CONTINGENCY PLAN 2020-2021

I. OBJECTIVES

 This is the DepEd Contingency Plan for Rosa A. Ilagan Elementary school of the Big
One and other unforeseen incidents of earthquake, flood and COVID-19 in
municipality of Bongabon.
 Reduce vulnerability and exposure of communities to earthquake, flood and COVID-
19.
 Increase level of awareness of the community to all possible threats and impacts.
 Enhance capabilities of communities to reduce their own risks and cope accordingly to
the impacts of the disaster and pandemic.
 Decrease the number of preventable deaths and injuries and provide assistance to those
affected.

This document was developed by the Disaster Risk Reduction and Management Service
(DRRMS), Disaster Management Group members of the central office, Regional and Division
DRRM Coordinators of the affected and assisting regions.

This Contingency Plan aims to:

1. Align with the Harmonized National Contingency Plan for preparation and prevention
from the Big One and other unforeseen incidents of earthquake, flood and COVID-19 of
the National Disaster Risk Reduction and Management Council (NDRRMC).
2. Establish the coordination and communication mechanisms among the central office and
the affected and assisting regions.
3. Set the response and rehabilitation or early recovery roles and functions of the DepEd
central office and the affected and assisting regions for purposes of education continuity.
4. Provide guidance for the continuing capacity building of DepEd offices and schools.
5. Determine the preparedness and prevention and mitigation measures to reduce the
impacts of the Big One and other unforeseen incidents of earthquake, flood and COVID-
19.
6. Support the identification of needed equipment and supplies to reduce the impacts of the
Big One and other unforeseen incidents of earthquake, flood and COVID-19.

III. ACTIVATION, DEACTIVATION, AND NON-ACTIVATION OF CONTINGENCY
PLAN

The contingency measures in this document aligns with the 2019 NDRRMC Harmonized
National Contingency Plan (HNCP) for earthquake, floods and COVID-19. This will enable
DepEd to have better coordination horizontally, i.e., DepEd with other NDRRMC agencies, and
vertically, i.e., DepED Central Office down to the schools.

A. Activation

The activation of DepEd’s Contingency Plan for earthquake, flood and COVID-19 is
aligned with the activation of the Harmonized National Contingency Plan. This includes any of
the following triggers.

The procedures for activating and deactivating the contingency plan shall adhere to the

B. Deactivation

The contingency plan shall be activated based on the findings of Pre-Disaster Risk
Assessment by the MDRRMC, leading to the activation of the EOC. Municipal Mayor shall then
convene all the clusters to assess the situation. Afterwards, Municipal Mayor shall officially
activate ICS and delegate authority to the IC coming from the Municipal DRRMO. The IC shall
then proceed to organize the IMT and implement tactical activities based on the strategic
decisions of the clusters.

The contingency plan shall be deactivated once the situation has improved and when
heightened alert is no longer required. The recommendation for deactivation shall emanate from
the IC going to Mayor X via the EOC. Once deactivated, operation will still remain until such
time that the EOC will be back to “white alert” status. At this point, the operation is already
terminated.

C. Non-Activation
In case that the disaster and pandemic will not take place in the months of June to
December, the contingency plan will not be activated. In this case, the plan will be maintained as
a perpetual plan for future use in the event of upcoming disaster or pandemic.

1. Features of Emergency Operations Center (EOC)


Municipality of Bongabon EOC is the repository of information and main hub for
coordination of the MDRRMC Bongabon. It serves as the main communication link for all
responding units, receives emergency and non-emergency calls, monitors the security and
surveillance cameras municipal wide, dispatches calls to concerned responding unit, receives
data and reports from responding units.

on latest scientific studies about geological hazards, risk assessment findings and innovations in
DRRM policies and standards.
