REVIEW OF IMPORT PAYMENTS OF GOODS AND SERVICES, 2018-2019

Import Payments of Goods: The total merchandise Import Payments of Bangladesh (including
imports of EPZ) during the years 2018-2019 and 2017-18 amounted to Taka 471077.5 crore (or US$
56060.8 million) and Taka 435041.5 crore (or US$ 52939.6 million) respectively, reflecting a 21.6%
increase in dollar terms.
Import Payments of Services: The total Import Payments of Services during the years 2018-19 and
2017-18 amounted to taka 57344.8 crore (or US$ 6823.2 Million) and taka 50017.6 crore (or US$
6086.6 Million) respectively, reflecting a 12.1 % increase in dollar terms.
The overall position of Import Payments of Goods and Services in Taka and US dollar for the years
2018-19 and 2017-18 are shown in Table –I(A) and Table-I (B) respectively:

Major Commodity-wise Import Payments under (Cash+Buyer's Credit+
IDB/ITFC Loan+ Loans & Grants):

Import payments during the financial year 2018-19 amounted to Taka 438540.8 crore as against Taka
404477.1 crore during the previous year. The major commodities imported under (Cash+Buyer's Credit+
IDB/ITFC Loan+ Loans & Grants) basis were: Mineral fuels, mineral oilsand products of their
distillation bituminous substances; mineral waxes Taka 59264.5 crore, Cotton (all types), cotton yarn /
thread and cotton fabrics Taka 58012.9 crore.
Nuclear reactors, boilers, machinery and mechanical appliances; parts thereof Taka 51971.1 crore,
Electrical machinery and equipment and parts thereof; sound recorders and reproducers, television
imageand sound recorders and reproducers and parts and accessories of such articles 25320.7 crore, Iron
and Steel Taka 24099.5 crore, Plastics and articles thereof Taka 17463.4 crore, Animal or vegetable fats

Commodity group-wise Import Payments under (Cash+Buyer's Credit+
IDB/ITFC Loan+ Loans & Grants):

The Import Payments during the year 2018-2019 amounted to Tk. 438540.5 crore as against Tk.
404477.1 crore during the previous year showing an increase of Taka 34063.4 crore (or 8.42%).
Commodity-wise classification revealed increases over the previous year under textiles and textile
articles (+Taka 7983.4 crore), machinery and mechanical appliances, electrical equipment, parts
thereof, sound recorders and reproducers, television image and sound recorders and reproducers, and
parts and accessories of such articles (+Taka 5579.8 crore), mineral products ( +Taka 20652.8 crore),
base metals and articles of base metal (+Taka 4901.5 crore), Products of the Chemical or Allied
Industries (+Taka 4106.3 crore), Vehicles, aircraft, vessels and associated transport equipment. (+Taka
2132.6 crore), plastics and rubber and articles thereof (+Taka 2257.5 crore), pulp of wood or of other
fibrous cellulosic material; recovered (waste and scrap) paper or paperboard, paper and paperboard
and articles thereof (+Taka 928.3 crore), optical, photographic, cinematographic measuring, checking,
precision, medical or surgical instruments and apparatus; clock and watches, musical instruments, parts
and accessories thereof (+Taka 603.8 crore), articles of stone, plaster, cement asbestos, mica or similar
materials, ceramic products; glass and glassware (+Taka 296.4 crore), foot wear, headgear, umbrellas,

On the other hand, Commodity-wise classification revealed decreases over the previous year were

cleavage products; prepared edible fats; animal or vegetable waxes (-Taka 8.2 crore), Prepared
foodstuffs; Beverages, Spirits and vineger; Tobacco and manufactured tobacco substitues (-Taka 3471.3
crore), Miscellaneous Manufactured Articles (-Taka 1.2 crore), Raw Hides and Skins, Leather and
Articles Thereof; Saddlery and Harness; Travel Goods, Handbags nad Similar Containers; Articles of
Animal Gut (-Taka 52.2 crore), Wood and Articles of Wood; Wood Charcoal; Cork and Articles of
Cork; Manufactures of Straw, of Esparto or Other Plaiting Materials; Basketware & Wickerwork (-Taka
155.2 crore) and Arms and Ammunition; Parts and Accessories Thereof (-Taka 270.2 crore).

The destinational pattern of imports during the year under review revealed that
People’s Republic of China topped the list of suppliers which earned Taka
114593.5 crore (or 26.1%) from export to Bangladesh during the year 2018-
19 as compared to Taka 96117.0 crore (or 23.8%) during the preceding year.
The second highest seller was the India which supplied merchandise worth
Taka 64253.7 crore (or 14.7%) during the year 2018-19 under review as
compared to Taka 70901.4 crore (or 17.5%) during the previous year.
Next to India, the third highest seller was Singapore which supplied
merchandise worth Taka 26098.3 crore (or 6.0%) during 2018-19 as compared
to Taka 22133.2 crore (or 5.5%) during the preceding year.
Indonesia being the fourth supplier in order of rank, sold goods worth Taka
16305.3 crore (or 3.7%) during 2018-19 as compared to Taka 14593.4 crore
(or 3.6%) during the previous year.
Japan fifth being the supplier in order of importance, sold goods worth Taka
15517.4 crore (or 3.5%) during 2018-19 as compared to Taka 15379.1 (or
3.8%) during the previous year.
U.S.A., Malaysia, Brazil, Korea republic of, United Arab Emirates (UAE),
Germany, Qatar, Saudia Arabia, Taiwan: Province of China, Thailand, Kuwait,
Russian Federation, Australia, Canada and Italy followed in descending order
of magnitude in respect of import payments and accounted for Taka 14930.9
crore (or 3.4%), Taka 12572.4 crore (or 2.9%), Taka 11787.7 crore (or 2.7%),
Taka 11047.2 crore (or 2.5%),Taka 10278.6 crore (or 2.3%), Taka 9202.4
crore (or 2.1%), Taka 8837.3 crore (or 2.0%), Taka 8373.5 crore (or 1.9%),
Taka 8196.7 crore (or 1.9%), Taka 8042.4 crore (or 1.8%), Taka 7027.9 crore
(or 1.6%), Taka 5486.6 crore (or 1.3%) Taka 5013.8 crore (or 1.1 %), Taka
4956.5 crore (or 1.1%) and Taka 4925.2 crore (or 1.1%) respectively.

The above 20 (twenty) countries being the 83.7 % supplier of goods worth
Taka 367447.3 crore as compared to Taka 336065.7 crore (or 83.1%) during
the previous year.

Import Payments classified by Bloc/Group/Community:

Import payments under cash, buyer's credit, loans & grants, IDB/ITFC loan and other unclassified
imports when classified by countries in a bloc/group/economic cummunity revealed that the Other
Asian Countries topped the list, selling goods worth Taka 155451.6 crore (or 35.3 %) of the total
import payments during the period under review as compared to Taka 137671.7 crore (or 33.9 %) in
the preceding year.
The second highest seller were the member countries of Organisation of Islamic Conference (OIC)
which accounted for an amount of Taka 87341.1 crore (or 19.8%) during the year under review as
against Taka 69672.5 crore (or 17.2 %) during the preceding year.
The third highest seller were the member countries of Asian Clearing Union (ACU) which accounted
for an amount of Taka 71260.0 crore (or 16.2%) during the year under review as compared to Taka
77835.4 crore (or 19.2%) during the preceding year.
The fourth highest seller were the member countries of SAARC which accounted for an amount of
Taka 70564.6 crore (or 16.0%) during the year under review as against Taka 76356.7 crore (or 18.8
%) during the preceding year.
ASEAN, D-8, OPEC, EU, NAFTA and Other European countries followed in descending order of
magnitude in respect of import payments as follows: Taka 68806.4 crore ( or 15.6%), 36818.9 core
(8.4%), Taka 36217.3 crore (or 8.2%), Taka 32368.6 crore (or 7.4%), Taka 20068.3 crore (or 4.6%),
and Taka 14258.8 crore (or 3.2%) respectively.

Imports by Export Processing Zone (EPZ):
In order to achieve rapid economic growth of the country by increasing the inflow of foreign investment,
particularly through industrialisation, special steps have been taken since 1980 by setting up Export
Processing Zone (EPZ) in the country in Chittagong (Halishahar), Dhaka (Savar) and Khulna (Mongla)
where favourable facilities/ assistance are provided to the potential investors, both Bangladeshi and
foreigners. The Chittagong Export Processing Zone (CEPZ) started from 1983-84 while the Dhaka Export
Processing Zone (DEPZ) started from 1993-94. Later, EPZs have also been established in Mongla of
Khulna, Ishurdi of Pabna, Comilla, Uttara of Syedpur in the district of Nilphamary, Adamjee of
Narayanganj and Karnaphuli of Chittagong where the investments are classified into three types i.e., A-
type (100% foreign investment), B-type (Joint venture investment between Bangladeshi and foreigners)
and C-type (100% Bangladeshi entrprenuer's investment).

At the end of June, 2019 type-wise number of functioning enterprises in EPZ area are shown in Table-VI.
