1. EFFECTIVE MAY 18, 2020 (Monday), the following guidelines will be

implemented in the Municipality of San Fabian in adherence to the implementing
rules and guidelines on GENERAL COMMUNITY QUARANTINE (GCQ) in the
Province of Pangasinan:

A. MARKET SCHEME

1. The same marketing scheme during the ECQ will be implemented and its
extension thereof; barangays are divided into two (2) sets: MWF & TThS
schedule.

2. One (1) person per household with Quarantine Pass issued from the
barangay is allowed to go to the market, preferably 21-59 years old, unless
necessary under the circumstances for obtaining essential goods and services;

3. Vehicles/tricycles/garongs are allowed to enter the market to drop off

their passengers but then proceed to the designated parking area.

4. Still, mandatory wearing of face masks and social distancing should be

observed.

B. PUBLIC TRANSPORTATION

1. Private cars and motorcycles will be allowed to operate for the purpose of
essential travels and only when allowable capacity and social distancing are
observed.

2. Motorcycles are PROHIBITED from having BACKRIDE passengers.

3. Public Utility Vehicles (PUVs), buses and jeepneys, are allowed to operate
only when it had secured special permit from the LTFRB and when it had
observed the allowable capacity not to exceed 50% including driver and
conductor and is bound to observe social distancing.

4. Tricycles/Garongs must not have more than one passenger in the side-
car.

5. Tricycles/Garongs are allowed to travel along the highway when upon

adherence to the guidelines set above.
 C. RETURNING RESIDENTS OF SAN FABIAN

1. Locally Stranded Individuals (LSI) prior to their acceptance to the

Municipality should secure the following documents from the LGU where
he/she/they are from:

a. Medical Clearance Certification that he/she/they are neither a

contact, suspect or probable or confined covid case;

b. That he/she/they had completed a 14-day quarantine set by DOH;

and

c. Travel Authority with the following details:

c.1 Lists of LSI;
c.2 point of origin and its destination;
c.3 travel date; and
c.4 name of driver and vehicle with plate number.

2. The Local Health Office shall assess the health condition of the returning
LSIs:

a. If an LSI signifies any covid symptoms, he/she will be immediately

isolated to the PTA Resort and shall be subjected to protocols and
procedures for suspected covid patients;

b. If without symptoms, the LSI shall be transported to his/her place of

residence; and

c. The asymptomatic LSI shall undergo 14-day home quarantine and

monitoring by BHERTs.

D. ESTABLISHMENTS ARE ALLOWED TO OPERATE EXCEPT THE FOLLOWING:

a. Establishments for leisure purposes only;

b. Tourist destinations like beaches, water parks and resorts;

c. Personal care services such as massage parlors, barber shops and

beauty parlors;

d. Videoke bars;

e. Dine - in eateries and restaurants; and

 f. Peso nets and computer shops utilized for gaming purposes.

E. CURFEW HOUR AND LIQUOR BAN

a. The Municipality shall adopt the curfew hour set by the Provincial
Government from 8:00 PM - 5:00 AM.

b. Selling of Liquor is already allowed. However, drinking of liquor or

any alcoholic beverages in PUBLIC places is strictly PROHIBITED.

F. MANDATORY WEARING OF FACE MASK IN PUBLIC

Everybody is required to wear face masks at all times, especially going

outside their residences for availing home essentials, while in public places,
at the workplace, when entering government buildings and offices and while
leaving and going back home.

G. CHECKPOINTS

1. Quarantine Checkpoints along the three (3) major entries of San

Fabian will still be in-place:

a. Brgy. Tiblong Quarantine Checkpoint (Entry from La Union to San

Fabian)
b. Brgy. Cayanga Quarantine Checkpoint (Entry from Dagupan-
Mangaldan to San Fabian)
c. Brgy. Cabaruan Quarantine Checkpoint (Entry from San Jacinto to
San Fabian)

2. Barangay Checkpoints are also encouraged to continue with their

operations.
