both at the Central Office and the Operations Centers. This shall be

this document shall be displayed in the most conspicuous places in the BAS
premises all over the country. The Charter shall guide us in nurturing our
corporate values namely, professionalism, respect for others, teamwork,

This Charter can be a useful guide to our clients and stakeholders in availing of
our statistical products and services.

1. Introduction
It has always been the policy of the Bureau of Agricultural Statistics (BAS) to
strike a good balance between the demands of the clients and stakeholders and
the amount of resources available to address the information needs of the
agriculture and fishery sector. The BAS Strategic Plan (the latest edition covers
2006-2010) serves as the BureaX¶VJXLGHSRVWVLQSUHSDULQJVKRUW medium and
long term plans in addressing its mandates. These are ably done by putting
emphasis on the highest standards of performance, practicing courtesy,
honesty and integrity in dealing with the employees, clients and stakeholders,
and the general public.
The issuance of Republic Act No. 9485, otherwise known as the Anti-Red Tape
Act of 2007, gives the BAS the impetus to establish an efficient system that will
eliminate whatever form of red tape and eventually improve the delivery of
frontline services to the clients and stakeholders.

provision of information support services to the clients and stakeholders. As a
PDWWHURISROLF\WKH³6HUYLFH3OHGJH´ will be disseminated to all the BAS clients
and stakeholders. The step-by-step procedures for availing of the services and
the level of performance expected from the BAS employees will form part of the
charter.
The Bureau of Agricultural Statistics was established as one of the seven (7)
bureaus of the Department of Agriculture under Executive Order No. 116 issued
on January 30, 1987, to serve as the source of official statistics on agriculture,
fishery and related fields.

The BAS is the principal government agency for the efficient collection,
processing, analysis and dissemination of official statistics on agriculture and
fisheries as inputs to policy and decision towards a sustainable agricultural
development.

Section 16 of Executive Order No. 116 defines the functions of the BAS as
follows:
Section 41 of the AFMA mandates the BAS to serve as the central information
source and server of the National Information Network (NIN) of the DA; and to
provide technical assistance to end-users in accessing and analyzing product
and market information and technology.

The primary functions of the key operating units of the BAS are as follows:

The Legal Staff provides advice and support to the management pertaining to
legal and administrative actions.
CSD is responsible for the organization, review and analysis of crop production
and production-related data as well as the timely release of crop statistics.
LPSD is responsible for the organization, review and analysis of livestock and
poultry production data as well as the timely release of livestock and poultry
statistics.

The Public Assistance Counter (PAC) operated by the BAS Central Officer
through the Information Dissemination Services Section (IDSS) has a unique
service. The BAS PAC, not only serves as locator for researchers/visitors, but
also serves as an effective feedback mechanism for assessing the quality and
kind of services rendered to its clients. The PAC provides the following
services:
The Production and Marketing Analysis Service (PMAS) is one of the services
implemented by the Bureau of Agricultural Statistics (BAS). The PMAS
addresses the needs of stakeholders by providing technical assistance to end

provision of production and marketing information to guide farmers on what
commodity to produce, when to produce, where and when to sell based on past
and current trading patterns. Knowing such information, the farmers will be able
to improve their bargaining power and minimize risks in production and
marketing their produce.
The BAS offers 24/7 online services thru its main website and CountrySTAT
Philippines.

3.3.1. BAS Website. The BAS website was initially installed in 1998. An
enhanced version was uploaded in early 2001 and continually updated and
upgraded. The BAS website contains the most recent statistics on crops,
livestock and poultry, fisheries, prices, economic accounts, commodity
situationer, report on the performance in agriculture, and other related
statistics.

5. Feedback Mechanism
The Bureau has devised four (4) schemes of feedback mechanism: 1) for
walk-in researchers; 2) for BAS Website clients; 3) for readers and users
of BAS Publications and 4) for other clients and stakeholders who would
refer to our BAS directory of officials and staff. The feedback of the
clients are monitored, consolidated and reported to the BAS
Management.
