Project Title : Institutionalization of Support Mechanisms for Agri-Industry

2. INTRODUCTION

2.1. Background

Agriculture features prominently in Butuan City’s economy and contributes a modest


percentage to its income. As per record from the Office of the City Agriculturist , more or less
20,000 hectares are devoted to agricultural crops (staple : rice and corn , plantation crops : oil
palm, rubber and coffee , root crops : cassava, sweet potato, fruit trees : mango, durian ,
pineapple, livestock and fishery (Bangus and Sardines).
Agri-business promotion and development in Butuan City has been augmented by
the package of interventions provided by government agencies both technical, financial and any
other support services. These are designed along the development of the value chains
interconnecting production to processing and marketing.
Various initiatives are now underway to promote and develop the agri-businesses
from these agricultural commodities such as the Philippine Rural Development Project of the
Department of Agriculture (DA-PRDP) initiative to promote the local rubber sector and the DTI-
BUB initiative to promote the local sardines. Three agricultural commodities that are to be
stimulated for value adding, processing and market linkages are rubber, sardines and naturally
grown rice.

2.2. Rationale

The Philippine Rural Development Project of the Department of Agriculture will


be investing the amount of more or less P 22.464 M to promote and develop the local rubber
industry in Butuan City. This will be championed by the Km. 7 Farmers Producer Cooperative

of Barangay Tungao. The Bureau of Fisheries and Aquatic Resources has also provided
technical and financial assistance in the amount of more or less P 3.5 M to promote and
develop the local sardines industry in Butuan City. The Sto. Nino Multi-Purpose Cooperative is
also interested to champion the naturally grown rice/organically grown rice industry and avail
of the technical and financial assistance of the Philippine Rural Development Project (PRDP).
However, there are some challenges in the development of agri-business aside
from the lack of production volume to meet market expectations and demand and these are
the following:
a. Local commodity champions to underpin its promotion and development.
b. Lack of support infrastructures and the ways to access and implement them
The City Government of Butuan thru the Office of the City Agriculturist sees the
need to promote agribusiness/agro-industrial investments in Butuan City as well as
strengthening agri-business and agro-industrial competitiveness. It is cognizant of the need
to strengthen local supply links for interconnectivity and supported by an enabling
environment and a synergistic approach facilitated by the government and business
community partnership.
Parallel also with the provision of package of technical and financial interventions
is also the need to install support mechanisms to transform the proponent groups into
champions who will be expanding production areas, adding value to the resource commodity
and marketing of the surplus volume.
The Agro-Industry Development Division of the Office of the City Agriculturist will
assist in the transformation of these proponent groups to produce business enterprises and
develop the local economy. This is aside from mobilization of external resources to spur the
development and promotion of agri-business in Butuan City such as grants for enterprise
development and funding assistance for rural access infrastructures.

2.3 Goals and Objectives

a. To access funds for the development of agri – enterprises.


b. To enhance the capabilities of proponent groups manage and operate business
enterprises.
c. To install profitability and sustainability mechanisms in the business enterprises funded
by government through special programs.
d. To strengthen the tenets of social principles in the operation and management of
business enterprises of the proponent groups.
e. To increase the literacy of the farmer-members of the different proponent groups in the
areas of financial, technical, marketing and organizational development.
f. To install a co-management system in the operation and management of business
enterprises funded by government funds.

2.4 Location of Enterprises and Beneficiaries

a. Integrated Rubber Production and Marketing Project of the Km. 7 Farmers Producer
Cooperative in Barangay Tungao.

b. Establishment of an Aqua Based Processing Facility of Aquamarine Industry Movers of
Caraga in Barangay Pagatpatan.

c. Naturally Grown rice in Brgy Sto. Niňo

3. PROJECT DESCRIPTION

The proposed project is the undertaking of compliance requirements for the


approval of FMR proposals and its implementation and the development and management of
enterprises approved and funded by external sources such as PRDP, BUB and all other sources.
These processes and activities to be undertaken includes the following:

a. Access of funds for Farm to Market Road Projects

 Conduct of survey by tracking devises and geo-mapping


 Submission of the proposed FMR project to DA or PRDP GGU for approval of RIA
 Prepares pre-feasibility study to determine applicable financial ratios if RIA is
approved
 Finalization of the proposed project site incorporating comments, suggestions
and recommendations
 Facilitation in the preparation of DED, POW ,BQQ and other technical documents
 Facilitation of the technical review(in-house) of the technical documents towards
its finalization
 Assist in the preparation of the Feasibility Study
 Submission and presentation for technical review
 Conduct of stakeholders consultation in the beneficiary barangays
 Preparation of Parcellary Map and Inventory of Entitlements
 Assist and facilitate the compliance of procurement documents
 Assist in the project monitoring for SES compliance
 Submit periodic reports

b. Enterprise Project Development and Management

This is the conduct of various capacity building measures to enhance the success of
the approved enterprises funded by the development programs of government agencies.
This is necessary in as much as the funding comes from public funds and the objectives set
is for the greater good of the agriculture sector generally and specifically for the welfare of
the farmers and fisher folk. The proposed interventions are geared towards the following:

 Entrepreneurship Development
This pertains to the development of entrepreneurial capacities of individual farmers
in support to their business enterprise. The selected business enterprise of the
proponent groups adheres to social principles and this gives opportunities to
individual farmers to develop their entrepreneurship.

 Financial Literacy and Management
The officers as well as members of the proponent group -farmers’ association must
be well educated and literate with the financial management systems and processes
to ensure that their business enterprise keeps going. This is to prevent the
manipulation of officers and directors of financial transactions for their own selfish
motives. Transparency, accountability and ownership of the business enterprise can
only be sustained if all officers as well as all members of the farmers’ associations-
proponent groups are financially literate.

 Organizational Development
The sustainability and growth of the business enterprise can be ensured if there is a
parallel development of the organization. The enterprise cannot achieve expansion
and scaling up of the operations unless there is support from a strong organization.

c. Implementation Plan

The conduct of the capability measures is to be jointly financed by the City


Government of Butuan, the Department of Agriculture, Bureau of Fisheries and Aquatic
Resources, and the Proponent Farmers Association. Transforming these farmers
associations into businessmen/entrepreneurs is a long process and the office would be
adopting the Coaching and Mentoring Me Approach. Other government agencies such as
the Department of Trade and Industry can also chip in in the capacity building measures.
Conduct of activities is a long season approach – 1 module per month if it warrants and
tools to be used are workshops and write shops.

6. PROJECT IMPACT/ EXPECTED SOCIO-ECONOMIC BENEFITS

The activities to be undertaken by the Agri-industry development division will impact the
promotion and development of agri-business/agro-industrial investments in Butuan City. It will
lead to the strengthening of agri-business and agro-industrial competitiveness in Butuan City. It
will also lead to the connectivity of the supply chains to the market.

7. SUSTAINABILITY MECHANISM

Monitoring and evaluation (M&E) is vital for tracking and measuring results and throwing
light on the impact of development. The designed M&E system provides data on the progress of a
project and whether it is meeting objectives. Field data is gatheredand regularly reported to
inform project management of whether implementation is going asplanned or corrective action is
needed.
An external monitoring and evaluation will be conducted by a separate body, the DA-PRDP
M&E team which is tapped to carry out an independent activity to determine the extent to which
the projects are being accomplished. The agri-industry development division of the Office of the
City Agriculturist will assist the DA in the broad-based monitoring and coordination of the
agriculture and fisheries program development processes and other funding agencies.
