FOREWORD
Pharmacotherapy has always been an integral part of health care
system and will remain so in the future. This relies on the
availability of safe, effective and affordable medicines with the
required quality, in reasonable amount. Moreover, on the rational
prescribing, dispensing and use of such medicines.

Ethiopian drug policy ensures that medicines which are required


for prevention, diagnosis, treatment, mitigation and rehabilitation
of diseases affecting the majority of Ethiopian people have to be
identified and classified to respective levels of health service
delivery.

The List of Medicines for Ethiopia is hereby revised for the sixth
time in light of the above principle and the latest developments in
fields of medicine and pharmacy. By taking the new three-tier
health care delivery system into consideration, the sixth edition of
the National Medicines List of Ethiopia will be further categorized.
Hence, users of this medicines list are advised to refer to the
respective sub-lists relevant to their level of services.

It gives me a great pleasure to introduce this edition of the list to all


beneficiaries, which is the fruit of the joint effort of the staff of the
Authority, the National Drug Advisory Committee, development
partners as well as the participants of the review workshops.

I hope that the National Medicines List as well as its sub-lists will
serve as useful guides for the production, procurement, distribution
and prescription of medicines in the country.

INTRODUCTION
It is by far known that medicines are integral components of a
health care system. Although there are immense active
pharmaceutical entities in the global market, limiting medicines
that shall be used within a given country in a given situation is
prominent. This is done with due regard to factors like; safety,
efficacy, quality, cost- benefit ratio, indication for treatment of
diseases considered significant in the national context, sufficient
experience with the medicines and other factors.

Through its health and drug policies, the Government of Ethiopia


has reaffirmed that the medicines used in health services within the
nation shall be determined on the basis of the country’s major
health problems and capabilities. Thus, to materialize this
objective, it is necessary to select medicines which are required for
promotion, prevention, diagnosis, treatment/mitigation and
rehabilitation of diseases affecting majority of the population.

After two years of use, the fifth edition of the List of Medicines for
Ethiopia is now revised in light of the latest development in the
fields of medicine and pharmacy. As customary, the purpose of this
sixth edition is to provide health professionals and related
institutions with up-to-date list of medicines which can be imported
or locally produced subject to compliance with the registration
requirements of the Authority.

The draft of the revised edition was first prepared by the Authority
using a technical working group composed of an internist, a nurse
and pharmacists and then enriched through national consultative
workshops. Participants involved in the workshops were
specialists and professionals from various disciplines i.e. Nursing,
Pharmacy, Cardiology, Dentistry, Dermatology, ENT, Internal
Medicine, Neurology, Obstetrics & Gynecology, Oncology,

Ophthalmology, Pediatrics, Psychiatry and Surgery; representatives
of teaching institutions, professional associations, regional health
bureaus, relevant departments of Ministry of Health,
pharmaceutical manufacturers & importers, government hospitals
and other related organizations (See Annex 1). Soon after, the
revised version of National Medicines List was finalized by the
National Drug Advisory Committee.

In the course of reviewing the previous edition, medicines which


are obsolete, less effective, with low benefit to risk ratio and
superseded by better ones have been deleted while medicines with
better quality, safety and efficacy profile have been included.
Except for the addition of some new categories, the
pharmacotherapeutic classification system that was used in the
previous edition is still maintained.

By taking the new three-tier health care delivery system into


consideration, this list will be further categorized to different levels
of health care and community medicine retail outlets. Hence, users
of this medicines list are advised to refer to the sub-list which is
relevant to the level of service they render.

Since the process of revising national list of medicines is a


continuous process which takes into account changing priorities for
public health action, epidemiological conditions as well as progress
in pharmacological and pharmaceutical findings, this list will be
subjected to continuous revision.
