the text.

SMART PLANNING
In Europe, cars produce 12% of the pollution known as greenhouse gas emissions; in parts of the
United States, that number reaches an alarming 50%. Experts say the environmental effects will be
terrible if these levels aren’t reduced. However, it will be many years before the world’s cars are
operated by cleaner renewable energy. In the meantime, the organisation Smart Planning is promoting
an alternative: a lifestyle that doesn’t depend on cars.
Smart Planning includes ideas such as prohibiting cars from city centres and some residential areas,
improving public transport and making cities more bicycle- and pedestrian-friendly.
In Germany, a Smart Planning town has existed since 2006. Vauban prohibits cars from most of its
roads. The 5,500 residents walk and cycle in the town, and there is public transport to the nearby city.
Car parks are provided outside the town for visitors and for the 30% of Vauban families with cars.
There is also a car-sharing club for residents without cars.
Smart Planning is having an effect elsewhere as well. In Britain, new shopping, residential and
industrial areas aren’t allowed to be built in places that have not got public transport. In the USA, the
Environmental Protection Agency is encouraging the building of car-reduced communities, and so far,
more than 100 people are planning to purchase homes in such neighbourhoods.
If you had the choice, would you live in a Smart Planning town?
