Job title: Program Implementation Director

Job location: Yangon with travel to Naypyitaw and other areas as needed

Report to: Country Director, ICAP at Columbia University in Myanmar

Supervise: A team of technical and program staff responsible for implementation of


Technical Assistance support

General Presentation
ICAP at Columbia University is a global health leader situated at Columbia University in the city of
New York. ICAP has worked since 2004 with one central goal: to improve the health of families and
communities. In Myanmar, ICAP is working to support the Ministry of Health and Sports to
strengthen health systems and improve access to HIV care and treatment. ICAP began its
partnership with the Government of Myanmar in 2014 to support the national response to HIV.
ICAP is providing technical assistance and implementation support at all levels of Myanmar’s
healthcare system to facilitate the scale-up of HIV services

Overall Job Function:


Under the direct supervision and with the support of the Country Director and in close
collaboration with other technical directors, the Program Implementation Director is expected to
lead the implementation of project activities through provision of support to and working with the
technical team, operation team and managing a team of technical and program staff responsible for
State/Regional level technical assistance support and ensure coordination and effectiveness of the
activities. The Program Implementation Director will support the Finance and Administration
Manager in the monitoring of the project budget and enduring progress towards the achievement of
project goals and objectives.

Main Accountabilities:
Program Management
• Provide direction and leadership to ICAP country team in the implementation of key activities
• Support country director in strategizing and designing ICAP’s country program and
implementation
• Work with the Country Director and Technical staff to ensure efficient and effective
coordination of project activities, both internally and externally with other stakeholders including
MOHS
• Identify implementation challenges and support senior teams to identify and implement course
correction strategies

• Supervise program team of qualified staff, responsible for State/Regional level TA support
aligning their efforts with project goals
• Ensure mutual support and ongoing coordination between State/Regional program team and
senior technical team in the implementation of activities to maximize the effectiveness of
national, sub-national and site level technical assistance
• Work with the operations team to ensure the appropriate resources are available to execute
program activities
• Participate in planning meetings with donors and the annual work planning process including
support to technical teams in the development of workplan and finance teams budget
development
• Work with the Country Director, Technical and Finance and Administration team to track
project budgets against workplans and ensure appropriate budget spending and spending rate
against project requirements
• Liaise and work closely with program support teams in ICAP-NY headquarters to respond to
implementation requirements in Myanmar
Monitoring and Reporting
• Work closely with Technical Director – Strategic Information in project performance
monitoring and evaluation, including progress of activities toward the achievement of project
goals and objectives
• Participate and provide support in timely and accurate reporting of project activities and results
to donors and government bodies ensuring that reports are complete, edited and tell a
compelling story
Representation
• Liaise with Ministry of Health and Sports and other Ministerial counterparts for program
implementation, with International Relation Division for MOU extension/amendment
• Liaise with the MOHS and other stakeholders in coordinating implementation of the program
and ensure compliance to MOHS guidelines
• Provide support to Country Director in external communications with other stakeholders
including donors, Ministry of Health and Sports, Ministry of Home Affairs, and other partner
organizations, etc.
Human Resource Management
• Provide human resource management for the team of technical and program staff for
implementation of Technical Assistance support
Others
• Perform other duties as required or when being assigned by the Country Director
Education:
• MD, PhD, MPH, or other relevant advanced degree

Experience, Skills and Minimum Required Qualifications:
• At least 8 years of senior-level experience designing, implementing, and managing health-related
projects
• At least 3 years of experience working in a Myanmar
• A proven record of excellent management, leadership and interpersonal skills
• Experience working in collaboration with Ministry of Health and Sports partners
• Excellent oral and written communications skills, interpersonal and diplomatic skills both in
English and in Myanmar.
• Excellent computer skill (Microsoft Office package) and internet literacy
Experience, Skills and Preferred Qualifications:
• Experience managing HIV related programs in Myanmar
• Demonstrated experience managing USG or other donor-financed projects and familiarity and
command of CDC regulations and compliance
