1. DELHI DEVELOPMENT AUTHORITY (DDA)


HOUSING SCHEME –
INTRODUCTION
THE DELHI DEVELOPMENT AUTHORITY (DDA) WAS CREATED IN 1957
UNDER THE PROVISIONS OF THE DELHI DEVELOPMENT ACT "TO
PROMOTE AND SECURE THE DEVELOPMENT OF DELHI". THE DDA IS
RESPONSIBLE FOR PLANNING, DEVELOPMENT AND CONSTRUCTION OF
HOUSING PROJECTS, COMMERCIAL LANDS, LAND MANAGEMENT AS
WELL AS PROVIDING PUBLIC FACILITIES LIKE ROADS, BRIDGES, DRAINS,
ETC.

AIM
THE DDA WAS INCEPTED WITH THE AIM OF DEVELOPING DELHI IN A
BALANCED AND SYSTEMATIC MANNER. IN 2020, THE DDA PLANS TO
LAUNCH THE HOUSING SCHEME 2020 WHICH WOULD INCLUDE MORE
THAN 5000 FLATS AND HOUSES TO THE LOW-INCOME GROUP (LIG),
MIDDLE INCOME GROUP (MIG), AND HIGH-INCOME GROUP (HIG).

OBJECTIVE

 TO FORMULATE A MASTER PLAN FOR COVERING THE PRESENT AND


FUTURE GROWTH OF DELHI AND TO PROMOTE AND SECURE THE
DEVELOPMENT OF DELHI ACCORDING TO THE PLAN COVERING ALL
THE POSSIBLE ACTIVITIES.
 TO ACQUIRE, HOLD, MANAGE AND DISPOSE OF LAND AND OTHER
PROPERTY.
 TO CARRY OUT BUILDING, ENGINEERING, MINING AND OTHER
OPERATIONS.

 AND, TO PROVIDE SERVICES AND AMENITIES INCIDENTAL TO THE


ABOVE.

SCOPE
ELIGIBILITY FOR APPLYING IN SCHEME IS AS UNDER -

I. THE APPLICANT MUST BE A CITIZEN OF INDIA;

(II) HE SHOULD HAVE ATTAINED THE AGE OF MAJORITY I.E. AN APPLICANT SHOULD
HAVE COMPLETED 18 YEARS OF AGE AS ON THE DATE OF SUBMITTING THE
APPLICATION;
(III) THE APPLICANT MUST NOT OWN ANY DWELLING UNIT (INCLUDING RESIDENTIAL
PLOT)/FLAT IN FULL OR IN PART ON LEASE HOLD OR FREEHOLD BASIS IN DELHI, NEW
DELHI OR DELHI CANTONMENT , EITHER IN HIS/HER OWN NAME OR IN THE NAME OF
HIS/HER SPOUSE OR IN THE NAME OF ANY OF THE DEPENDENT RELATIONS INCLUDING
UNMARRIED CHILDREN.

(IV) FAMILY MEANS SPOUSE AND DEPENDENT RELATIONS INCLUDING UNMARRIED


CHILDREN.

(V) BOTH HUSBAND AND WIFE CAN APPLY FOR FLATS SEPARATELY SUBJECT TO
FULFILLMENT OF ELIGIBILITY CONDITIONS WITH THE STIPULATIONS THAT IF BOTH ARE
FOUND TO BE SUCCESSFUL ONLY ONE SHALL BE ALLOTTED A FLAT.

(VI) ONE PERSON CAN SUBMIT ONE APPLICATION ONLY EITHER IN HIS/HER OWN NAME
OR AS A JOINT APPLICANT.
2. ATAL MISSION FOR REJUVENATION AND URBAN
TRANSFORMATION (AMRUT) –
INTRODUCTION
ATAL MISSION FOR REJUVENATION AND URBAN
TRANSFORMATION (AMRUT) WAS LAUNCHED BY PRIME MINISTER OF
INDIA NARENDRA MODI IN JUNE 2015 WITH THE FOCUS TO ESTABLISH
INFRASTRUCTURE THAT COULD ENSURE ADEQUATE ROBUST SEWAGE
NETWORKS AND WATER SUPPLY FOR URBAN TRANSFORMATION BY
IMPLEMENTING URBAN REVIVAL PROJECTS.  RAJASTHAN WAS THE
FIRST STATE IN THE COUNTRY TO SUBMIT STATE ANNUAL ACTION
PLAN UNDER AMRUT.

AIM
THE GOVERNMENT OF INDIA HAS LAUNCHED THE ATAL MISSION FOR
REJUVENATION AND URBAN TRANSFORMATION (AMRUT) WITH THE
AIM OF PROVIDING BASIC CIVIC AMENITIES LIKE WATER SUPPLY,
SEWERAGE, URBAN TRANSPORT, PARKS AS TO IMPROVE THE QUALITY
OF LIFE FOR ALL ESPECIALLY THE POOR AND THE DISADVANTAGED.

OBJECTIVE

 ENSURE THAT EVERY HOUSEHOLD HAS ACCESS TO A TAP WITH


ASSURED SUPPLY OF WATER AND A SEWERAGE CONNECTION;
 INCREASE THE AMENITY VALUE OF CITIES BY DEVELOPING
GREENERY AND WELL-MAINTAINED OPEN SPACES (E.G. PARKS);
 REDUCE POLLUTION BY SWITCHING TO PUBLIC TRANSPORT OR
CONSTRUCTING FACILITIES FOR NON-MOTORIZED TRANSPORT (E.G.
WALKING AND CYCLING).

SCOPE
 THE FOCUS OF THE MISSION IS ON INFRASTRUCTURE CREATION
THAT HAS A DIRECT LINK TO PROVISION OF BETTER SERVICES TO
THE CITIZENS.
 THE MISSION COVERS COVERING 500 CITIES THAT INCLUDES ALL
CITIES AND TOWNS WITH A POPULATION OF OVER ONE LAKH WITH
NOTIFIED MUNICIPALITIES.
 TOTAL OUTLAY FOR AMRUT IS RS. 50,000 CRORES FOR FIVE YEARS
FROM FY 2015-16 TO FY 2019-20 AND THE MISSION AND IS BEING
OPERATED AS CENTRAL SPONSORED SCHEME. THE PROJECT FUND IS
DIVIDED AMONG STATES/UTS IN AN EQUITABLE FORMULA IN
WHICH 50:50 WEIGHTAGE IS BEING GIVEN TO THE URBAN
POPULATION OF EACH STATE/UT AND NUMBER OF STATUTORY
TOWNS.
 THE PRIORITY ZONE OF THE MISSION IS WATER SUPPLY FOLLOWED
BY SEWERAGE.

3. NATIONAL HERITAGE CITY DEVELOPMENT AND


AUGMENTATION YOJANA (HRIDAY) –
INTRODUCTION
(HRIDAY) WAS LAUNCHED ON 21 JANUARY 2015, IS BEING
IMPLEMENTED IN 12 CITIES, NAMELY, AJMER, AMARAVATI, AMRITSAR,
BADAMI, DWARAKA, GAYA, KANCHEEPURAM, MATHURA, PURI,
VARANASI, VELANKANNI AND WARANGAL WITH THE AIM OF
BRINGING TOGETHER URBAN PLANNING, ECONOMIC GROWTH AND
HERITAGE CONSERVATION IN AN INCLUSIVE MANNER TO PRESERVE
THE HERITAGE CHARACTER OF EACH HERITAGE CITY. THE SCHEME
SHALL SUPPORT DEVELOPMENT OF CORE HERITAGE INFRASTRUCTURE
PROJECTS INCLUDING REVITALIZATION OF LINKED URBAN
INFRASTRUCTURE FOR HERITAGE ASSETS SUCH AS MONUMENTS,
GHATS, TEMPLES ETC. ALONG WITH REVIVING CERTAIN INTANGIBLE
ASSETS.

AIM
 THIS SCHEME AIMED TO PRESERVE AND REVITALISE HERITAGE CITIES
OF INDIA TO REFLECT THEIR UNIQUE CHARACTER. IT ALSO
ENCOURAGES THE DEVELOPMENT OF AN AESTHETICALLY APPEALING,
ACCESSIBLE, INFORMATIVE AND SECURED ENVIRONMENT IN
HERITAGE CITIES.

OBJECTIVE

 PLANNING, DEVELOPING AND IMPLEMENTING INFRASTRUCTURE


KEEPING IN MIND SENSITIVITIES OF HERITAGE, INCLUDING SERVICE
DELIVERY AND DEVELOPMENT OF INFRASTRUCTURE IN CORE
AREAS OF HISTORIC CITIES.
 PRESERVE AND RENOVATE HERITAGE SO THAT TOURISTS CAN
CONNECT WITH EACH HERITAGE CITY’S UNIQUE NATURE.
 DEVELOP A HERITAGE ASSET INVENTORY OF CITIES DOCUMENTING
BUILT, CULTURAL, LIVING AND NATURAL HERITAGE AS A BASIS FOR
URBAN PLANNING, GROWTH, PLANNING OF SERVICES AND THEIR
DELIVERY.
 ENHANCEMENT OF BASIC SERVICES FOCUSSING ON SANITATION
LIKE PUBLIC TOILETS, WATER TAPS, SECURITY LIKE STREET LIGHTS
AND IN IMPROVING TOURIST FACILITIES.
 CREATE LINKAGES BETWEEN CULTURAL FACILITIES AND TOURISM
ALONG WITH THE CONSERVATION OF HERITAGE AND CAPACITY
BUILDING OF LOCAL INDUSTRIES BASED ON HERITAGE.
 ADAPTIVE MAINTENANCE OF URBAN HERITAGE, INCLUDING
REHABILITATION USING APPROPRIATE TECHNOLOGY FOR
RETROFITTING HISTORIC BUILDINGS WITH MODERN
CONVENIENCES. ESTABLISHMENT OF PUBLIC-PRIVATE PARTNERSHIP
FOR PRESERVING AND MAINTAINING HISTORIC BUILDINGS IS ALSO
PART OF THIS GOAL.
 PROMOTION OF ECONOMIC ACTIVITIES TO ENHANCE AVENUES OF
EMPLOYMENT AMONG PEOPLE LIVING IN AND AROUND THE
HERITAGE SITES. THIS INCLUDES SKILL DEVELOPMENT AMONG
THEM AND MAKING PUBLIC AND CULTURAL SPACES ACCESSIBLE.
 MAKING CITIES INFORMATIVE USING MODERN ICT TOOLS AND
MAKING CITIES SECURE USING MODERN SECURITY DEVICES LIKE
CCTV ETC.
 INCREASE ACCESS TO HERITAGE SITES BY DEVELOPING ROADS,
ADOPTING THE UNIVERSAL DESIGN, GIS MAPPING OF HISTORICAL
LOCATIONS AND BUILDING A DIGITAL RECORD OF THE HERITAGE
ETC.

SCOPE
 TO PREPARE THE CITY HRIDAY PLAN, INFRASTRUCTURE
IMPROVEMENT PLANS FOR HERITAGE AREAS, THE CONCEPT
PLAN FOR DEVELOPMENT/RENOVATION OF A CITY MUSEUM/
CULTURAL PARK, IN ADDITION TO REVIEWING DPRS AND
MONITORING THE EXECUTION OF WORKS FROM A HERITAGE
PERSPECTIVE IN AJMER.
