AUDIT OF SOCIAL ENTERPRISES

Preparation in each participating country of a report on the state of the art of Social
Entrepreneurship with reference to an agreed number of topics that will include:

• Legal framework
• Qualitative and Quantitative trends
• Developed services and best practices
• Support structures
• Support mechanisms
• Access to finance
• Access to grants

ACTION PLAN FOR SOCIAL ENTERPRISES

On the basis of the findings of Component 1 the partners will:

• Identify a common set of principles and adapt them to local conditions

• Prepare a local strategy for the development of social enterprises in each country

• Formal establishment of the ISEDA Network


• Presentation of the network to public stakeholders and private institutions for
identifying innovative sources of finance on the basis of available best practices
• Creating the ISEDA-NET portal and developing content
• Launching of the portal acting as a Virtual Cluster of Local Social Enterprise

Contents of INSUMIE

• Objective: promote social economic development by facilitating


entrepreneurship of migrants, women, young people and
vulnerable groups

• Rationale:
– difficulties of migrants to integrate
– natural entrepreneurial capacity of migrants (traditional
professions and qualifications requested in the European
labour market e.g. building industry, the commercial
sector, catering etc.)
– similar situation of women, young people and other
vulnerable groups
– matching offer and demand by encouraging entrepreneurship
and the creation of business cooperation networks, and
taking advantage of the enterprising capacities of
migrants, women, young people and people from other
vulnerable groups

• To identify the needs for services in local and regional areas as well as the social
economic tendencies linked to the actual demands of the market

• Interrelating them with immigrant’s and other vulnerable group’s entrepreneurial


capacity and qualifications, in such a way that a local “difficult to cover”
business opportunity catalogue could be developed.

SUPPORT TOOLS

• assist and support the creation of “high opportunity” businesses (promoted by


immigrants, women, young people etc.

• developing models and tools, as for example a virtual business incubator,


interregional cooperation centres etc

• models and tools will help out in the promotion and creation of new European
enterprises, and also in the establishment of a range of cooperation mechanisms that
attends the demands of the various regions from different EU countries taking part in
the project

• establish cooperation mechanisms and interregional business networks between “firmly


established” enterprises and those recently created

• promoting the exchange of services and best practices and the improvement of existing
communication channels

• initiate common research and interregional development strategies and policies taking
advantage of the benefits and capacities of migrants, women, young people etc, both as
entrepreneurs and employees and also as consumers.

mainstreaming
Legal Framework

• Exchanging experiences across borders facilitates embedding of


innovation and mainstreaming at vertical and horizontal level

• Art. 3 EC Reg.1081/2006 sets transnational co-operation as an


integrated feature of the ESF 2007-2013:

– ESF shall support transnational and interregional actions


through sharing of information, experiences, results and
good practices, and developing complementary approaches and
coordinated actionS

• No strict guidelines for implementation, EC Working documents


suggest 2 possibilities:

– Transnationality under ad hoc Axis


– Transnationality under all Axis
