Consultant(s) for Training in Project Cycle Management for Civil Society

Duration: 3 months

WWF Myanmar aims to support local CSOs (engaged in environmental protection) to strengthen their
skills in project cycle management with a focus on proposal and report writing.

1. Background

WWF Myanmar was established in 2013 and is working to conserve the country’s biodiversity and build
a sustainable future for people and wildlife. The focus is on promoting green economy within national
policies, and sustaining and protecting biodiversity and ecological connectivity of the transboundary
Dawna Tenasserim Landscape (DTL) through an integrated landscape approach, and the Ayeyarwady

A large porting of globally significant biodiversity conservation areas in DTL – located on the borders of
Thailand and South-east Myanmar - are traditionally managed by local communities and indigenous
peoples (men and women) who depend on its forests, fisheries and water resources for their way of life.
These communities play a vital role in supporting and enforcing conservation practices as stewards of
natural resources, though their role and rights are often not formally recognised. However, the degradation
of ecosystems and areas of high biodiversity put rural communities and indigenous peoples whose
livelihoods and cultures depend directly on the natural environment at risk.
Over the past decade the role of indigenous and local communities in conserving large landscapes has been
increasingly recognized. An important approach to working on inclusive conservation is through
empowerment of and partnerships with CSOs, Community-Based Organisations (CBOs), or networks of
CBOs and NGOs. Through the CSOs, CBOs, and networks, men and women in communities are able to
make their voices heard, and inform decision-making processes, improve policy frameworks and strengthen
overall capacities in conservation and management of high biodiversity areas and ecosystems more broadly.

The important contributions from communities and CSOs to institutions that govern the management of
natural resources is widely recognized by the global conservation community including WWF Myanmar as
demonstrated by the number of projects it has been implementing on social development and CSO-related
projects funded by the Swedish International Development Cooperation Agency (SIDA), the Danish
International Development Agency (DANIDA) and other development partners. These projects provide
direct funding support to CSOs, build local capacities amongst men and women and provide technical
backstoppings in sectors of forest, water, land, energy and natural resources.

2. Training objectives

To strengthen the skills of CSOs and CBOs cooperating with WWF in project cycle management.

Note: The group of 19 CSOs and CBOs from Kayin State and Tanintharyi Region that WWF cooperates
with has defined project cycle management including particularly proposal and report writing as their top
priority for capacity strengthening. Through delivering trainings on this topic WWF is seeking to meet
this need.

3. Scope of work

a. Design a series of project cycle management (PCM) trainings for locals CSOs/CBOs
based on their current skill level and needs.

WWF tentatively envisages a two part training schedule of about 3-4 days each:

1) Introduction to PCM, needs assessment, proposal writing and fund-raising;

2) Monitoring, evaluation and report writing.

WWF is open to a different training design based on input and experience by the
Consultant(s).

The training design should be based on the needs of the potential participants – so the
Consultant(s) are likely to set aside time for contacting some CSOs by telephone to assess
their current level and needs.

The training design and material should be presented to and agreed with WWF prior to
the trainings.

b. Conducting the trainings: The number of training participants will be around 20-25
persons per training. The training will be conducted in Dawei and/or Hpaan.

The trainings should include a short pre- and post-training assessment at the beginning
and end of each training module to assess a) the level of knowledge of the participants; b)
the effectiveness of the training; c) relevant follow up.

c. Coaching / follow up: If required / helpful to the participants, the Consultant(s) should be
available for remote (telephone/email) coaching and feedback to the training participants
in between the training modules and within 2-4 weeks of the last training. This is to assist
with questions related to implementing the trainings i.e. support on draft needs
assessment, review draft project proposals, provide feedback on a planned monitoring
visit or for example a project report. In particular cases, face-to-face coaching could also
be made available following agreement by WWF.

(* Module 2 could also include one additional day where participants from Module 1
have the opportunity to receive feedback on pilot needs assessments and draft project
proposals, which they have worked on based on module 1 training).

4. Required profile:

We are looking for either individual consultants, a small team (2 persons) or a


training/consultancy agency.

Knowledge/Expertise:
 Myanmar and English speaking.
 Min. 3-5 years of experience in developing and conducting trainings in PCM.
 Familiarity with civil society organisations.
 Ability to be engaging and deliver participatory trainings at a high quality.
