Background
ILO’s Myanmar Programme on the Elimination of Child Labour (My‐PEC) endeavours to establish a
comprehensive, inclusive and efficient multi‐stakeholder response to reducing child labour by: (i) expanding
the knowledge base on child labour in Myanmar, (ii) increasing awareness and knowledge about the issue, (iii)
improving legislation and strengthened national and local capacity to address child labour in line with
international standards, (iv) improving capacity of national and local stakeholders to network and advocate on
the issues and (v) reducing child labour in target communities through direct interventions.
While the government of Myanmar ratified ILO Convention 182 in 2013, it lacks a model of direct interventions
for child labourers, their households and their communities. The last component of My‐PEC on direct services
aims at developing, implementing and documenting replicable models of interventions in three selected
communities of Myanmar.
My‐PEC is aiming at providing direct services to a total of 3,600 children or 1,200 children each from Dagon
(Myothit) Seikkan Township, Yangon Region; Labutta Township, Ayeyarwady Region; and Ye Township, Mon
State. These services must be able to remove 1,440 from the worst forms of child labour and to successfully
prevent 2,160 who are at high risk of becoming child labourers. Implementation of direct services has started
in 2017 and will continue until April 2019.
In Labutta Township, the project is targeting a total of 1,200 children; the services aim to remove 480 children
from the worst forms of child labour and to successfully prevent 720 who are at high risk of becoming child
labourers. It also targets 500 households with livelihood support. The following villages in Labutta have been
selected as one of the three target areas for the implementation of pilot interventions by the project:
Labutta Township ‐ 6 villages under Poe Laung Village Tract (Poe Laung, Byant Gyi, War Taw
Kone, Char Thar Kone, Thar Yar Kone and Khaung Thaung)
In 2016 – 2017, a first phase of intervention was conducted in selected villages of Labutta Township that
included Formal Education and Non Formal Education support, Occupational Safety and Health awareness
raising, TVET and livelihood supports.
The project have established the saving groups and microfinance groups and provided the skills training on
areas of management and monitoring systems. The project initiate the negotiation process with existing
microfinance institutions for terms that will be practical and feasible for beneficiaries to avail of the services.
During the first phase, the project have achieved to develop scheme to link the group savings to support
education of children during the implementation.
The second phase of pilot direct interventions have implemented at village tract level since July 2018, aims
to increase financial literacy skills and can start the small business plan which aims to reduce vulnerability of
target households to child labour. The project ensure that microfinance services intended to support increased
household livelihood do not result in the unintended consequence of increasing demand for child labour. The
first training provided to all the saving group members from six villages in March 2019. This assignment is to
track the status of their progress and fill the gaps if required.

Objective of the assignment
The objectives of this consultancy work are:
To monitor the existing saving groups’ progress in the targeted villages
To observe the perception of household beneficiaries and saving members.
To strengthen collaboration between village representatives and saving group committee members
To provide refresher training to saving group members from each village
Scope of Work
The external collaborator will undertake the following tasks:
Assist Lead Trainer in for the design of the monitoring and refresher training of microfinance
curriculum.
Provide support in organizing the monitoring visit and refresher training
Coordinate with local authorities
Facilitate the monitoring field visit on the progress of Village Saving and Loan Association
Prepare training materials, registration and perform any necessary support during refresher training
Support logistic arrangement
Expected Outputs
The external collaborator expected to deliver the following outputs:
Organizing target communities through the Village saving group’s steering committees and saving
group members;
Facilitating to VSLAs during the monitoring field visit and refresher training
Timeline
Tentative start date of contract is 15th October 2019. Proposed end date should not exceed 30th October
2019. The total number of days of work required is 7 days.
Budget
The budget for this contract will cover professional fees, travel costs, mobilization expenses of the
external collaborator;
A tentative schedule of payments shall be indicated in the Contract, but any single payment shall be
limited to a maximum of 30 per cent of the total contract amount and be subject to the condition that
the ILO quality standards are met satisfactorily. By ILO financial rules, the first (advance) payment
cannot exceed 30 per cent, and a minimum of 20 per cent of the total contract amount shall be

retained as the final payment which may be paid only after satisfactory completion of all activities and
providing to the ILO all outputs/ reports as stated in the contract;
It is important to note that should there be any problem in the delivery of outputs pertaining quality
and schedule, the Contractor is expected to make the necessary corrective actions without affecting
the overall project delivery deadline dates. This will be at no additional cost to ILO.
Coordination
The consultant’s work will be monitored by ILO – Myanmar Chief Technical Advisor against the expected
deliverables as indicated in the ToR. He/she will work in close relationship with National Officer of My‐PEC.
Requirements
Minimum qualifications for consultant (Assistant Trainer) are the following:
Education:
Degree in Economic, Social Science, Development studies , natural resource , or equivalent
experience;
Experience:
Experience in coordinating and implementing in Labutta Township
Experience in direct beneficiaries monitoring
Experience working in multi‐ethnic and multi‐language context
Experience in the targeted areas an advantage;
Good oral and written communication skills, preferably both English and Myanmar.
The consultant must submit the curriculum vitae, application letter that must clearly state the previous
work experience, provide references’ agency names, and contact details.
