AN ORDER STRICTLY IMPLEMENTING THE MANDATORY WEARING OF FACE MASK AND FACE
SHIELDS OF EMPLOYEE AND CLIENTS TRANSACTING BUSINESS IN ALL GOVERNMENT OFFICES
AND FOR THE VENDORS AND CUSTOMERS OF ALL STALLS AND BUSINESS ESTABLISHMENTS IN
THE MUNICIPALITY OF BANATE.

WHEREAS, owing to the urgency of the developing situation, President Rodrigo Roa
Duterte issued Procalamation No. 922 “Declaring a State of Public Health Emergency throughout
the Philippines”and Proclamation No. 929 “Declaring a State of Calamity throughout the
Philippines due to Corona Virus Disease 2019 for a period of six (6) months, unless earlier lifted
or extended as circumstances warrant;

WHEREAS, Section 2 of the said proclamation enjoins all government agencies and LGUs
to render full assistance and cooperation and mobilize necessary resources to undertake critical,
urgent, and appropriate response and measures in a timely manner to curtail and eliminate the
COVID-19 threat;

WHEREAS, Presidential Proclamation No. 922 was followed by Proclamation No. 929
declaring a state of calamity throughout the Philippines due to Corona Virus disease 2019;

WHEREAS, as of this date, cases of COVID-19 infection in Western Visayas particularly in

Iloilo City, Province of Iloilo, Bacolod City and Negros Occidental continue to surge. Moreover,
this municipality had already recorded local COVID-19 infection, which causes great health risk,
panic and anxiety to the residents;

WHEREAS, due to this recent developments, there is a need to implement strictly the
health protocols specifically the wearing of face mask and face shield especially when going
outside the house;

NOW THEREFORE, I, CARLOS O. CABANGAL, JR., Municipal Mayor of the Municipality of

Banate, by virtue of the power vested in me by law, do hereby order:
1. Strict implementation of mandatory wearing of face mask and face shield of employees
and clients transacting business in all government offices in the Municipality of Banate;
2. All workers, employees, and receiving personnel as well as their customers/clients in the
public market stalls, business establishments, and banks within the Municipality of
Banate are mandated to use face mask and face shield while on duty;

offices.

This Executive Order shall take effect on September 8, 2020 and remain in force and
effect until revoked.

Done this 7th day of September, 2020 in the Municipality of Banate, Province of Iloilo,
