Hi Julie,
I just learned that the key person for the Mountain Valley Pipeline mee ng Friday has been called into a court
proceeding that day, so we’ll need to re-schedule. We have broad availability on Monday and Tuesday. Unfortunately,
next Wednesday through Friday is also bad for us, but the following week is mostly open. Let me know what works
for you. Sorry for the inconvenience.

9/24/2020 Commonwealth of Virginia Mail - RE: Mountain Valley Pipeline meeting
Thank you for speaking with me today about setting up a meeting with VDH to review the Mountain Valley Pipeline plan.
As we discussed, 9:30-11:00 on Friday, September 11 would be a good time to meet with the MVP representatives on
Zoom to discuss their plan.

Rob,
Thank you for the update. I can be available on either Monday (except from 2-2:45) or Tuesday (except from 11-12) of
next week. I am not sure of others availability. Can you remind me when MVP is going to start bringing workers into the
state? I was thinking there was some urgency to our review of their proposed worker protections.
Thanks!

9/24/2020 Commonwealth of Virginia Mail - RE: Mountain Valley Pipeline meeting
Thanks Julie. Mountain Valley Pipeline received a key federal agency approval last Friday. There are two other federal
approvals that were wai ng on Friday’s approval. My best guess is construc on will commence in two weeks, but it’s
subject to those other approvals.

9/24/2020 Commonwealth of Virginia Mail - Meeting with Mountain Valley Pipeline
Julie and I were comparing schedules this morning to find a time to re-schedule our zoom meeting. It looks like Tuesday,
September 15th from 12-1 was the best time for the group. It may not work for everyone, but hopefully it will work for most
of you. Let me know ASAP if that isn’t a good time. If not, I’ll send around a zoom call link shortly. Thanks so much,

Hi, Everyone!
Thanks, Laurie, for your comments! What Laurie raises is really the only thing VDH needs to
address in this matter. As she notes, the community mitigation team already has had some
discussions along these lines. We can continue to provide public health guidance, regarding the 2,000
guest workers coming to work on the MVP and the impact on the communities where this work will
be taking place.
Laurie, I'd suggest that the community mitigation team should reach out to Rob Shinn and set up a
time to meet.

9/24/2020 Commonwealth of Virginia Mail - Fwd: Mountain Valley Pipeline
Ciao,
Norm
The community mitigation team has responded to several inquiries from MVP throughout the pandemic. Rachel,
Jessica and/or I would be happy to a review their plan from a public health perspective, and meet with them if the
Governor's office would like us to. I don't think its appropriate to comment as to whether their plan is compliant with
DOLI ETS. Please let us know how you would like us to proceed.
Thanks for the email. My connection to the discussions on the pipeline had to do with environmental health risks
related to the pipelines being exposed to the elements while project on hold. The issues here having to do with
worker safety and other impacts on local communities best handled through Bob and possibly Dr. Forlano with
community mitigation. In the spirit of dividing and conquering in our long days, I'm not sure if my involvement is
needed in the next meeting in this context of COVID-19 impacts but happy to follow-up as needed.
Thanks,
Parham

Bob,
Mountain Valley Pipeline (MVP) will be re-star ng work on the pipeline probably in the next month. There will
be about 2,000 workers coming to Virginia between the re-start date and end of the year. There are a number
of project opponents in the area that will no doubt raise concerns and issues related to the re-start of
construc on in an a empt to slow down the project.
MVP has developed a comprehensive COVID-19 preparedness plan. The governor’s office thought it would be a
good idea to connect with you to review the plan and see if there are any addi onal measures we should
consider. It would also be good for the MVP people to connect with your local folks to sync up now, so we all
have points of contact when people file complaints etc.
Best regards,
Rob

Rob Shinn (Cap Results - working with folks at the Gov's Office) called me yesterday afternoon about HB5102,
which was defeated. Matt Mansell, at the Gov's Office, suggested that Rob set up a call(s) between relevant
VDH staff and Mountain Valley Pipeline reps.
I wanted to pass this on through both of you, given that you have the primary offices and districts with a vested
interest in such activities.

9/24/2020 Commonwealth of Virginia Mail - Mountain Valley Pipeline COVID-19 preparedness plan
I am reaching out regarding your recent correspondence with VDH with the request to review and discuss the COVID-19
preparedness plan for the Mountain Valley Pipeline workers. We are happy to set up a meeting with you this week or
next week, and think it would be helpful to see the plan ahead of time to help guide our discussion.
If you would please send us a copy of this plan, I can also follow up with you about setting up a meeting.
