ORDER

In the budget for the year 2020-21, an amount of Rs.1500 lakhs

has been provided to the Public Works Department under the Head of
Accounts 3054-80-004-92 and 5054-80-004-98.
2. The Chief Engineer (Design), Public Works Department, as
per letter read above, submitted proposal requesting administrative
sanction for an amount of Rs. 1500 lakhs from the Head of Accounts 3054-
80-004-92 and 5054-80-004-98 for Strengthening of Quality Control
Wing, Design Units and KHRI, Training and Capacity building, Upkeep
and R&D of Quality Control Wing etc. of PWD for the financial year
2020-21.
3. The working group meeting held on 17/06/2020 approved the
proposals for an amount of Rs. 1500 lakhs as detailed below:

I Training and capacity building (H/A 3054-80-004-92)

(1) Training of Quality Control Units - 25 lakhs
(2) Training of KHRI - 28 lakh
(3) Training for Design Unit - 17 lakh
(4) Training HRD - 45 lakh

(5) Conducting National Research Conference - 35 lakh

Total - 150 lakh

II Research activities and Project Implementation Expenditure

(H/A 3054-80- 004-92)

(1) Upkeep RIQCL & DL - 140 lakh
(2) Upkeep Investigation Units - 39 lakh
(3) Upkeep KHRI - 36 lakh
(4) R&D KHRI - 18 lakh
(5) Upkeep Design Units - 17 lakh

Total - 250 lakh

III. Hiring vehicles for field level officers (H/A - 3054-80- 004-92)

- 150 lakh

Sub Total ( I+II+III ) - 550 lakh

IV. Infrastructure Strengthening (H/A 5054-80-004-98)

(1) Cost of Auto Testing Mobile Lab with Equipments

@ Rs.90 lakh/unit for 3 units in Regional &

Central Labs (similar to units currently

used in KIIFB) - 270 lakh

(2) Procurement of Computers and Software - 80 lakh

(3) General Maintenance of QC Labs/Design Units - 28 lakh

(4) KHRI Procurement - 20 lakh
(5) KHRI Infrastructure upgradation - 2 lakh

V. NABL accredition of KHRI (H/A 5054-80-004-98) - 150 lakh

VI. Piloting Innovative Projects

(H/A 5054-80-004-98) - 400 lakh

Sub Total ( IV+V+VI ) - 950 lakh

Grand Total - 1500 Lakh

4. Government have examined the matter in detail and are pleased

to accord administrative sanction for an amount of Rs. 1500 lakh (One
Thousand Five Hundred Lakh only) as detailed above by debiting the
expenditure under the H/As '3054-80-004-92' and '5054-80-004-98' in the
current year's budget, subject to the following conditions.

(a) The amount sanctioned should be expended according to actual

expenditure only.

(b) For Research activities and Project implementation, plans

should be prepared for the next 5 years.

(c) Amount for hiring of vehicles shall be expended subject to the

conditions stipulated in GO(P) No.76/2019/Fin, dated 02/07/2019 and GO(P)
No.24/2020/Fin, dated 07/03/2020.

(d) Civil works should be added in the PRICE Software. Fund

should be allotted as per the estimate prepared through PRICE Software.

(e) Purchase shall be made subject to the concurrence of IT

Department as envisaged by the conditions stipulated as per GO(P) No.
13/2019/SPD dated 25/10/2019 and G.O(P) No.1/2020/SPD dated 3/3/2020
respectively and the procurement shall be in accordance with CPRU.

5. The Chief Engineer (Design) shall ensure that the sanctioned

amount shall be expended in accordance with the decisions taken in the
Working Group meeting.
