SUBJECT: DEPLOYMENT OF PERSONNEL re: “Realignment of Designated SRU

and EMS Personnel”

1. References:
a. Memorandum Circular No. 01, s 2020 signed by the Executive
Director, NDDRMC, USEC RICARDO B JALAD dated 14 February
2020 re: “ENJOINING ALL MEMBER AGENCIES TO SUPPORT THE
INTER-AGENCY TASK FORCE (IATF) FOR THE MANAGEMENT OF
EMERGING INFECTIOUS DISEASES ON THE 2019 NOVEL
CORONA VIRUS (2019-NcOv);

b. Memorandum Circular No. 2020-005, signed by the C, BFP FDIR

JOSE S EMBANG JR., dated 13 March 2020 re: “OPERATIONAL
GUIDELINES ON BFP RESPONSE TO COVID-19 PANDEMIC”; and

c. Meeting of the Provincial Fire Marshal, SUPT NOEL M GAGALAC

with the City and Municipal Fire Marshals of Pangasinan re:
“EQUIPMENT-BASED CAPABILITIES OF SRU AND EMS
PERSONNEL”.

2. Anent the references, all personnel of BFP Pangasinan were enjoined to perform
their duties and responsibilities within their designated AOR. Likely, due to the rapid spread of
this COVID19 most especially to the identified HOT ZONES or those places confirmed to have
positive cases within the province of Pangasinan, it is also inevitable to prioritize the safety of
all responders due to lack of Personal Protective Equipment. With this, the Provincial Fire
Marshal, SUPT NOEL M GAGALAC together with the respective City and Municipal Fire
Marshals conducted an initial Situational Assessment and Evaluation and had found the
following, to wit:

a. Lack of Personal Protective Equipment for all responders

b. Lack of Decontamination tools and materials
c. Designation of SRU and EMS
d. Indefinite technical functions of the SRU and EMS

3. Relative hereto, the undersigned proposes to establish
