ship's drafts/trim and list,therefore the calculated figures is not accurate (see vessel's
ulllage report remarks)
Vessel have not to be responsible for any discrepancy with quantity of cargo and ullages
between loading and discharging ports.

D LOADING PROGRAM
LOADING PROCEDURES
Initial position of all valves of cargo system is "shut".Initial tanks for loading are COT No.3C
First line to be used - Cargo Line No.1.Last valve to be open - manifold No.1 master valve.
Perform line up of 1-st cargo line,recheck all valves
position and advice Terminal that the Vsl is ready to start loading.Once shore confirm
their own readiness open manifold No.3 master valve.
Once I.G.S main line pressure start built up,open mastriser.The I.G.S pressure should be
always positive but never exceed 500 mmWG.
Check : if cargo is passing through the connection and ullages of COT No.3C are
decreasing and perform overall check of main deck by OOW and pumproom by Pumpman
for any leakages.If everything are found well on board vessel,overside and terminal's end
of operation,the loading rate can be increased in 30 min after begining up to max.rate/press.
agreed with Terminal at preloading meeting.
Join COTs No.1,5C to loading by opening it's branch valves.Ensure that the
ullages of tanks commence decreasing.
Similar procedures shall be repeated for each cargo line to be set in operation.
2 CONTROL
The operation should be under constant control on deck and CCR.Throughtout the operation
the deckwatch under OOW supervision should hourly check and perform adequate corrective
action for the following items:
Vsl's position at berth and mooring lines condition/tension.Vsl should be never drifted and
left the berth fenders;
Safe access between ship and shore;
Emergency towing wires correct position;
Drip trays and deck scuppers plugged position;
Closed position of all external acc.doors;
Water level at I.G.S deck seal and P/V breaker;
Deck cargo,COW lines and I.G.S tank isolation valves,P/V valves,mastriser condition;
P/R lighting,ventilation,pipelines,pumps and bilge condition;
Sea around the Vsl.
Cargo hoses connection and pressure at manifold should be continuously monitored.
CCR should be immediately informed if any problem arise.
CCR watch under Ch.Officer supervision have to continuously monitored
folloving items:
COPs RPM and delivery pressure;
Hudraulic system pressure;
COTs ullages;
COPs and ballast pumps bearings temperatures;
IGS pressure and oxygen content indicators/recorder;
High-high level alarm unit,P/R oxygenmeter,P/R combustible gases alarm init,P/R bilge
high level alarm unit,P/R ventilation fans;
Cargo and ballast systems valves indicators position.
Hourly should be performed calculation of O.B.Q,discharging rate,ETC,
stress SF/BM,draught.Calculation/DW should be checked by actual draught.
Ship/shore communication radio-check to be made every one hour.
3 PUMPROOM ENTRY
If during the cargo operation one of the following situations occur,the Ship must ask for
the immediate shutdown of the cargo transfer:
Leakage form the lines,hoses or connections;
Oil spill inside or outside the Vessel,oil pollution in the water around the Vsl;
Shifting of the Vessel alongside the dock;
Sudden not controlled transfer pressure surge;
I.G.S failure during discharging;
Emergency situation on board the Vessel,near the Vsl or on the dock.
If an emergency stop take place,it is important that the manifold valves are not close,unless
agreed by both the parties.The Terminal should be immediately informed about the emerg.
situation,action is being taken and possible consequencies.
During discharging emergency stop of COPs could be activated remote
from manifold p&s,middlehouse and P/R entrance as well as CCR and P/R.While COP's
revolution is folling the delivery valve of pump should be close concurrently with opening
of by-pass valve.
5 OIL SPILL INITIAL ACTIONS
In the event of oil spill on deck the crewmember on sighting a spill must immediately inform
the OOW/CCR.The quickness to control of spillage has the primary importance for
prevention of overboard pollution.
The first action to be taken for control the source of spillage is emergency
shutdown of cargo transfer and releiving the flow pressure from both sides of operation.
In case of cargo pipe or hose connection leakage the best way to minimise
the discharge of oil is drainage the appropriate section of pipeline into the manifold oil drip
tray and/or directly into the COTs by opening the drop line.The tanks used for collecting
of spillage should be isolated from IGS line by closing tank's isolating valves and unpress.
by opening p/v valves to allow the oil come inside freely.The oil can be discharged from
manifold oil drip tray into the COT No.5 p/s under pressure by using hand pumps fixed at
trays.
In case of COTs overflow the best method to lower the cargo level is drop
the cargo to an empty or slack tanks.
The oil from main deck should be discharged to Sloptanks p/s.The emerg.
air pumps always connected to deck air line and Sloptanks vapourlocks to be used.The
p/v valves of Sloptanks should be opened to releive back pressure at vapourlocks.For
prevention of overboard pollution the main deck scuppers plugs must be always in place.
The plugs could be temporary removed for drain rainwater from deck,while drainage the
open scuppers should be under watch.
DISCHARGING PROCEDURES
For the Segregated Ballast System there are two Electrical Pumps of 1500 m3/h capacity
each, with two Eductors serving F.P.T.-2W-4W-7W.
Commence discharge of CRUDE OIL. from tank No.3 by No2 cargo pump at low revolutions.
Confirm that there is suction and no leakage from lines/manifolds.
If all is ok increase gradually speed always under lines/manifold check.
If shore line displacement is agreed continue with the same tank which least effects
trim. Depending on the shore line capacity alternatively No 3C may be used with their
respective pump. Upon completion of line displacement, re measure the No 3 C tank
to establish correct quantity discharged.
In agree with terminal open all cargo tanks and proceed to discharge, starting Cargo
pump No3. Speed up gradually both of them to meet the agreed discharge rate.
Continued discharge from centers and wings tanks connected pumps at suction side.
Give priority and discharge first wings tanks closing or opening appropriate valves and
close slop 6P when ullage is about 10 meters.
Continued discharge from centers cargo tanks, give priority and discharge first No 1C,2C,3C.
The tank 5C is the last one of center tanks.
As soon as No 5C completed open all driving valves to eductor to deliver into port Slop
except valve HA 14/66 put cargo pump to take suction from Wings tank.
Slow down RPM, close Master valve M20 on deck and open valve HA 14/66.
Now the No 2 cargo pump circulating in slop through eductor. Build up pressure to 9 kgs,
open suction system and commence COW and stripping from No 1 wings. Slow down cargo pump
and open slowly valve HA 14/76 to pressurize COW line.
Before any COW operation commenced check by portable oxygen analyzer and be sure
that the oxygen remain under 5%. Continued to COW and stripping well all wings tanks and check
No1 and No3 pump at same time discharge No 4C and No5C cargo tangs.
Slow down cargo pump and open slowly valve HA 14/76 to pressurize COW line.
Proceed to COW in all wings tanks and No1,2,3 center cargo tanks.
As soon the No4 and No5 tanks finished, stop cargo pump No1 and No3
and proceed to COW and stripping well No4 and No5 cargo tanks.
Re-strip them at interim’s and also when all are completed COW. When this
operation is completed slow dwon the pump No.2 and open M 20 and close 14/53
and discharge No6 port to shore and on completion stop pump No .2, Closed the manifold.
A little before completion stop IGS to cargo tanks.
Final Stage
When discharging by the main pumps is completed, line up to discharge any remains in
the slop port , and cargo lines/pumps draining all through the marpol line to shore
manifold directly. To ensure good draining of the cargo lines open vacuum breaker
valves as necessary.
Before any attempt to disconnect arms/hoses drain them into tank No3 S. Measure
this tanks in presence of surveyor before draining and again during R.O.B. survey.
Never disconnect arms/hoses before the R.O.B. survey and/or crew absent.
Ballast
As soon as discharge is underway and stabilized start ballast by gravity, using both
Sea Valves (SBT). When gravity slows down, start both ballast pumps and complete
2W-4W-7W to about 60 cm. Ullage. Fore peak tank to 11 met ullage.
During ballasting try to keep the wing ballast tanks up level in order to avoid undesired
list and cargo stripping problems. Also stresses should be into consideration . Slow down
put sea to sea and/or stop ballast pumps, as necessary, in order to obtain minimum
stresses.
Note :
If any draft restriction exists, ballasting will start only under safe underkeel
clearence.
Regular reports of ballast cleanness are requested from deck hands on watch
this operation. Always close deck openings after check.
2 OPERATION CONTROL
The operation should be under constant control on deck and CCR.Throughtout the operation
