
value.
● Materials that stimulate reader interest in current developments in cultural, economic,
scientific and social fields.
● Materials that are appropriate for the potential user in concepts, content, and vocabulary.
● Materials that will enrich and support the educational program of the school.

Contents of the Collection

The librarian will be responsible for the purchasing of materials for the CLTES Library
collection following the district guidelines. The collection may include but is not limited to the
following materials and equipment:

● Print materials (books), including fiction, nonfiction, biography, story collection and
reference
● Periodicals (magazines and newspapers) in print or non-print format
● Non-print materials (including DVD, CD-ROM, and computer software)
● Audiovisual equipment (multimedia projectors, Elmo, overhead projectors)
● Professional collection of materials including books and periodicals relating to the field
of education and library science.
● Electronic resources (e-books)

Selection Policy and Procedures

Selection Policy
The primary responsibility for coordinating and recommending the selection and purchase of
library materials will rest with the Librarian. Suggestions for materials selection from faculty,
parents, and students of CLTES will be given consideration. The general criteria used to select
and evaluate all instructional materials are the following:

● Appropriate for recommended levels


● Pertinent to the curriculum and the objectives of the instructional program
● Accurate in terms of content
● Appropriate format for the subject matter
● Representative of differing viewpoints
● Appropriate format to effectively teach the curriculum
● Appropriate for students with special needs

Procedures for Selection


In selecting materials, the school Librarian will evaluate available resources and will consult
reputable, professionally recognized reviewing periodicals, standard catalogs, and other selection
tools. Recommendations by administrators, teachers, faculty members, students, parents, and
other community members will be considered. Selection is an ongoing process which should
include the removal of materials no longer appropriate and the replacement of lost and worn
materials still of educational value.

Acceptance of Gift Materials

The C. L. Taitano Elementary School Library encourages and welcomes gifts and donations to
be used to benefit the library. However, these items will be considered using the criteria set forth
in the Selection Policy to ensure that it relates to the school’s curriculum.

Deselection of Materials

The library’s collection will continually be evaluated in accordance with curriculum changes,
new material formats, interests and needs of users, and changing instructional methods.

Weeding is essential to maintain a relevant and attractive collection. Appropriate measures will
be taken to dispose of discarded materials. Materials will be removed from the collection when
items:

● Are in poor physical condition


● Have a low circulation statistics
● Contain inaccurate information
● Contain obsolete subject matter
● Are superseded by more current information
● Are no longer needed to support the curriculum or student or faculty interests

The MUSTIE method will also be applied when examining materials. MUSTIE is the acronym
for the six negative factors that make books and other materials qualify for weeding. MUSTIE
stands for (Misleading, Ugly, Superseded, Trivial, Irrelevant, and Elsewhere). Weeding should
be ongoing through check-in and check-out procedures and also formally scheduled throughout
the year.

Circulation Policy

We encourage students to be responsible library patrons. Developing this skill from an early age
encourages independence and responsibility. As students’ progress through CLTES from an
early age, they acquire more privileges and responsibilities. Students are responsible for their
library materials, returning them on time, renewing them as needed, and to take proper care of
their library books.

In order for students to check out books, a signed permission form must be submitted. Students
will not be able to check out books unless there is a signed permission form on file in the library.

Student Checkout
Students in grades kindergarten-fifth may check out library books. They may check out one
book at a time. Materials are due back in one week, or may be renewed for an additional week as
long as no student has requested the book. Special permission may be granted for more materials
when necessary.

Staff Checkout
Faculty and staff may check out an unlimited amount of materials for as long as needed. All
materials checked out are due after a month.

Reference Materials
Reference materials are to be used by students in the library. Teachers may check out reference
materials for use in the classroom when necessary.
Professional Collection
The teacher resource area/professional collection may be checked out by faculty and staff with
unlimited usage but should be returned after use so others may use them.

Audio/visual Materials
Students are not allowed to check out audio visual materials. Teachers may check out these items
for classroom use through the Administrative Assistant (AA) in the Main Office.

Periodicals
Magazines and journals are not to be taken out of the library by students, but may be checked out
by faculty and staff members.

Overdue Materials
Overdue notices are sent home periodically. There are no fines for overdue books; however,
students will not be able to check out another book until the overdue books are returned.

Intellectual Freedom

The Library provides free access to all its materials. No item is labeled in any way to indicate the
Library’s opinion. The CLTES Library adheres to the principles of intellectual freedom as
detailed in The Library Bill of Rights and The Freedom to Read and Freedom to View Principles
as adopted by the American Library Association, available on the ALA website,
http://www.ala.org/

Reconsideration Policy (Challenge Policy)

In the event that there is an objection or a challenge of any school library material, the request
should be made at the campus level. The challenged material should be brought to the attention
of school personnel and tried to be resolved informally. If the complainant wishes to file a
formal challenge, a Request for Reconsideration of Material form should be submitted. The
challenged material will be reviewed by the Administrator and reevaluated by the library
committee.
