The Changing Role of Facilities Management and Procurement Professionals
Public sector organizations are undergoing major change. The role of facilities management and procurement professionals and how they interact with each other, building users, oversight groups, and with private sector service providers is rapidly changing in order to meet the “new normal” of full fiduciary transparency and stewardship and “doing more with less”. Effective and efficient public-sector facilities management and procurement professionals openly collaborate internally and with external service providers. The bar has been raised for levels of management and technical competency, financial transparency, and regulatory compliance. Waste and maintaining archaic and inefficient practices are no longer being tolerated by those public entities engaged leveraging best management practices and attaining improved outcomes. Client satisfaction and meeting environmental and economic goals are now requirements. Construction Delivery Methodology Is a Primary Productivity Driver The selected construction delivery method impacts the success or failure of facilities repair, renovation, and construction programs more than any other single element. It is the construction delivery method that establishes roles, responsibilities, levels of shared risk/reward, scheduling, information and reporting requirements, key performance metrics (KPIs) and sets the overall tone from program/project start to completion and beyond.
