The First Amendment provided for an urban redevelopment project for URA 4 (the “URA 4
Project”). The general scope of the URA 4 Project was the construction of a public safety building,
including police and a municipal court, a sports complex, and a park. The URA 4 Project was
originally going to be constructed on property located at 4445 Buford Highway NE (formerly known
as the Jim Hearn Golf Center). The Council has determined that a portion of the URA 4 Project
may have to be constructed on property located at 2301 Dresden Drive (known as Dresden Park)
and that changes to the sports complex need to be made, all as more fully set forth in the Second
Amendment.
Any interested person may submit oral or written comments on the Second Amendment at the
Hearing. The 2018 Plan, the First Amendment and the proposed Second Amendment are on file at
City Hall, and a copy may be obtained from the City Clerk.
