Rules outline a gamification system to motivate participation in learning activities by accumulating points over the year from various activities, with an upper limit on points from certain activities. Experts and learners will be rewarded through a unified points structure across a range of activities, with learners rated among 5 levels and experts rated in the top 3 levels. A framework also provides key elements, sub-parameters, weightage, and formulas for measuring an organizational learning index.
