19, Department of Education continues to address different
challenges in the basic education and with the BE-LCP of
DepEd school year 2020-2021 will proceed. Despite the
official statement given by DepEd that schools are ready
for the opening of S.Y. 2020-2021, there are school deem

face-to-face contact with the students. Using last year

enrollment as the base, there are 74.22% or 858 out of


1,156 enrolled. This is based on the enrollment record of
Capoocan Central School as of July 15, 2020. Out of 858,
there are only 48.72% who enrolled through online
enrollment. According to the parents who did not enrolled
through online enrollment, they found it difficult to access
the link provided by the school and others said that they
don’t have means of enrolling through it. Although there
are 43% of the pupils who have smartphone and 25.6%
who have cable T.V., most students choose modular
learning with 73% score. Some parents said that they
choose modular learning since it would be another expense
for them. There are 67.6% said that they can access internet
through their own mobile data. Though some parents said
that it would be more effective if their children are able to
see their teachers through online classes, they don’t have
enough budget for another expenses. In relation to this
dilemma of the parents, the proponent would like to seek if

difference with online learning as one of the teaching –
learning modalities.

V. Rationale According to the official statement of Department of

standards. To help DepEd in its flight for learning


continuity and to lessen the anxiety of parents on the health
risks and learning of their children, the proponent would
like to conduct a study to determine whether there is a
significant difference between online teaching and modular
learning with video clips.

According to Dr. Sejpal (2013), modular approach provides


more flexibility to distance teaching mode as well as to
learners. This gives learners a since of responsibility since
they have a control over his learning. But he also stated
that this is only good for mature learners. Scientifically, full
maturity is in the age of 25 years old. Far from the age of
Grade 3 pupils. Given the situation today, face-to-face
classes is nearly impossible especially in areas with high
cases of COVID-19. To reduce this problem, the proponent
included video clip of each units of the module.

This study will use descriptive – comparative method.


Thirty respondents from Grade 3 will be selected using
purposive sampling. They will be grouped in two base on
their desired modalities of learning, one group will be
having online learning and the other one will have modular
learning with video clip. Both are at the same level of
academic performance. This will focus only in examining
whether there is a significant difference between online
learning and printed modules with video clip learning. This
will be conducted in Capoocan, Leyte. Data will be
collected through pretest and posttest of both groups. The
proponent will use t-Test to treat the data collected.
