1 INTRODUCTION
CICO CONSTRUCTION & LEASING COMPANY LIMITED is an indigenously-driven and
professionally managed multi-facet Construction Company that provides comprehensive Building
and Engineering services, in line with international standard, to a rapidly growing list of clients
(Governments, private organizations and individuals).
The company has her corporate office in Port Harcourt where she is involved in infrastructural
development such as Civil Engineering, Electrification & Building. The company adopts modern
engineering techniques on all her projects and employs experienced professional staff:
academicians, technicians and management experts. She has in her employ tested professionals
that have participated in numerous construction projects, such as Pipeline and facility
construction, Housing units, Office blocks, Highways, Bridges & Dredging.

1.1 About the Constractor


CICO will manage her interface such that there shall be no disruption to operations at the work
sites.

One of the keys to effective contracting, coordination, risk allocation, and conflict resolution is the
effective management of interfaces between the various organizations, facilities, systems,
activities, and services on the Project. An established Interface Management Process will
facilitate timely identification, resolution, and communication of all technical, execution, and
organizational interfaces.

CICO has established the following objectives for the overall Interface Management:

 Achieve early identification of internal and external interfaces to avoid or mitigate project issues
such as design conflicts, installation clashes, project delays, rework, etc.
 Specifically focus on internal interfaces between the five sub-projects, which impact the
successful delivery of the overall Project.
 Document all material interfaces for effective management and close-out.
 Facility early communication of interface information needs and promote clear, accurate, timely
and consistent communication with other organizations.
 Enable and foster development of working relationships between Mobil and it’s Subcontracts,
CICO, vendor and other relevant personnel involved in Interface Management activities.
 Assign specific individuals responsibility for interfaces to promote accountability.
 Track, manage, and report on interfaces in a manner consistent with other key Project
activities.

1.1. Project Overview (Pipeline work scope)


CONTRACTOR scope of work includes verification of the FEED package, Detailed
Engineering Design, testing of materials and equipment, construction and installation, pre-
commissioning, commissioning and handover of all the facilities that form the PERMANENT
WORK as described in this Section V – Scope of Work. CONTRACTOR shall also prepare
as-built drawings and documents that are required for the operation and maintenance of the
completed WORK. The relevant design and engineering specifications, UFS, PEFS,
drawings are enclosed in Section X – Technical Information:
Uzu-1 manifold to Uzu-2 manifold (Zarama 8-11 manifold location)
1. Installation of 16 -inch x 8km carbon steel bulkline starting from the first flange,
upstream of the insulating joint at the pig launcher at the Uzu – 1 Manifold and terminates
at the first flange downstream of the insulating joint at the pig receiver at the Uzu-2 (Zarama
8-11) manifold location, as shown on the PEFS in Section X - Technical Information. The
scope shall include all pipeline related WORK along the pipeline route,
including the Cathodic protection system, pipeline markers, as detailed in the project
specifications in Section X – Technical Information.
2. Design, procurement and installation/termination of discrete 24-core single mode
FOC from Uzu-1 NAG Manifold FAR to the WHCP and field instruments. Uzu-2 (Zarama 8-
11) manifold location to CPF Installation of 16 -inch x 10km carbon steel bulkline starting
from the first flange, upstream of the insulating joint at the pig launcher at the Uzu – 2
Manifold (Zarama 8-11) manifold location and terminates at the first flange downstream of
the insulating joint at the pig receiver at the Gbaran CPF, as shown on the PEFS in Section
X - Technical Information. The scope shall include all pipeline related WORK along the
pipeline route, including the Cathodic protection system, pipeline markers, as detailed in the
project specifications in Section X – Technical Information.
Zarama Oil manifold to Zarama 15 location
Design, procurement and installation/termination of discrete 48-core single mode FOC from
Zarama Oil manifold to Zarama 15 location
Design, procurement and installation of all junction boxes and termination and splicing
materials for the FOC.

1.2. Purpose
The purpose of this document is to address all aspects of the construction process to
support the overall execution philosophy performed by CONTRACTOR to meet the agreed
schedule for a safe completion, and as per quality requirements, of the UZU Gbaran 3B gas
pipeline project.
This has to be read and interpreted in conjunction with the Project Specification and
established Quality Control Plan together with other related Contractual documents.
1.3. Scope
Performance of Construction is a critical part of the Project execution and is a driver for
many of the Engineering and Procurement aspects of the projects, The CONTRACTOR
shall put in place a construction strategy that shall be in line with main objectives of the
project.
The execution of the works shall consider the particularities of each Worksites and the risks
proper to the sole execution of the construction activities, with regards to safety of every
personnel mobilized and the SPDC operating facilities.
The scope of this document shall cover all the operation activities, Procedures to give /
provide general description of site activities for construction mobilization, live camp
installation, Right of Way construction activities, construction coordination and delivery of
project requirement within the construction scope of the project and as related general
project execution.

1.2.2 Definitions
Company/Shell/SPDC Shell Petroleum Development Company of Nigeria Limited
EXECUTE CONTRACTOR: The party who carries out all or part of the engineering,
procurement, Construction and commissioning of a project.
INSPECTING AUTHORITY: The body or organization, appointed to carry out an Independent
Design Review, and ensure compliance to Quality
Assurance processes, as required by the Codes and Specifications.
MAY: Indicates an acceptable course of action
PRINCIPAL: The party who initiates the project and ultimately specifies the
Technical requirements, which is SPDC. The principal may
also include an agent or consultant, authorized to act for the
principal.
PURCHASER The party who buys the equipment, its auxiliaries and all
associated
Equipment for its own use or as agent for the
owner. SHALL: Indicates a mandatory requirement
SHOULD: Indicates a preferred course of action or strongly r e c o m m e n
d e d to comply with the requirements of this specification.
SUB-CONTRACTOR: The party who supplies services and/or the equipment to
perform the duties specified by the CONTRACTOR. The party
shall also be considered synonymous with the term manufacturer

2 construction execution plan overview


2.1 Main objectives

The project construction objectives are defined taking into consideration COMPANY project objectives,
COMPANY Safety and Quality objectives. The general construction project objectives include, but are not limited
to:
 Ensure that the PROJECT is completed within the target of zero lost time incidents and minimize
the impact upon the environment.
 Ensure the creation of a quality, reliable and productive asset for COMPANY, in accordance with
the contract requirements.
 Optimize the construction time, within the contract schedule.
 Optimize utilization of the allocated resources to achieve the Project targets within the contractual
milestones.
 Establish a trusting relationship with COMPANY
 Maintain proper coordination with local authorities
 Proper management of the risks related to construction
 Identify and Maintain proper and smooth interface internally and with other CONTRACTORS
 Implementation of best construction practices
 Achieve target manpower training
 Achieve required local content
 Achieve phased completion in line with plant start up requirements
 Smooth handover from Construction to Commissioning
 Ensure involvement of Communities workforces in the Construction of the PLANT,
These objectives are communicated to all the Project Construction Supervisors whose responsibility is to adopt the
Project objectives at their level and ensure that they are met.

2.2 Industrial scheme


CONTRACTOR industrial scheme is driven by our commitment to maximize the MADE IN NIGERIA content of
the PROJECT, drawing on CONTRACTOR established capabilities and extending them to reasonable achievable
limits within the Project’s constraints and objectives:
 Structures and piping prefabrications will be performed in Port Harcourt CONTRACTOR yards or
subcontract to acceptable local companies.
 Construction activities will be performed at “SITE BASE OFFICE” proposed for Zarama location and
along the pipelines corridors.
CONTRACTOR strategy takes into consideration the constraints generated by the time schedule of the PROJECT.
CONTRACTOR shall install:
- piping,
- structure,
- Mechanical equipment.

2.3 Main Specifics


Main part of construction activities will be performed in the Right of Way. The level of risk exposures to people,
assets and environment will increase significantly. CONTRACTOR shall implement works procedure and methods
to ensure an effective management of risks: Construction procedure, risk assessments, pre-job meeting with
operators.
Process and schedule scheme will also constitute a major objective. Therefore, the construction philosophy shall
integrate the general start up priority as well as the operative conditions between Tie in location at Gbaran CPF,
Zarama 15 location and Zarama 11-18 location.
The Construction constraints will be integrated at early stage of the detailed design phase in order to validate
delivery dates of Drawings and Equipment as well as issue dates of Purchase Orders to Suppliers.
The organization of the tasks will be optimized by CONTRACTOR in order to take the maximum benefit of the
capabilities, experience, and means of each of the partners of the Consortium.
The strategy of execution of the Construction is established considering all factors of success in terms of:
 HSE,
 Security
 Environmental respect,
 Integration/ Organization of the Works that will create minimum disturbances to EPNL operators in
the working flow station, production and treatment centres,
 Performance / quality,
 Planning / costs.

3 FIBER OPTIC CABLE INSTALLATION


3.1 Overview
Fibre optic cable is required in Gbaran Phase 3B SPDC project for telecommunication, LSDS, CCTV, VHF and
Instrumentation inter-site communication as specified in the tendering scope and in DEP. This document is prepared in
compliance with SPDC (Approved rev), and other recommended practices.

The structure of FOC has been adapted to the project requirement, environmental conditions and the length, in line
with to be approved contractor survey plan which shall be complied with latest and approved DEP for the project.

3.2 Laying Method


In considering the laying of FOC the following shall be discussed

3.2.1 Preparation
The installation of FOC shall be done considering proper selection of cable drums; weight and length, trenching and
SAT.

3.2.2 Cable drum


Selection of Cable Drum; Length and Weight – considering the terrain along the R.O.W, the selected cable drum
length and weight should not pose a challenge for lifting and reeling during installation. Provision shall be made for
adequate (overall) cable length during procurement, to ensure flawless execution and avoid delays during installation.

3.2.3 Trenching
The cable trench shall be as shown in appendix A below; this drawing shows trench section and the detailed
installation principles. For detailed installation information refer to section 4.2.4 and Appendix A.
The cable shall be laid at 12’ O clock position at specified depth for dry and agricultural areas, as indicated in the
drawings. Before laying the cable the trench shall be filled with stone free material (sharp sand)

3.2.4 Splicing position


The splicing kit protection shall be IP 68. It shall be capable of being directly buried in all terrains along the ROW.
Suitable positions for the location of the splice will be determined during detailed engineering.

3.2.5 Plant Area (Road Crossing) of FOC


Cable entry point shall be through PVC pipes at road crossing. At the control room the cable shall be through Multi
Cable Transit (MCT). The location of splice box under the road crossing shall be avoided; splicing shall be on either
side of the road crossing.

When cable crosses a road at both nodes in the facilities, manhole shall be provided at both ends of the duct bank to
accommodate sufficient coils of cable to replace the portion of cable under the road, in case of damage,

3.3 Fiber Optic Cable Field Splicing


3.3.1 Splice Joint
Splicing kits shall be provided to allow for field splicing of the cables as required. The system used for these splices
shall provide adequate protection for the life time of the cable.
Position of joints coordinates shall be indicated in the route map drawings. Special markers shall be used to identify
these points, and loop provision shall be made (inform of omega shape) to allow for cable rejoin, if required in the
future.
Cable joint installation shall be performed in accordance with the principle assembly procedure.
The cable splicing shall be performed by the Telecom System Integrator with technical assistance from the
CONTRACTOR.

3.3.2 Site Splicing


The splicing shall be done in a temperature and humidity controlled environment.
The following installation work shall be foreseen as a minimum:

 Reception and inspection of cable reels on site.


 Cutting and end protection of cable lengths as required on site.
 Cable handling, laying alongside pipeline supervision/assistance and technical advice provision of specification for
trench laying of cable.
 Cable joint connection and cable section testing with fusion splicer and OTDR for each splice
 Attenuation of each splice to be measured
 Final cable testing with OTDR.
Position of splicing shall be recorded in order to generate as-built documents.

3.3.3 Laying

Cable shall be reeled out from drum, suspended by side boom or from a turn table, for easy laying.

Padding shall be in layer of 0.2 m(or as approved by DEP) above the crown of pipe, within which the FOC is to be
laid. And each layer shall be uniformly compacted to avoid settlements. The cable shall be laid directly above the
crown of the pipe.

• Bending Radius – Care must be taken to avoid exceeding the bend radius during laying, as this could cause
unseen damage like expensive restringing at later date. The cable bending radii shall be followed at all time as
specified by VENDOR.
• Twisting – This must be avoided as it increases stress and the chance of cable breakage. There shall also be no
traction on the cable.

Cable end Protection - Cable end shall be protected with end caps from factory. The cable ends shall also be protected
after laying prior to splicing and termination; this will prevent ingress of moisture / water.

Warning netting shall be distanced from the top of the pipe at 0.20 m minimum and to be installed throughout the
length of the pipeline.

3.4 Backfilling

3.4.1 Backfilling Operations


During backfilling operation, excavated materials shall be used for backfilling, crushed and screened to reach
necessary grade of soft padding

The trench bedding material shall be fine grade material with a maximum particle size of 5mm. Backfilling material
shall be obtained from sieved excavated trench material or from other sources approved by COMPANY.

Provision shall be made that the FOC trench shall be backfilled as soon as possible. Company approval shall be
obtained before any backfilling will be done.

The FOC trench shall be covered and compacted down the sides within the same day of laying, in order that the FOC
is secured and to avoid long time exposure.

The steps are as follows;


• Each layer shall be uniformly backfilled to avoid further settlements
• If the excavated material to be used for backfilling is insufficient or cannot be rid off objectionably e.g. rocks,
stones etc. there by rendering it unsuitable for placement around the cable suitable backfilling material is defined as
fine, soft earth, or sand free of sharp gravels, rocks etc. that could damage the cable to completely surround the cable
and cover it to adequate depth
• Should it be impossible or not practicable for any valid reason, to complete the backfilling operation after laying,
CONTRACTOR shall carry out partial backfilling as stated by SITE condition to restrain and protect the laying. The
laying must be at least partially backfilled

Backfilling of Special Sections


• Backfilling at special sections (Road crossing and Existing facilities) shall follow the laying
• Backfilling will be done with excavated materials and further uniformly compacted to avoid settlements
• Restoration of the road surface shall be to the original condition. The material that will be used will have the
same quality and characteristics of the existing road material

3.4.2 Equipment and Personnel


The below quantities must be considered only inactive. The real quantities of equipment and personnel will be based
on the real conditions of the field at the moment of the start of work.

To perform backfilling activity the following equipment shall be considered;


• Excavator
• Dump Truck
• Wheeled Loader
• Dozer
• Plate Compactor

The crew to be considered when performing backfilling activity;


• Excavator Operator
• Helpers
• Safety Officer
• Flagman
• QAQC Inspector

3.5 CABLE TESTING


3.5.1 FAT
The aim of the Factory Acceptance Test is to verify the compliance of the FOC with International Standards and
recommendations as to be approved by COMPANY.

INSTALLATION

FAT procedures (part of detailed engineering) shall be mandatory and shall be a hold point.
The following documents shall be required during FAT:
• Construction and tests documentation
• Type Test Procedures
• Construction Test Procedures
The measurement files of all the cables shall be provided by the CONTRACTOR during the FAT, in standard format
(text, excel, Bellcore OTDR format…), or with appropriate software.

Site acceptance tests to be done (attenuation tests) based on site acceptance tests procedure (to be developed in detailed
engineering) after cable delivery in Nigeria to validate that the cable has not been damaged during shipment.

3.5.2 During Installation

The CONTRACTOR shall perform all necessary controls and tests:


• To check that cable laying did not bring about any additional attenuation on the optical fibres, compared to that
recorded during factory acceptance tests,
• To check that splices which had to be performed on site are satisfactory, and do not bring about attenuation
values higher than those stated on specifications,
• To establish validity of the link by measuring its performances from end to end.

The following parameters shall be measured and the corresponding optical values will cope with those stated on
specifications:

• Distances of splices starting from origin connector.


• Total distance between connectors.
• Fibre attenuation in dB/km between splices or between splice and connectors
• The loss value for unitary splice (uni-directional measurement).
• The average loss value for unitary splice (averaging of bi-directional measurement).
• The average splices loss (all the splices being found between each connector).
• Global attenuation (in dB) from connector O to connector E.
• The average connector loss (averaging of bi-directional measurement).

Requirements for the radio disturbance level and immunity requirements of the equipment are described in CISPR 22
standards and shall be in compliance with the EMC requirements for equipment intended to be used within a
telecommunications network shall be in accordance with ETSI - EN 300 386 standard.

After installation, full precommissioning and commissioning tests shall be done.

3.5.3 Acceptance Tests and Documents

CONTRACTOR shall provide before the final tests:


• Acceptance files, including the back-scattering curves of each fibre recorded after Splicing and the attenuation
recordings. The results of the tests shall be processed and recorded by using an appropriate software
• End to end OTDR
• End to end power loss
• Block diagram of the link
• "As built" drawings of the works

INSTALLATION

Exact position of the cable and splices recorded during topographical survey, Distances between ODF, and splices
shall also be provided.

3.5.4 Transmission Equipment Testing (Optical Time Domain Reflectometer-OTDR)


3.5.5 FAT
FAT shall proof that equipment characteristics are in accordance with the technical specification, including:
• Sensitivity of optical interfaces
• Performance of all traffic ports
• MSP and SNCP tests with switching time
• EPS tests with switching time
• Time stamped alarms (AIS, LOS)
• Software internal or line loopback
In-line equipment shall also be tested in FAT, and shall meet contractor’s specification.

3.5.6 Stand-alone tests


Stand-alone tests shall be performed to ensure that equipment has suffered no damage during transportation. It shall
involve any transmission equipment and any management equipment. If test equipment is provided, it shall also be
tested on site.

3.5.7 System Test


3.5.8 Commissioning Tests
The purpose of the commissioning tests is:
• To validate the system design (SNR measurement, etc)
• Take reference on optical connection points
• Adjust alarm thresholds
• Verify system power budget and system margin
• Perform network configuration and monitoring tests on NMS

Precommissioning and commissioning will be carried out with the systems with which the FOC is connected; the
methodology will be in line with approved DEP (Precommissioning and Commissioning Specification).
