The Bigest Trade Balance Deficit within the Last 5 Years
Indonesia had the biggest trade balance deficit within the last five years in the Q1 2019 reaching for USD2.502 million. The main factor
causing the deficit was the amount of imported oil and gas reaching for USD2.770 in the Q1 as well as the low of CPO price for 475
USD/Ton in April 2019.

High Dependency on Oil Fuels (BBM)
Domestic BBM Consumption Trend (Gasoline and HSD) Imported Gasoline vs Domestic Consumption Trend

Imported Diesel Oil vs Domestic Consumption Trend

• The need for domestic Oil Fuels is increasing and dominated by
gasoline and diesel oil
• Imported diesel oil is lower than imported gasoline
• The high consumption of gasoline is increasing and the half of domestic
gasoline needs are from import
• Bioethanol utilization mandatory is not yet implemented due to limited
bioethanol supply
• Gasoline substitution effort is relatively limited, so a policy is needed to
shift the consumption of gasoline to diesel oil

www.ebtke.esdm.go.id @djebtke @djebtke @djebtke 4

Strategy of BBM Substitution on Transportation Sector
BBM Types Composition on Transportation Sector
BBM Utilization Composition on User Sector

• The biggest BBM utilization is on transportation sector Development Strategy of CPO-based Biofuel Product
• The diesel oil utilization on transporation sector is lower that the gasoline The development of CPO-based biofuel utilization in Indonesia could be implemented through 4 products such as Biodiesel (use the
mixture of FAME), CPO-based biofuel utilization for power plants, Green Diesel and Green Gasoline development
• Biodiesel mandatory program in 2018 was quite successfull reaching for 3.5
million KL and predicted to reach 6.7 million KL in 2019, so imported diesel
oil succeeded to be reduced
• The development of CPO-based biofuel products needs to be increased to
cut down the imported BBM as well as to push down the CPO price
• The development of CPO-based utilization through 4 products: Biodiesel
(use the mixture of FAME), CPO-based biofuel utilization for power plants,
Green Diesel and Green Gasoline development
