1. SCOPE AND PURPOSE

1.1 General

OML 102 Block operated by TOTAL E&P Nigeria Ltd. approx.45 km of the south-eastern coast of Nigeria in
approximately 40 meters water depth.
The field initially brought into production in 1997 and is owned by Joint venture NNPC/TEPNG. It consists of
a Production Platform OFP1 and two Wellhead Platforms namely OFD1 & OFD2.

The key objectives of the Ofon Phase 2 project are:


a) To stop gas flaring on Ofon.
b) To deliver gas to Bonny LNG plant via AMENAM facilities.
c) To increase production from current 50,000 bopd to about 100,000 bopd.
d) To improve operating conditions by installing living quarters on site, resizing water injection, installing
water treatment capacity, and providing gas-lift activation to existing and new wells.

1.2 Objectives

This ITP applies to both Onshore and Offshore painting of structural & piping CS steel, Cu-Ni and stainless
steel of project. It defines the Inspection and Test Plan requirements to be fulfilled by SUBCONTRACTOR
(APPLICATOR is this case) for painting related to Structural Steel and piping for OFON Phase 2 Project.

2. DEFINITIONS & ABBREVIATIONS

The following terms and definitions shall be used by CONTRACTOR in the preparation of any quality related
document:

2.1 Definitions

APPLICATOR: Means IPES / Prezioso, organization, including its potential sub-contractors to


whom any part of the Works has been subcontracted by CONTRACTOR. In the
specific case of Onshore, even if painters are PNL staffs, as Prezioso endorse
the responsibility of coating, APPLICATOR only means IPES / Prezioso
CONTRACTOR: Means PNL – Ponticelli Nigeria Ltd and Ponticelli Upstream that have been
awarded the CONTRACT by COMPANY
COMPANY Organization that receives the services related to the Works provided by
CONTRACTOR and by its Subcontractor(s), i.e. TOTAL E&P NIGERIA Limited

Inspection and Test Plan: CONSTRUCTION CONTRACTOR plan prepared in accordance with the
applicable contractual, engineering and vendors requirements. The ITP shall
provide references to applicable procedures, acceptance criteria, documentation,
quality records and inspection attendance to be performed, in chronological
order, from initial inspection, through final inspections and mechanical
completion
INSPECTOR: Qualified/Certified person by an approved organization (ACQPA, FROSIO,
NACE International minimum level 3 with peer review, etc.) in charge of painting
works control.
Calibration Comparison of a measurement and test equipment with a reference standard or
with another one provided with better tolerance in order to detect or to measure
possible inaccuracies and to document or eliminate them.
Non Conformity The non-fulfillment of specified requirements
SUBCONTRACTOR Means Applicator in that case. Organization(s),including its sub-contractors to
whom any part of the Works has been subcontracted by CONTRACTOR.
Works Means the permanent new, revamped and refurbished facilities constituting the
Project, including all the construction services, materials and equipment to be
provided by CONTRACTOR to satisfy its obligations pursuant to the Contract
undertaken with the COMPANY.
ITP Inspection and Test Plan: CONSTRUCTION CONTRACTOR plan prepared in
accordance with the applicable contractual, engineering and vendors
requirements. The ITP shall provide references to applicable procedures,
acceptance criteria, documentation, quality records and inspection attendance to
be performed, in chronological order, from initial inspection, through final
inspections and mechanical completion.

Any other terms related to quality and not listed above shall conform to section 3 “Term and Definition” of
ISO 9000:2000 “Quality Management System – Fundamentals and vocabulary”.

2.3 Involvement

P - Performance Point
ITP Inspection Point identifying the party responsible to perform the activity described.

H - Hold Point
ITP Inspection point means that the presence of the concerned party (ies) (COMPANY) is mandatory.
Notification to COMPANY for inspection shall be issued by CONTRACTOR. Work cannot proceed without
the concerned party (ies) signing off the inspection activity, unless a waiver has been received by the
CONTRACTOR in writing from COMPANY.

These controls and tests are the object of a notification 24 hours minimum in advance, meaning a
notification of official inspection by e-mail to the concerned party(ies); who have to confirm by return their
presence or not during the inspection. In case of absence of answer under 24 hours following the RFI, the
resumption of the works is considered as tacit.

W Witness Point
ITP Inspection point means that the presence of the concerned party (ies) (COMPANY/IIA) is NOT
mandatory.
Notification to COMPANY for inspection shall be issued by CONTRACTOR 24 hours minimum in advance.
Concerned party(ies) have to confirm by return their presence or not during the inspection.
In case of absence of answer under 24 hours following the RFI, the resumption of the works is considered
as tacit.
If COMPANY does not wish to attend (or does not attend) the witness point, the CONTRACTOR must
proceed with internal inspection and work can go ahead, without presence of the COMPANY and without
delay.

ITP Inspection point means that concerned party (ies) (COMPANY, IIA) must check the CONTRACTOR’s
manufacturing documents and review inspection / tests records and certificates.

S Surveillance Point
ITP Inspection point means that the presence of the concerned party (ies) (COMPANY, IIA) is NOT
mandatory.
No notification is required but COMPANY may carry out inspection / tests at any stage of the fabrication.
The CONTRACTOR must proceed with internal inspection and proceed with the work provided that control
and tests reports are available to the COMPANY for review.

4.2 Applicable Documents

CONTRACTOR and SUBCONTRACTOR shall ensure that inspection and test activities planned in the

5. INSPECTION AND TEST PLANS BY SYSTEM

The ITP specific to each selected system of paints can be revised in case of supply disruption. An
equivalent system of paint will then be chosen. The wet and dry thicknesses will then have to be revised
according to the percentages of specific solids in the paints of the new recommended supplier.
The controls, the tests and the reception are daily made the associated reports are referenced with regard
to the date of execution or control, and are gathered in daily work report.
The traceability of the WORKS made on a piece is assured thanks to the follow-up summarize of the
production.
So the samplings required for certain control (measures of thickness for example) will be defined with
regard to the daily production.
